RESOLUTION

The Government's regular meeting - April 2013

 

The Government on April 26, 2013 convened its monthly regular meeting to discuss and decide the following issues:

1. Reports: the socio-economic performance in April and the first four months of 2013, the realization of the Government’s Resolution 01/NQ-CP and No. 02/NQ-CP; additional assessments on the implementation of Stage budget in 2012 and estimate in 2013, the expedition of Stage budget in April and the first four months of 2013, presented by the Ministers of Planning and Investment, and Finance.

The Government basically agreed with the performance and solutions mentioned in the Report presented by the Ministry of Planning and Investment. In April and the first four months of 2013, the macro-economy continued attaining positive outcomes. Inflation was put under control; both price and market were relatively stable; consumer price index (CPI) surged 0.02% against the previous month and went up 2.41% against December 2012; deposit interest rates were stable; lending interest rates continued dropping, credit structure changed in some prioritized sectors, liquidity of commercial banks improved significantly; exchange rate was basically stable; foreign exchange reserves increased sharly. Export turnover of the first four months rose 16.9%. Production of agriculture, forestry and fisheries kept developing. The service sector showed good performance. Foreign direct investment (FDI) saw increases in both registered capital and disbursement; ODA was disbursed remarkedly. Social security and social welfare were basically guaranteed; other areas like culture, education, healthcare, employment were given attention. Political and social stability was ensured; national defense was strengthened; security, social safety and order was maintained; traffic accidents dropped in the number of cases and injuries. Administrative reform, settlement of complaints and accusations, anti-corruption work were improved; and foreign affairs were promoted.

Besides these, the socio-economic performance still dealt with a mountain of difficulties and challenges, as well as implicit risks: the macro-economy was yet stable; the national economic growth and competitiveness were low; state budget collection was slower than the same period of the previous years; production and business were grappling with many difficulties, purchasing power decreased, consumption was slow; husbandry declined; and enterprises’ credit absorption was bad. Credit balance, despite posting higher growth than the same period of 2012, failed to meet the set target; commercial bank restructuring and non-performing debt settlement within the banking system and the real estate market were settled slowly. Export growth slowed down; import of equipment and materials for production decreased; production and business rebounced slowly; purchasing power of the domestic market was low, the number of dissolved and operation-suspended enterprises was high. Budget collection and disbursement was lower than the set target. Death toll in traffic accidents was higher than the same previous period. The life of a proportion of people still faced difficulties; natural disasters and epidemics posed risks; and social evils and crime developed complicatedly.

The Government requested ministries, agencies and localities implementing the tasks and solutions specified in Resolutions No. 01/NQ - CP; No. 02/NQ – CP drastically, creatively, synchronously and efficiently, to realize the socio-economic development goals preset for 2013 with the best results. Among these tasks and solutions, the Government asked for concentrating efforts on executing the following solutions:

- The State Bank of Việt Nam continues regulating towards properly narrowing the differential between lending interest rate and deposit interest rate in response to market signals, striving to post a credit growth rate of 12%; focusing on providing loans to the prioritized sectors to remove difficulties in production and business; accelerate lending support for low-income people’s purchase of social houses; closely monitor gold bullion auction, and pro-actively control inflation. 

- Enhances the management of bank operations, and deploys tight supervision to ensure the safety for the entire banking system. Focuses on drastically implementing the Project on restructuring credit institutions in 2011-2015; promptly improves the management and executive mechanism of a national asset management company in order to soon put it into operation, thus speeding up the settlement of bad debts and increasing the capacity of supplying credit for the economy. Chairs and coordinates with the Ministries of Planning and Investment, and Finance to study and soon issue a joint circular to fight and prevent pricing transfer of FDI enterprises through making domestic and foreign loans, as well as borrowing the parental company’s money, to ensure the business environment is equal among enterprises.

