RESOLUTION

                        The Government’s regular meeting – December 2009


On January 4-5, 2009, the Government convened its regular meeting of December to discuss and decide the following issues:    

1. The Government shared its comments on the reports on socio-economic situations in December and the whole year of 2009, economic predictions of the world and the country in the time to come presented by the Minister of Planning and Investment; on the Government’s performance and the realization of the Working Statutes 2009 and the agenda for 2010 presented by the Minister-Chairman of the Government Office; on compilation and submission of laws and ordinances in the fourth quarter and the whole year of 2009 presented by the Minister of Justice; on Việt Nam’s implementation of international commitments and agreements in 2009 presented by the Minister of Foreign Affairs; on inspection work, tackling accusations and claims, and anti-corruption in December and the whole year of 2009 presented by the Chief Inspector; and on administrative reforms in 2009 and central tasks in 2010 presented by the Minister of Home Affairs.

The Government agreed that, in 2009, amidst complicated situations of the global financial crisis and economic recession, the Government stuck to the realities, map out right targets and tasks, made timely decisions which were enforced in a drastic, flexible and creative way, and highlighted its responsibility to the Party, National Assembly and citizens, made full use of aggregate strength of the whole-people solidarity, striving best to fulfill the set targets and tasks.

The Government’s direction and governance continued to be renewed, focusing on the core tasks of preventing economic recession, recovering growth, maintaining macro-economic stability, and ensuring social security while being conducted systematically and synchronously to realize general targets as well as specific norms, tasks and solutions of the socio-economic development plan in 2009. At the same time, the Government had to resolve many unexpected and urgent tasks effectively.

The Government performed well in line with the principles of concentration and democracy, highlighting the collective role of the entire Government and personal responsibility of the Prime Minister and other Government members. The Government worked in a united manner, obeyed the Constitution and laws, took high sense of responsibility to the Party, the National Assembly and citizens, observed Resolutions and Conclusions of the Party Central Committee, the Politburo and the National Assembly; closely cooperated with the National Assembly’s agencies, the Việt Nam Fatherland Front and mass organizations, mobilized the aggregate strength of the whole political system to implement tasks. The Government members intensified inspection, removed difficulties and obstacles for localities; directed effectively the realization of the set tasks.

Therefore, we initially prevented economic recession, maintained a reasonable growth rate, macroeconomic stability and social security.  Positive and important socio-economic results were seen: GDP growth rate reached 5.32%, in which industry and construction sector increased 5.52%, services 6.63%, and agro-forestry and fisheries 1.83%. Investment capital mobilized for development increased 15.3% as high as that in 2008, counting for 42.8% of GDP. Inflation was controlled. The budget collection still came up to expectation despite of difficult situation. Social security was brought to notice and social security policies were carried out effectively, especially the Program on rapid and sustainable poverty reduction in 62 poorest districts nationwide, so the poverty rate was further cut down. Education-training, healthcare, culture-information, science-technology, sports and environment protection were promoted, with many positive results. Diplomatic work was conducted actively and synchronously to improve the country’s prestige in the international arena; national defense and security were maintained, socio-political stability ensured. Administrative reforms were sped up and the Project of simplifying administrative procedures was fruitfully implemented. Inspection, settlement of accusations and complaints, and anti-corruption, thrift practice and anti-prodigality were enhanced through many drastic solutions in order to bring about specific results. The aforesaid achievements created new impetus and strength for the fulfillment of tasks in 2010 and the following years while improving people’s confidence in the cause of national renovation.  

However, the Government’s performance in 2009 still revealed weaknesses. Instructions to the implementation of some mechanisms and policies were not detailed and timely enough; policy responses in managing the foreign exchange market, gold market, and the real estate market were still slow; many socio-economic burning issues were not solved quickly; not many renovations were seen in designing and implementing plans in order to satisfy development demands; there remained improper issues in decentralizing State management, without corrections; efficiency of the collaboration in dealing with assignments was low; administrative discipline in some ministries and localities were not obeyed seriously. Many documents were not issued timely in order to instruct the enforcement of laws and ordinances. Although gaining important results, administrative reforms did not come up to citizens’ expectation. No breakthrough was created in combating and preventing corruption and prodigality.

In 2010, we will still face socio-economic difficulties and challenges while welcoming certain advantages and opportunities to regain a higher growth rate than in 2009. Based on general targets and socio-economic development  norms approved by the 12th National Assembly at its 6th sitting session, the Government promulgated a Resolution on major solutions to direct and govern the implementation of the socio-economic development and budget estimate plans in 2010, focusing on: economic recovery and restructuring, increasing the quality of growth; consolidating macroeconomic stability, preventing the recurrence of high inflation; ensuring social security and welfare; pushing up development and improving quality of education-training and science-technology; promoting environment protection, preventing calamities, coping with climate change; bettering healthcare and people’s cultural and spiritual life; maintaining national defense and security, social order and safety; boosting diplomatic work; strengthening efficiency of State management, promote administrative reforms, anti-corruption, thrift practice and anti-prodigality. 

To implement the above-mentioned solutions, the Government requires that:

- Each and every Government member proves their responsibility to the Party, the State and people, strictly follow resolutions of the Party and the National Assembly and seriously observe the Government’s directions, focus on their respective competence;

- Ministers and Chiefs of agencies personally direct and take responsibility for constructing institutions, minimizing infeasible, behind-schedule and low-quality projects; accelerate the compilation and submission of bills, ordinances, and legal documents instructing the enforcement of those laws and ordinances;

- To carry out assignments in a drastic, flexible and creative way, with timely adjustments if necessary; to do specific calculations in realizing socio-economic development targets reasonably to achieve the best results;

- To clearly define functions, tasks, and responsibility of each agency, organization and individual; to create breakthroughs in the coordination of these entities while realizing tasks and goals in line with legal regulations; to consider national and people’s benefits the top target when carrying out public affairs;

- To deal with urgent issues while solving mid and long-term targets such as economic restructuring, institutional construction, infrastructure development, training human resources and science-technology development;

- To closely follow the real situations, update information, sharpen ability of analyzing and predicting situations to set out proper targets, tasks and solutions; to promote application of information technology and administrative reforms; to renovate the working style and information work; to strengthen inspection and supervision over the implementation of policies and solutions, to improve efficiency of State management;

- To create a high consensus in the entire political system and society; to effectively conduct information and propagation work by timely providing people and corporate with information while taking their feedback and comments on mechanisms and policies on investment, business and public welfare. Press management agencies should direct mass media to give accurate information in the interest of the country and people as well as in favor of the Government’s performance.

Based on opinions given by attendants to this meeting and the Meeting on implementing the socio-economic development and budget estimate plans in 2010, the Government assigns:

- The Ministry of Planning and Investment to quickly finalize the Government’s draft resolution on major solutions to direct the realization of the socio-economic development and budget estimate plan in 2010 and submit the resolution to the Prime Minister;

- The Office of Government to complete the Report on the Government’s performance and the application of the working statutes in 2009 and the Government’s working agenda in 2010, then submit it to the Prime Minister for consideration before sending to ministries, ministerial and Governmental, agencies, provincial-level People’s Councils and People’s Committees for implementation.

2. The Government reviewed and adopted the Report on foreign investment in Việt Nam after 20 years of implementing the Foreign Investment Law and two years of joining WTO; and the Report on the implementation of the Project on orientations for attracting and using ODA resources.

The Government assigns the Ministry of Planning and Investment to complete the Report on foreign investment in Việt Nam after 20 years of implementing the Foreign Investment Law and two years of joining WTO and submit it to the Politburo in the first quarter of 2010.
