RESOLUTION
The Government’s regular meeting –
July 2010
During its regular meeting for July 2010 convened on August
3-4, the Government discussed and decided the following issues:
1. The Government
discussed reports on socio-economic
performance in July and the first seven months, and domestic and international
economic forecasts; on the implementation of the Resolution of the June regular
meeting and the working agenda of July; on inspection, settlement of complaints
and accusations, and anti-corruption work in July; on administrative reforms in
July. These reports were respectively presented by the Minister of Planning and
Investment, the Minister-Chairman of the Office of Government, the Chief
Inspector, and the Minister of Home Affairs.
The
socio-economic performance in July and the first seven months of 2010 saw
comprehensive outcomes in all fields. Specifically, macro-economic indicators were
kept stable; inflation was put under control; budget collection rose fairly
high; capital disbursement for development investment got better; export
turnover went up while trade deficit was on the decline; and borrowing and
lending rates fell down. Production values of industrial, agricultural and
service sectors went up. Social security continued to be ensured. Other fields
like education, labor, employment, healthcare, and socio-cultural affairs recorded
positive outcomes. The settlement of complaints and accusations and
anti-corruption work were strengthened. Diplomatic activities notched up
success through the organization of ASEAN Ministerial Meetings. Socio-political
stability, national defense, social security and order were guaranteed.
In order to realize this year’s key socio-economic targets, the
Government required ministries, sectors, and localities to boost coordination
in translating into reality the solutions enshrined in the Government’s
Resolution 03/NQ-CP dated on January 15, 2010, and Resolution 18/NQ-CP dated on
April 6, 2010, and all monthly resolutions adopted so far this year. They must
also focus on the following solutions:
- Regarding macro-economic
stability: To focus on price control; set up price control mechanisms for primary
commodities for consumption and production and impose tough punishments on
price infringements. To supervise changes in domestic and international goods
and service markets in order to properly regulate the supply-demand balance, stabilize
the market and avoid goods shortage and speculation as well as price
escalation. To popularize the model of price management and control, which was successfully
piloted in Hồ Chí Minh City, by organizing goods production, supervising retail
prices, and managing distribution networks.
- The Ministry of
Industry and Trade will work with relevant ministries, agencies and localities
to further boost industrial production, speed up export, control import,
develop auxiliary industries for stronger export and lower trade deficit; and enlarge
domestic market.
- The Ministry of
Health, the Ministry of Industry and Trade, and the Ministry of Finance, in
collaboration with localities especially municipal cities, will attach
importance to examining and supervising the production, import, registration
and price listing of milk and medicines at pharmacies and hospitals; and propose measures
to effectively manage these products.
- The Ministry of
Finance will be responsible, in collaboration with other ministries, agencies
and localities, for tightening management over and effective use of the State
budget spending; striving for higher budget collection and lower budget
overspending.
- The State Bank of Việt
- Ministries, agencies and localities will speed up capital
disbursement for public projects; shift capital allocation to key and urgent
ones that can be completed in 2010 and 2011; submit to the PM for consideration
of capital advance for the ongoing State-funded projects that can be finalized
in 2010-2011 but are suspended due to capital shortage. The Ministry of
Planning and Investment will inspect and speed up the implementation of
State-funded projects; cancel or trim the investment capital for unnecessary
and ineffective projects.
- To endorse effectively the adopted policies and programs
on social security; to review the national goal programs on poverty reduction
and job creation in the period of 2006-2010; to develop new similar programs
for the period of 2011-2015; to early introduce new poverty benchmarks in line
with realities; to issue and enforce the Strategy on social security until 2020
and the Project on social security system for rural residents in 2011-2020. To
swiftly implement the Government’s Decree on credit for agriculture and rural
development and the Decree on encouraging investment in agriculture and rural
development. To quickly finalize the overall plan for agriculture and rural
development in line with the master plan, then design specific plans to develop
new rural areas in long term. To respond to natural disasters and plant-animal
epidemics.

