RESOLUTION
The Government’s regular meeting - January 2010
In its regular meeting for
January 2010 held on February 01, the Government discussed and decided on the
following issues:
1. The Government discussed
and approved the reports on socio-economic situations in January, forecast of
the economic situations in the world and Việt Nam in the coming time; the
realization of the Prime Minister’s Instruction 2008/CT-TTg on taking measures
to promote production and business, stabilize the market and prepare the Lunar
New Year Festival; the administrative reforms in January; inspection work,
settlement of complaints and accusations, and anti-corruption in January; the
implementation of the Resolution approved at the Government’s regular meeting
for December 2009 and the Government’s working agenda for January; the
preparation and issuance of documents stipulating the enforcement of laws and
ordinances. These reports were presented by the Minister of Planning and
Investment, Minister of Industry and Trade, Minister of Home Affairs, Chief
Inspector, and Minister-Chairman of the Office of Government.
In early days of 2010, the
Government directed ministries, sectors and local authorities to realize the
National Assembly-adopted resolutions on socio-economic development, the Prime
Minister’s decisions on socio-economic development norms and State budget
estimates for 2010 and the Government’s Resolution 03/NQ-CP dated on January 15,
2010 on major solutions to direct the implementation of the socio-economic
development and State budget estimate plans for 2010. So far, almost all
ministries, sectors and localities have assigned their inferior entities to
conduct specific plans in line with the Prime Minister’s decisions.
Positive signals were seen
in socio-economic situations in January. The economic recovery continued in
many fields: industrial production value increased by 28.4% against the same
period of 2009; agricultural production remained stable despite drought and
epidemics; the service sector, especially tourism and domestic market, saw
relatively high growth rates; major macro-economic balances were secured; the
budget collection was higher than the estimate; foreign investment attraction
and disbursement were high; export turnover sharply rose up compared to the
same period last year. Social security, poverty reduction, employment, healthcare,
food safety and hygiene continued to receive special attention; diplomatic work
and international economic cooperation were enhanced; political security and
social order were guaranteed.
To realize the Prime
Minister’s Instruction 2008/CT-TTg dated on December 01, 2009 on taking
measures to promote production and business, stabilize the market and prepare
the Lunar New Year Festival 2010, ministries, sectors and localities have
secured the sufficient supplies of commodities for the Tết holiday; tightened
inspection and control of the market, combated smuggling, transport and trade
of illegal products, counterfeits, and low-quality goods, guaranteed food
safety and hygiene, prevented pandemics; smoothened the travel and movement of
people during the Tết holiday, maintained political security and social order
and safety; designed cultural programs and activities which will be held during
a happy and healthy Tết holiday.
However, some socio-economic
difficulties are emerging: macro-economic balances are unstable, excess of
import over export remains high; the liquidity is weak, credit for production
increases slowly; prices of many primary goods hike sharply and affect consumer
price index; the number of households which experience hunger during the between-crop
periods is rising; natural calamities have caused negative impacts on
production and people’s life; criminal activities become burning; the number of
serious traffic accidents tends to go up.
To continue socio-economic
development tasks in 2010 and complete the set general target, the Government
requires all ministries, sectors and localities to further realize the
solutions adopted in the Government’s Resolution 03/NQ-CP dated on January 15, 2010
on directing the implementation of socio-economic development and budget
estimate plans for 2010, focusing on the following duties:
- The Ministry of Industry
and Trade will coordinate with other ministries, sectors and local authorities
to direct and conduct trade promotion activities, conquer and expand domestic
and foreign markets; continue the “Buy Việt Nam" campaign and establish
necessary conditions and facilities for the distribution system, assist
enterprises to tap and stand firm on the domestic market; remove all
difficulties and obstacles to the production of exports; build centers
providing input materials to producers of exports, especially textiles and
garments, footwear, wood products, and plastic products.
- The Ministry of Finance
will function as the main implementer, in coordination with the Ministry of
Industry and trade and relevant agencies, in proposing solutions for the
management over import in order to narrow the trade gap through boosting up
export, minimize the import of unnecessary consumer goods; consistently check
and remove all customs hindrances to facilitate export activities; and take
measures to raise budget collection. The Ministry of Planning and Investment
will function as the main implementer, in coordination with relevant ministries
and agencies, to remove difficulties and better the investment environment, speed
up the site clearance and disbursement of FDI, ODA and governmental bond-using
projects.
- The Ministry of
Agriculture and Rural Development will function as the main implementer, in
coordination with relevant ministries and agencies, to sum up the realization
of the Government’s Resolution 24/2008/NQ-CP on the action program to implement
the Resolution adopted at the 7th Plenum of the 10th Party
Central Committee on agriculture, peasantry and rural areas; put into reality
the approved programs and projects while finalizing the assigned ones; ensure sufficient
water to irrigate the Winter-Spring crop, during which good seedling should be
used in combination with intensive farming techniques in order to increase the
yield; closely monitor the demand and supply of fertilizers and properly direct
their import, so as to secure the supplies and fulfill the crop timetable; prevent
and combat epidemics for plants and domestic animals; solve difficulties and assist
agro-forestry and fishery production, especially promoting the consumption of
some high-yield agro-products like rice and marine products, in order to push
up production, generate more jobs and raise farmers’ income.