- The Ministry of Finance chairs and works with other ministries, agencies and localities to increase instructions to budget collection management, makes efforts to accomplish budget collection estimate; manages budget spending in a tigh, economical and effective manner; maintains budget overspending at the planned level. At the same time, it reviews and rearranges budget expenditure, cuts or reschedules unnecessary expenditures, saves 10% more of regular expenditures of the remaining months in 2013 estimate (excluding salary, allowances, other expenditure targeted people, the 10% saved regular expenditure, which is used to create a source serving salary reform in accordance with the estimate issued at the beginning of the year and the additional 10%  saved regular expenditure, which is kept in budgets at different levels); and saves at least 30% of expenditures reserved for organizing meetings and overseas business trips. The localities take proactive measures in balancing budget collection and expenditure in accordance with their budget collection capacity.

The Ministry of Finance is assigned to garner government members’ opinions for completing a report on State budget collection and solutions for ensuring budget balance at all levels in 2012 and a Report on additional assessments of State budget performance in 2012, and execution of estimate for 2013, to report to the Standing Committee of National Assembly and the 5th session of the 13th National Assembly under the authorization of the Prime Minister; promptly prepares the draft instruction on enhancing the management of budget collection and expenditure for 2013 and submit to the Prime Minister for promulgation; chairs and works with the Ministry of Industry and Trade to publicize the information pertaining to collection and expenditure of the Petroleum Price Stabilization Fund.

- The Ministry of Planning and Investment chairs and works with other ministries, agencies and localities to continue to review and timely adjust improper mechanisms and policies, take measures to speed up construction process and disbursement of investment capital sourced from the stage budget, government bond, national target programs arranged for the projects; develops schemes to balance capital sources to meet capital requirements for the key projects; continues focusing on resolving difficulties, promoting production and business to improve product consumption; enhances the attraction and disbursement of FDI and ODA. Cooperates with the Ministry of Agriculture and Rural Development and the Ministry of Finance in reviewing, studying and soon adjusting the regulations on the budget reserved for forestry protection and development.

The Minister of Planning and Investment is assigned, under the authorization of  the Prime Minister, to submit to the National Assembly a proposal of issuing government bonds to mobilize money for projects to upgrade and expand National Highway 1A (Ha Noi-Can Tho section) and formerly National Highway No. 14 (Ho Chi Minh road running through the Central Highlands).

The Ministry of Health chairs and works with the Ministry of Planning and Investment and the Ministry of Finance to urgently complete a plan on newly building some specialized hospitals in 2013-2016 to deal with the current overloading and submit it to the Prime Minister in May 2013 to outline a capital mobilization plan to realize it.

- The Ministry of Industry and Trade continues to implement supportive measures to encourage export; focuses on market development, trade promotion conducted by overseas trade missions; and accelerates export to increase foreign currency revenues. Works with the Ministry of Finance to urgently amend Decree No. 84/ND-CP on petroleum trade; soon introduces a market-orientated gas trading mechanism and gas retail price plan to prevent budget deficit, and submit it to the Prime Minister for deciding under the spirit of Decision No. 46/QD-TTg dated January 05, 2013. Closely collaborates with other ministries, agencies, and localities in managing the market and price, support enterprises to bring goods to rural and remote areas in a bid to decrease inventories and stimulate consumption in the domestic market.

- The Ministry of Agriculture and Rural Development coordinates with localities to closely monitor disease epidemics, intensify epidemics and disease control, maximize the use of resources to eliminate epidemics, especially in the areas hit by bird flu, blue ear disease in pigs, and focuses on combating epidemics in the affected areas to minimize economic damage for farmers when they have to cull the infected poultry. Enhances irrigation work, focusing on measures to fight droughts and salination in the Central, Central Highlands, and Southwestern regions. Studies pilot application of some imported advanced watering technologies in concentrated material supply areas. Coordinates with localities in maintaining farm produce output at a proper level in a bid to help farmers enjoy profitable prices. Coordinates with the Ministry of Natural Resources and Environment to provide guidances for localities in shifting plant structure towards  gaining higher production efficiency while maintaining the planned rice farming areas. Coordinates with the Ministry of Finance and relevant agencies to publicize the information relating to the mechanism on establishment and management of the Fund for supporting production and business in the fields of agriculture, farmers and rural areas.

