RESOLUTION

The Government’s regular meeting - December 2010

The Government on December 29, 2010 convened its regular meeting to discuss and decide the following issues:

1. The Government discussed the Report on socio-economic performance in December and the whole year of 2010, domestic and global economic forecast that were presented by the Minister of Planning and Investment; the Report on reviewing the Government’s guiding,  management, and implementation of the 2010 working regulations and the working agenda for 2011 that were presented by the Minister-Chairman of the Office of Government; Report on the Government’s drafting and submission of bills and ordinances in Q4 and 2010 that was presented by the Minister of Justice; Report on the implementation of international economic commitments and agreements within visits made by Party, State and Government leaders in 2010, presented by the Minister of Foreign Affairs; Report on settlement of accusations and complaints, anti-corruption in December and 2010, presented by the Government Chief Inspector; and Report on outcomes of the administrative reform in 2010 and key missions in 2011, by the Minister of Home Affairs. 

 2. The Government agreed that in 2010, besides fundamental advantages, Việt Nam was affected by the world’s complicated changes, natural disasters and epidemics, hostile forces, and inherent weaknesses of the economy. In that context, the Government defined accurate goals and tasks, timely shifted focus, took drastic and flexible measures, united and reinforced the strength of the entire political system and the great national solidarity, focused on top tasks of stabilizing the macro-economy, reining in inflation, maintaining reasonable economic growth, and ensuring social welfare. 

The Government’s systematic and synchronous management and regulations aimed to comprehensively fulfill main goals and specific norms of the socio-economic development Plan in 2010, to compose and prepare for Strategy on socio-economic development for 2011-2020 period and the socio-economic development Plan for 2011-2015, and to settle unexpected pressing issues. 

The Government complied with the working regulations, maintained the principle of democratic centralism, upheld collective leadership, giving prominence to individual responsibilities of the PM and the Cabinet members. All the Government members were close-knit, abided by the Constitution and the law, took high responsibility to the Party, National Assembly, and people; seriously executed resolutions and conclusions of the Communist Party of Việt Nam Central Committee (CPVCC), Politburo, and the National Assembly; closely coordinated with agencies of the Party, the Việt Nam Fatherland Front, and social organizations. The Government members were devoted to their jobs, supervised and timely resolved difficulties for localities, businesses, and served for the fulfillment of the preset targets.

Following great endeavor of the whole Party, people, army, and businesses, Việt Nam in 2010 fundamentally fulfiled the main targets of keeping macro-economic stability, economic balances, inflation curbing, economic growth maintainance, and better social welfare. GDP expanded at 6.78%, of which industry and construction sector increased by 7.7%, while service sector grew 7.52% and agro-forestry-fishery sector, 2.78%. Export turnover reached US $71.6 billion, a year-on-year increase of 25.5%. Trade gap plummeted and accounted for 17.3% of the total export turnover. The total social investment for development grew 17.1% against the previous year and was equivalent to 41.9% of the GDP. Despite difficult situations, budget revenue surpassed the preset target, up 19.4% against 2009. Social welfare was ensured: Quick and sustainable poverty reduction program in 62 poor districts proved effective; the percentage of poor households were on the decline; the work of preventing, controlling and overcoming consequences of natural disasters were enhanced; The Party’s Resolution on agriculture, rural areas and peasants were underway. More attention was paid to and more progress gained on the fields of education-training, healthcare, culture-information, science-technology, sports, and environment protection; a series of significant political and cultural events were successfully organized. National defense and security were strengthened, sociopolitical security was stabilized, and the policy of combining economic development with national defense showed clear signs of effectiveness. Diplomatic work was realized synchronously and positively with great achievements, leaving an impressive Vietnamese imprint and greatly contributing to the country’s growing prestige in the international arena. Administrative reform gained better progress with effective implementation of the National Administrative Reform Project. Inspection work, the settlement of accusations and complaints, and anti-corruption and thrift practice were prioritized and had big progress. These above achievements have contributed to generating new impetus for fulfilling the tasks for 2011 and the following years, while consolidating people’s confidence in the national renovation course.