- The State Bank of Việt
Nam will function as the main implementer, in coordination with relevant
ministries and agencies, to closely monitor all changes in the monetary market;
flexibly apply monetary policies in order to guarantee macro-economic stability,
recover economic growth, rein in inflation, and promote export; and secure the
safety of the banking system and the liquidity of the national economy.
- Ministries, sectors and
localities will proactively and initiatively direct the sufficient supply of
primary goods for people during the Lunar New Year (Tết) festival 2010; strictly
manage prices of commodities and services, especially essential consumers goods,
in order to prevent the scarcity of goods and the price escalation; tighten the
control over the market, combat smuggling, trade frauds and tax evasion; prevent
speculation and price raising during the Tết holiday; and drastically manage
quality of products, secure food safety and hygiene, and prevent epidemics.
To ensure a happy, healthy
and economical Tết holiday for all people, particularly social policy
beneficiaries, poor households, residents in remote areas and natural disaster-hit
regions. To smoothly organize transportation, festivals, cultural and entertainment
activities during the holiday. To prevent and eradicate crimes and social evils;
to discover and strictly punish all cases of trading, transporting, burning
firecrackers and flying lanterns; to seriously observe regulations on thrift
practice and anti-prodigality; to guarantee political security, social order
and safety, and traffic safety, minimize traffic accidents during the Tết holiday
and the festival season.
- On the basis of working
plans and programs approved in the Government’s Resolution 03/NQ-CP and the
Agenda 2010, to design and adopt specific action programs, quarterly and
monthly working programs for each and every ministry, sector and locality; to
direct the drastic and flexible enforcement of the Government-approved
resolutions and policies; to frequently check the schedule of the ratified
working programs, timely propose and submit resolutions to the Government.
To timely draft, in
conformity with the Government’s agenda 2010, bills, ordinances and legal
documents instructing the enforcement of laws and ordinances, particularly
those to be submitted to the Politburo and the Secretariat for the implementation
of the Resolution approved by the 10th Party Central Committee; to
promptly finalize within the first quarter all unfinished documents instructing
the enforcement of laws and ordinances.
2. The Government listened
to the reports, presented by the Minister of Transport and the Minister,
Chairman of the Government Office, on higher administrative penalties imposed
on some violations against road traffic regulations in Hà Nội and Hồ Chí Minh
City.
The Government assigned the
Ministry of Transport, as the main implementer, in coordination with the
Ministry of Justice, the Government Office and relevant agencies, and through
collecting comments of the Cabinet’s members and reviewing regulations in the
Ordinance on Administrative Penalties, to finalize the draft Decree on the
issue; if new regulations are inappropriate to the Ordinance on Administrative
Penalties, the Ministry of Transport will make report to the National Assembly’s
Standing Committee about necessary revisions and supplementation.
3. The Government listened
to the Statement on the draft decree which amends Decree 95/2006/NĐ-CP on
transforming State-owned companies into single-member liability-limited companies;
the draft decree which replaces Decree 88/2003/NĐ-CP on organizing, operating
and managing societies and associations; the draft decree stipulating in
details and instructing the enforcement of some articles of the Law on State
Compensation. These three draft decrees were presented by the Ministers of
Planning and Investment, the Minister of Home Affairs, and the Minister of
Justice.
a) The Government assigned the
Ministry of Planning and Investment, as the main implementer and in
coordination with the Ministry of Justice and the Government Office, to collect
comments of the Cabinet’s members, finalize the draft decree on transforming
State-owned companies into single-member liability-limited companies and
managing State-owned single-member liability-limited companies, which will
replace Decree 95/2006/NĐ-CP dated on September 08, 2006 on converting State-owned
companies into single-member liability-limited companies, and submit the draft
decree to the PM for deciding its promulgation.
b) The Government assigned the
Ministry of Home Affairs, as the main implementer and in coordination with the
Ministry of Justice, the Government Office and relevant agencies, to collect
comments of the Cabinet’s members, finalize the draft decree which will replace
Decree 88/2003/NĐ-CP dated on July 30, 2003 on organizing, operating and managing societies
and associations; clarify details relating to some specific organizations, and
then report the PM for consideration and decision.
c) The Government assigned the
Ministry of Justice, as the main implementer and in coordination with the
Government Office and relevant agencies, to collect comments of the Cabinet’s
members, finalize the draft decree which stipulates in details and instructs
the enforcement of some articles of the Law on State Compensation; and submit
the draft decree to the PM for deciding its promulgation. The draft decree will
include no regulations on State management agencies in charge of compensation
work.