To ensure political security, social order and safety for important political
events. The Ministry of Foreign Affairs, in collaboration with relevant
agencies, will prepare for the 17th ASEAN Summit and the ASEAN Defense Ministers’ Meeting
Plus (ADMM ) in October 2010 and other diplomatic activities slated for the
rest months.
- Ministries, agencies and localities will prepare for
schemes and plans for 2011 and the period of 2011-2015; focus on the
preparations for the 1000th birthday anniversary of Thăng Long-Hà
Nội; host Party congresses at all levels and organize the National Emulation
Congress for 2006-2010; speed up administrative reforms, drastically boost Stage
3 of Project 30 on streamlining administrative procedures in all State
management aspects; center on anti-corruption work and inspection and settlement
of complaints and accusations; early submit to the Government and the PM for issuance
of documents instructing the enforcement of laws and ordinances. The Ministry
of Information and Communications and the Ministry of Culture, Sports and
Tourism will work with localities to tighten control over online games. The
Ministry of Justice will review regulations on marriage between a foreigner and
a Vietnamese citizen and cooperate with the Ministry of Public Security to
propose measures in response to illegal marriage mediation and outrage of female
dignity.
- The Ministry of Information and Communications, in
collaboration with relevant agencies, will steer
mass media to actively disseminate the Party and State’s guidelines and
policies, the Government’s instructions, the country’s socio-economic
achievements, important, unplanned and sensitive events in order to create
social consensus and encourage people and businesses to strive for the
fulfillment of preset targets.
2. The Government
listened to a report presented by the Minister-Chairman of the Office of Government on the
Việt Nam Shipping Industry Group (Vinashin).
The policy to
establish and develop Vinashin as a key impetus for the development of domestic
shipbuilding industry, to serve the country’s economic growth, national defense
and security is very sound, necessary and appropriate with related resolutions
of the Party. Over the past time, the group’s initial production and business
activities have helped to form important and synchronous technical
infrastructure for the shipbuilding industry, with a large and skilled labor
force. The group posted annual growth rates of 35-40% in 1996-2007.
Nevertheless, since 2008, the group has encountered with severe difficulties
and losses. The problems stem from various reasons, including the negative
impacts of the global economic crisis, poor management over business
activities, wrong forecast, inefficient investment and capital spending, and inappropriate
expansion of investment fields. The Government’s ineffective management and ownership
over SOEs in general and Vinashin in particular are also a reason .
In response to the
problems, after reporting to the Political Bureau, the Government decided to
comprehensively restructure the group with direct assistance from the State economic
sector, financial institutions and credit organizations in order to maintain, stabilize
and develop the group’s performance in an increasingly fruitful manner, pay
debts, and reclaim investment capital so that the group can take the leading
role in the domestic shipbuilding industry. Accordingly, it is necessary to
implement the following tasks: To quickly consolidate the group’s organization
and management board, maintain production and business activities, ensure lives
for employees, solve financial difficulties, perfect regulations in order to
raise State management and ownership of SOEs, strictly punish violators, and
establish a Steering Committee headed by a Deputy PM to effectively implement
these solutions.
3. The Government
discussed the Project on measures and policies to raise growth quality,
efficiency and competitiveness of the economy; the Draft Resolution on renewing
and developing vocational training through 2020; and the Project to turn Việt
Nam into a strong information and communication technology country, which were respectively
presented by the Minister of Planning and Investment, the Minister of Labor,
War Invalids and Social Affairs, and the Minister of Information and
Communications.
a) The well-prepared
Project on measures and policies to raise growth quality, efficiency and
competitiveness of the economy is of strategic importance, reflecting realities,
achievements, weaknesses and limitations relating to growth quality, efficiency
and competitiveness of the economy. The project also analyzes causes; proposes
solutions and policies to raise the economy’s growth quality, efficiency and
competitiveness in the coming time; and assign tasks to realize the Project.
