Tariff exemption for cross-border shipment worth under VND 2 million

VNGOVNet–On 7 November, Prime Minister Nguyễn Tấn Dũng signed Decision 254/2006/QĐ-TTg regarding the management of cross-border trade activities. Under the decision, cross-border goods must be subject to tariffs and other fees in line with the rules of Vietnamese law and enjoy import and export tax incentives under bilateral agreements between Vietnam and the countries sharing the border with it.

The decision says that goods made by the countries sharing the border with Vietnam, when imported into Vietnam in the form of trade and exchange by border area people, will be exempted from tariffs if the worth of goods is less than VND 2 million/person/day.

Those imports subject to quality and quarantine control will have to go through inspection before clearance. No imports are allowed through border gates which have no quarantine, health and quality control stations in line with the rule of law.

Vehicles and drivers of vehicles carrying goods from the neighbouring countries of Vietnam, when entering border markets, border gate markets and border economic zone markets to take goods, will be exempted from immigration formalities and checked by technical bodies. When these vehicles get out of these markets and want to go deeper into Vietnam, all immigration paperwork must be cleared for vehicles and vehicle drivers in line with the rule of laws.

The PM assigned the Trade Minister to set up a steering board for border trade chaired by the Trade Minister and comprising representatives of ministries and authorities of border provinces; set a code of practice for the board as well as an inter-disciplinary cooperative mechanism for the management of border trade in line with this decision and current regulations.
