Strategic energy development orientations: VN to gradually reduce coal-fired power

VGP – Party General Secretary Nguyen Phu Trong, on behalf of the Poliburo, has signed Resolution No. 55-NQ/TW on Viet Nam's strategic orientations for energy development through 2030, vision to 2045.

Development viewpoints

The resolution places high priority on fast and sustainable energy development, accelerates development of a comprehensive, competitive and transparent energy market, and diversifies ownership and business models.

Viet Nam will encourage and create favorable conditions for economic sectors, especially private sector to involve in energy development and determine to abolish all forms of monopoly, unfair competition, and intransparency in the energy sector.

The country will give priority to exploitation of renewable, new and clean energy sources as well as development of liquefied natural gas power while reducing the proportion of coal-fired power properly.

Digital transformation will be accelerated in the energy sector in order to gradually master modern technologies for production of energy equipment.

More mechanisms and policies will be developed to encourage investment in producing energy-saving, environmentally-friendly equipment, according to the resolution.

Major energy development goals

The overall goals of the resolution are to solidly guarantee national enery security; ensure energy supply in a stable and high-quality manner and at reasonable prices in favor of fast and sustainable socio-economic development.

Total primary energy production is expected to reach 175-195 million tons of oil equivalent (TOE) by 2030 and 320-350 million tons of TOE by 2045. 

By 2030, total power generation capacity is expected to increase to 125-130GW and electricity output is estimated to rise to 550-600 billion KWh.

Share of renewable energy sources in total primary energy production will be increased to 15-20% by 2030; and 25-30% by 2045. 

The resolution sets goal to turn Viet Nam into one of the four ASEAN countries with the highest power supply reliability and one of three ASEAN countries with best electricity access index.

Energy saving rate is expected to increase to 7% by 2030 and 14% by 2045./.
