RESOLUTION

The Government’s regular meeting – January 2011

The Government on January 28, 2011, convened its regular meeting to discuss and decide the following issues:

1. Reports: On the implementation of its Resolution No. 02/NQ-CP dated on January 09, 2011 and socio-economic performance in January; situation and outcomes of the implementation of the PM’s instruction on acceleration of production and business, balance of demand and supply of commodities, market stabilization, inflation curbing, and preparations for the Lunar New Year festival (Tết); the outcomes of the implementation of the Government’s Resolution issued in December, 2010 and the Government’s working program in January, 2011; inspection work and settlement of complaints and denunciations, anti-corruption in January, 2011; administrative reform in January, 2011. These reports were presented by the Minister of Planning and Investment, the Minister of Finance, the Minister of Industry and Trade, the Governor of State Bank of Việt Nam, the Minister-Chairman of the Office of Government, the Government Chief Inspector, and the Minister of Home Affairs.

          The Government noted: Under the spirit of activeness and dynamic implementation of the 12th NA’s Resolutions (issued at the 8th working session) on socio-economic development Plan and State budget estimate for 2011, the State budget allocation for 2011, Government’s Resolution No. 02/NQ-CP dated on January 9, 2011 on key solutions for implementation of socio-economic development Plan and State budget estimate for 2011, PM’s Decisions on assignment of socio-economic targets and State budget estimate for 2011, ministries, sectors and localities have developed, enacted, and deployed their Action Programs for the realization of the Government’s Resolution No. 02/NQ-CP, completed the assignment of socio-economic development plans and State budget estimate to the localities, while focusing on management and regulation over the implementation of the above plans in all aspects since the beginning of the year.

          Ministries, sectors and localities have strictly observed the PM’s instruction on acceleration of production and business, balance of commodities’ supply and demand, market stabilization, price control, guarantee of traveling services, and preparations for people’s happiness during the Tết, therefore, positive outcomes have been attained right in January, 2011: Industrial production continued keeping high growth momentum, agricultural production made clear leaps forward, farm produce was bumper, which contributed to maintaining socio-economic stability; tourism revenue, total retail sales of commodities and services surged; securities market got better; State-funded capital construction increased; export turnover increased against the same period last year while trade deficit fell down; localities and businesses were well prepared for goods distribution, particularly essential consumption ones during the festival; market prices have been stabilized, inflation has been controlled effectively; people’s life, particularly of those having great contribution to the country, single old ages and the disabled ones have been paid due care; social welfare continued being safeguarded; cultural, healthcare, educational fields got better investment; administrative reform, inspection work, settlement of complaints and denunciations, anti-corruption have been maintained; security and social order were also maintained.

          However, there were some difficulties in the national economy that need to be addressed, such as natural disasters and epidemics still occur, adversely affecting production and people’s life. The economy still faced with high inflation and fragile macro stability; price escalation in combination with the global market pressure caused great difficulty for the Government to control inflation. Import of consumption goods, especially automobiles, is still great. Traffic accidents and congestions are still serious.

          To realize the targets for socio-economic development in 2011 which were enshrined in the Resolutions approved by the NA and the 11th National Party Congress, the Government in the time to come will order ministries, sectors and localities to prioritize macro-economic stabilization, inflation curbing, acceleration of production, business and investment to achieve higher growth rate against 2010, and social welfare guarantee. At first, in February, 2011, the following central tasks and measures should be fully carried out:

- To focus on effective implementation of the solutions written in the Government’s Resolution No. 02/NQ-CP dated on January 9, 2011 on key solutions of management and regulation for the realization of the socio-economic development Plan and State budget estimate for 2011. To review programs, projects, products, business branches for comprehensive deployment of the solutions in order to spur production and implementation of State-funded projects, particularly of those to surmounting power shortage, and traffic infrastructure construction.

- To develop comprehensive measures for market control, balance of supply and demand of commodities, anti-speculation, against illegal price raising, and price control in order to stabilize the market and ensure people’s life. To direct drastic implementation of the PM’s Instruction No. 2164/CT-TTg dated on November 30, 2010 on continuation of beefing up production, ensuring the balance of supply and demand of goods and services, stabilizing prices during the Tết and Q1/2011.

- The Ministry of Finance will be responsible for coordinating with relevant agencies to develop and put forth solutions and roadmaps for the implementation of market-based price management mechanism, particularly for key input commodities like electricity, coal, petrol, etc, while proposing policies on price assistance to social welfare beneficiaries, people having done meritorious services to the country, poor people; to ensure adequate credit loans for students’ educational spending; to direct the deployment of measures to increase budget revalue in support of budget overspending.

- The State Bank of Việt Nam will take prime responsibility to collaborate wit relevant agencies to regulate the monetary policy flexibly and in accordance with the market rules and State management; to prepare roadmap for interest rate reduction through economic measures; to stabilize the exchange rate and ensure enough and timely supply of foreign currency for import of key materials and equipment for production and consumption like petrol, fertilizers, steel billet, medicines, etc; to take proper measures to effectively control gold market; to control the growth pace of total payment means and outstanding loans at reasonable rates in order to secure the liquidity for the economy and the banking system during the Lunar New Year festival.

- Ministries, sectors and localities will quickly allocate and implement the plans for the Government-bond capital, and National Goal Program capital for 2011 to grass-roots levels in line with the Resolutions issued by the National Assembly and NA Standing Committee and PM’s Decisions.

- The Ministry of Agriculture and Rural Development will be responsible for coordinating with localities to center management and regulation on the prevention of serious and prolonged coldness, diseases in plants and domestic animals; coordinating with the Ministry of Industry and Trade and localities to overcome difficulties to ensure water supply for Winter-Spring rice production with best outcomes.

- To prepare and organize the New Year festival for people in a warm, joyful, safe, and economical manner. The Ministry of Health will take more measures to control food safety and hygiene, to prevent human diseases. The Ministry of Labor, Invalids and Social Affairs will direct localities to focus on organizing Tết visits to social welfare and poor families. The Ministry of Culture, Sports and Tourism will direct localities to well organize cultural and entertainment activities during the Tết festival; to take more measure to overcome social evils, gambling, superstitious activities; to expand inspection and supervision, guiding localities to hold festivals healthily and economically, giving strict punishments to localities having wrong-doings. The Ministry of Public Security will focus on directing drastically the guarantee of security and social order; coordinate with the Ministry of Transport to minimize traffic accidents and congestions; prevent and give strict punishments to offenders who transport and fire firecrackers; enhance prevention and control of fires, actively deploy the movement in which the masses join hands to protect the Fatherland’s security, secure political stability and social safety order.

- Ministries, sectors and localities need to quickly focus on popularizing and organizing the implementation of the 11th National Party Congress’s Resolution from the central to grass-roots levels; developing their action programs for the realization of the Resolution in combination with the realization of the five-year plan for 2011-2015; to provide information in an active, full and timely to mass media to create social consensus.

The Ministry of Information and Communications will guide the mass media to popularize the outcomes of the 11th National Party Congress as well as its documents, new stance, guidelines, directions of the Party; solutions for the implementation of the socio-economic development task of the Government, ministries, sectors and localities.

2. The Government listened to and commented on the Draft Report on performance of the Government and the PM during the 2007-2011 working term that was presented by Minister-Chairman of the Office of Government.

          The Government ordered the Cabinet members to comment on the Draft Report; assigned the Office of Government to collects the Cabinet members’ ideas, supplement and finalize the Report, then submit it to the PM for consideration before sending to the NA Standing Committee and National Assembly at the 9th working session of the 12th NA.