However, the Government’s guidings and management in 2010 showed some weaknesses and limitations, such high inflation and lending rates, slow response to the fluctuations in the foreign exchange and gold markets; low growth quality; slow settlement of some burning socio-economic issues; unsustainable poverty reduction with many under difficulties; inefficient State management in some fields; lack of close and timely inspection and correction; limited coordination among State agencies; weak working rules and administrative disciplines in some ministries, sectors and localities. The promulgation of guiding documents of laws and ordinances has been carried out slowly. Despite some significant progress, the administrative reform yet met practical requirements; the fight against corruption and wasting did not make fundamental progress.

In 2011, even though Việt Nam owns numerous socio-economic advantages and opportunities, challenges and difficulties are still lying ahead. On the basis of the overall goals and tasks, socio-economic development norms in 2011 which were passed at the 13th Plenary Meeting of the CPVCC (10th tenure) and the 8th session of the 12th National Assembly, the Government will issue a Resolution on key issues with the aim to fulfill the socio-economic development plan and estimating State budget for 2011. Accordingly, the Government will focus on macroeconomic stabilization, inflation curbing, major balances of the economy; growth model renovation, continuation of economic structure transforming, improvement of economic productivity, quality, efficiency, and competitiveness; human resources development, scientific and technological applications, social welfare in combination with sustainable poverty reduction, improvement of healthcare quality and people’s spiritual and cultural life; prevention of natural disasters, environment protection, climate change mitigation; the administrative reform, State management efficiency, thrift practice, anti-corruption;  reinforcement of national defense, security, social order and safety, diplomatic efficiency elevation. 

To effectively implement the above solutions, the Government requests:

- The Cabinet members to raise high spirit of responsibility when implementing the Party and NA’s Resolutions, especially the Resolution of the 11th National Party Congress, strictly comply with the guidings and management of the Government, fulfill the assigned tasks, to be active in carrying out the socio-economic development plan and estimating State budget for 2011.

To effectively fulfill major tasks of stabilizing macro-economy, reining in inflation, boosting production and business, ensuring balance of goods and services, stabilizing the market, especially on the upcoming Lunar New Year festival;   

- To attach importance to institutional building and policy making. Ministers and heads of agencies were assigned to instruct the process of institutional building, minimize the number of infeasible, slow and poor-quality projects; speed up the drafting and submission of bills, ordinances, and related guiding documents on schedule. In the short terms, it is necessary to review and improve institution, mechanisms, and policies on such areas as management of land, minerals, forest, and SOEs, investment in infrastructure construction, perfecting functions, tasks and organizations of the State agencies;

- To reinforce inspection and supervision of the implementation of policies, measures; raise effectiveness of State management; timely settle wrongdoings;

-  To enhance the forecast capacity, timely define goals, tasks and propose reasonable solutions. Take positive step to expose and resolve arising problems;

- To heighten responsibility of every agency, organization and individual in fulfilling task. To make progress in coordination among State agencies, consider working outcomes, national and people interests as top priority, strengthen cooperation between the Government, the Party, NA, the Fatherland Front, and social organizations; 

- To take synchronous measures to address pressing issues and realize medium and long-term targets, including the  growth model renovation, institutional improvement, infrastructure development, and human resources development.

- To early review and assess competence, tasks and organization in the last term; to give guidings to perfect the effectiveness and efficiency of State agencies and prepare for the Government’s organization in the next term.

- To provide full and timely information for people and enterprises, create social consensus; strengthen contacts and receive feedbacks on business and society-related mechanisms and policies. Mass media must disseminate honest information for the sake of the country, people, and effective management of the Government.

Based on the opinions of the Cabinet at the regular meeting, and of delegates to the meeting between the Government and localities on the implementation of the NA’s Resolution on socio-economic development plan and estimating State budget for 2011, the Government put forth the following guides: 

- The Ministry of Planning and Investment, in collaboration with the Office of Government, will take prime responsibility to quickly finalize the Government’s draft Resolution on key measures to implement the socio-economic development plan and estimating State budget for 2011 and submit it to the Government for issuance.

- The Office of Government is responsible for completing the 2010 Report on reviewing Government’s guidings and management work, working regulations, and the Government working agenda in 2011, then submitting the documents to the PM for issuance./.