The Ministry of
Planning and Investment was instructed to work with the Office of Government
and relevant agencies to collect ideas of Cabinet members, finalize the Project
and submit it to the PM for approval. The Project, when being implemented, must
be combined with the economic restructuring project for the 2011-2020 period for
higher productivity, efficiency and competitiveness. Ministries, agencies and
localities were assigned to apply outcomes of the Project in mapping out and supplementing
their annual and five-year socio-economic development plans for the 2011-2020
period.
b) Vocational
training is a key policy, substantially contributing to better human resources
for higher economic growth. Thus, the Draft Resolution on renewing and
developing vocational training through 2020 presents outlooks and overall
targets in each period with general mechanisms, policies and measures for making
specific policies in annual and five-year plans. It is necessary to focus on
solutions to better vocational training by perfecting infrastructure, teaching
staff, training programs and methods in order to improve technical skills,
working styles and disciplines for learners and perfect human resources for
national development.
The Ministry of
Labor, War Invalids and Social Affairs will work with the Office of the
Government and relevant agencies to collect opinions of Cabinet members to
finalize the Draft Resolution and submit it to the PM for consideration and
issuance. The Ministry, in collaboration with the Ministry of Education and
Training, will consider the re-arrangement of colleges and compose the Strategy
on Vocational Training for submission to the Government.
c) Information and communication
technology is a significant tool for national development as well as the
formulation of a knowledge-based economy and information society, so as to boost
national industrialization and modernization. Over the past years,
telecommunication infrastructure and IT applications have rapidly advanced but remain
incommensurate to national potentials, strength and requirements; IT human
resources face weaknesses in terms of scale and quality. Hence, it is vital to
endorse more drastic policies and measures to create breakthroughs in this industry.
The Ministry of
Information and Communications was assigned to work with the Office of Government
and relevant agencies to collect ideas of Cabinet members and complete the
Project to turn Việt
4. The Government
discussed a report presented by the Minister of Home Affairs summarizing the
realization of the pilot dissolution of People’s Council at district and ward
levels; a draft decree amending and supplementing Decree 25/2008/NĐ-CP dated on
March 4, 2008 on functions, tasks, competence and organization of the Ministry
of Natural Resources and Environment which was introduced by the Minister of
Natural Resources and Environment. The Minister-Chairman of the Office of Government
made a report on ideas of the Cabinet on the draft decree.
a) The Government
approved the Report, presented by the Ministry of Home Affairs, summarizing the
initial implementation of the National Assembly’s Resolution 26/2008/QH12 on
the trial dissolution of People’s Councils at district and ward levels. The
Minister of Home Affairs was assigned to collect opinions of the Cabinet, finalize
the Report and submit it to the Political Bureau for consideration and
decision.
b) The Government
agreed to ratify the Draft Decree which amends and supplements Decree
25/2008/NĐ-CP dated on March 4, 2008. The Ministry of Natural Resources and
Environment was instructed to coordinate with the Office of Government to
finalize the Draft Decree and the Decision of the PM which define functions,
tasks, competence and organization of the General Department of Geology and
Minerals and submit these documents to the PM for issuance.
5. The Government
discussed the bills on the Capital City and on fighting human trafficking
presented by the Minister of Justice; on revising and supplementing the Securities
Law introduced by the Minister of Finance; on Complaints and Accusations
delivered by the Inspector General; and the report presented by the
Minister-Chairman of the Office of Government summing up Cabinet members’
comments on these bills.
a) The Ministry of
Justice was entrusted to work with the Office of Government and relevant
agencies to collect opinions of Cabinet members and finalize the Capital Law
and Anti-Human Trafficking Law. The Minister of Justice, authorized by the PM, will
present these bills to the National Assembly Standing Committee.
b) The Minister of
Finance was assigned to work with the Ministry of Justice, the Office of Government
and relevant agencies to collect ideas of Cabinet members in order to finalize
the bill on amending and supplementing the Securities Law. The Minister of
Finance, authorized by the PM, will present the bill to the National Assembly
Standing Committee.
c) The Inspector
General, in collaboration with the Ministry of Justice, the Office of Government
and relevant agencies, will collect ideas of Government members and complete
the bill on Complaints and Accusations. The Inspector General, authorized by the
PM, will present the bill to the
National Assembly Standing Committee.