The ministries, sectors and localities focus on hastening the process of economic restructuring in their assigned fields; re-arrange enterprise scope in accordance with the market and their financial capacity; improve governance along with enhancing leadership capacity of enterprise leaders; continue accelerating privatization to generate more sources for State budget to serve social security. The People’s Committees of Centrally-run Provinces and Cities host and cooperate with relevant ministries, sectors and agencies in strengthening re-arrangement and re-structure of enterprises in their localities.

Efforts are required to focus on speeding up administrative and civil servant mechanism reform; to deploy synchronously the implementation of social security and social welfare policies; to implement effectively measures to support fast, sustainable poverty reduction, concentrating on areas ridden by extreme difficulties. Measures for creating jobs, improving workers’ incomes, particularly those unemployed from dissolved, bankrupt or suspended companies continue to be taken.

Work on ensuring political security, social safety and order, specially web security continue to be well implemented; it needs to decrease sharply traffic accidents and traffic accident death toll and injuries, particularly during a time when final exams and university and college entrance exams for 2013-2014 are taking place; efforts are required to focus on settling complaints and denunciations lodged by citizens; and activities to fight corruption and waste and promote thrift practice must be continued.

- The Ministry of Information and Communications shall instruct the mass media to strengthen information, popularizing and orienting correctly the Government’s macro-policies, guidance and management, contributing to implementing the set tasks and targets; promptly correct incorrect expressions in the field. Members of the Government actively provide information accurately and timely for the mass media about guidance, policies and directive and executive measures used in the fields managed by the ministries and agencies for creating confidence and social consensus; and pay special attention to foreign information activities in a bid to generate favourable conditions for socio-economic development and national defense and security reinforcement.

1. The Government discussed and gave comments on the Draft Law on amendments and supplements to Article 170 of the Corporate Law, submitted by the Minister of Planning and Investment.  

The Ministry of Planning and Investment is assigned to host and cooperate with the Ministries of Justice and Finance, the Government Office to collect opinions from the Government members, complete the Draft Law on amendments and supplements to Article 170 of the Corporate Law, and under the authorization of the Prime Minister and on behalf of the Government, submit it to the 13th National Assembly’s 5th session.

2. The Government discussed and commented on the Draft Master Plan on Simplification of administrative procedures, citizen papers and data base relating to resident management, submitted by the Minister of Justice.

The Ministry of Justice is assigned to chair and cooperate with the Ministry of Public Security, the Government Office, the Ministry of Information and Communications and relevant agencies to collect opinions from the Government members, complete the Draft Plan ensuring feasibility and concretization of relevant information, firstly appropriate basic contents to prevent overlapping; research and propose the setting up of a Steering Board to organize the implementation of the Plan, and submit it to the Prime Minister for consideration and decision.

3. The Government discussed and gave comments on the Draft Resolution detailing and instructing the implementation of some articles of the Advertisement Law, submitted by the Minister of Culture, Sports and Tourism.

The reality of advertisement activities requires to soon concretize some regulations of the Advertisement Law that are applied to types of products, goods, and services specially relating to the health of the users, aiming for every citizen and organization to fully and seriously observe, organize and promote the effectiveness and efficiency of State administration in the field. The Ministry of Culture, Sports and Tourism is assigned to chair and work with the Ministry of Justice, the Government Office and relevant agencies to collect opinions from the Government members, complete the Draft Resolution detailing and instructing the implementation of some articles of the Advertisement Law towards simplifying procedures while still ensuring  advertisement contents are true to the quality of advertized products and services, and submit it to the Prime Minister for commenting before reporting to the Government at its regular meeting in May, 2013./.
