RESOLUTION

THE GOVERNMENT’S REGULAR MEETING – MARCH 2021

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in March 2021, held on March 31, 2021,

DECIDES

1. Regarding the implementation of Resolution No. 01/NQ-CP; socio-economic situation in March and the first three months of 2021

The Government unanimously agreed that: Despite the complicated developments of the COVID-19 pandemic, with the active participation of the entire political system, the timely and drastic guidance and direction of the Government and the Prime Minister, efforts of all levels, sectors, localities, and strong support and assistance of the business community and people all over the country, the economy and social situation in the first quarter of 2021 continued with recovery. Gross domestic product (GDP) increased by 4.48 percent compared to 3.68 percent of the same period last year, a relatively good growth compared to other countries in the region and in the world. Industrial production grew by 6.5 percent, of which processing, and manufacturing increased by 9.45 percent. The sector continued to play a driving force in fostering economic growth. The agricultural sector grew by 3.16 percent, yield and price of rice also increased. Trade and consumption recorded good recovery. Total retail sales of consumer goods and services increased by 5.1 percent. Macro-economic conditions were relatively stable. Major economic balances were guaranteed. Consumer price index (CPI) continued to be controlled at a low level. CPI in March 2021 decreased by 0.27 percent compared to the previous month. On average, in the first quarter CPI increased by 0.29 percent over the same period last year, the lowest rate over the past 20 years. State budget revenue attained 30.1 percent of the full year estimate. Total import-export turnover was estimated at US$152.7 billion, up 24.1 percent. Trade surplus was over US$2 billion. The total social investment capital rose by 6.3 percent. Disbursement of investment capital from the State budget continued to be promoted. Realized foreign direct investment grew by 6.5 percent. The business environment continued to improve. In the first quarter, there were over 29 thousand newly registered enterprises, with the total registered capital increasing by 27.5 percent. Survey results amongst businesses in manufacturing and processing industry indicated that 85% of businesses rated better or stable trends in the second quarter compared with the first quarter of 2021.

The cultural, social, and environmental fields continued to receive due attention and direction. Attention was paid to properly implementing policies for people with meritorious services, policies on social security, sustainable poverty reduction and ensuring people's lives, especially those in remote and ethnic minority areas. The COVID-19 pandemic continued to be tightly controlled. Focus was on localizing, eliminating the pandemic, and preventing a large-scale spread. Works related to people's health care, food safety and hygiene continued to be implemented effectively. Leadership and attention were paid to administrative reform, inspection, settlement of complaints and denunciations, anti-corruption, thrift practice and waste combat. National defense and security were strengthened. National sovereignty was also maintained, social safety and order were secured. Foreign affairs and international integration continued to be effectively implemented. Ministries, central agencies, and localities took the initiative to conduct study to thoroughly understand, abide by, and strictly implement the Resolution of the 13th National Congress of the Party and Resolutions of the National Assembly and Government on socio-economic development.

However, beside the achieved results, the country's socio-economic situation still faced various difficulties and challenges. While the COVID-19 pandemic had been put under control domestically, the world situation remained rather complicated and unpredictable, continuing to pose a significant impact on the global economy and Viet Nam’s major partner countries and economies, thereby affecting the implementation of the country's goals and tasks on socio-economic development, especially commerce, service, transportation, and tourism sectors. The number of business temporarily suspending business operations and having completed dissolution procedures tended to increase. Meanwhile, natural disasters, disease outbreaks, climate change, particularly drought and saltwater intrusion witnessed complicated developments. Crimes and school violence increased in some localities ...

In the coming time, the Government required ministries, agencies, and localities to maintain their efforts to overcome difficulties and challenges to successfully implement the "dual goal", and drastically take preventive measures to combat and control the COVID-19 epidemic. Attention must be paid on socio-economic recovery and development and ensuring social security and people's life; focusing on implementing synchronous and effective solutions to promote production and business development; and timely supporting businesses and people affected by the epidemic. Key areas that must be focused are:

- Ministries, agencies, and localities shall focus on directing the urgent formulation and promulgation of action programs and work plans to organize the implementation of the Resolution of the 13th National Congress of the Party, as well as conclusions and resolutions adopted by the Party and the National Assembly. Ministries and agencies shall speed up the drafting, submission and promulgation of documents as scheduled.

- Ministries, agencies, and localities shall continue to drastically direct, raise caution, absolutely avoid complacent and negligent attitude in COVID-19 prevention and control; firmly and effectively comply with the "5K" requirement, strictly manage quarantine activities, especially for people entering Viet Nam; and strive not to allow reoccurrence of disease spread and outbreak in the community.

- The Ministry of Health shall focus on directing and speeding up the research and development of domestic vaccines to support COVID-19 prevention. At the same time, it was requested to import COVID-19 vaccines pursuant to the Government's Resolution No. 21/NQ-CP dated February 26, 2021 and formulate a plan for large-scale vaccination. The Ministry shall expeditiously work with concerned ministries and branches to rapidly study and promulgate a "vaccine passport" mechanism to facilitate trade, investment and tourism, and complete regulations on health insurance payment for remote medical examination and treatment. The Ministry of Health shall continue to ensure sufficient supply of human resources, medicines, medical equipment, and supplies, and improve the capacity and quality of health care at grassroots level in providing primary health care for the people.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, branches, and localities in continuing to concentrate on and make efforts to remove difficulties for production and business, especially key projects; and promote the disbursement of public investment capital, particularly ODA capital. The Ministry of Planning and Investment was assigned to complete the appraisal of a feasibility study report on the National Target Program for socio-economic development in ethnic minority and mountainous areas in the 2021-2025 period, and report to the Prime Minister of the matter in the second quarter of 2021. The Ministry was required to proactively deploy timely solutions to attract and effectively utilize the wave of investment shifts.

- The State Bank of Viet Nam shall assume the prime responsibility for, and coordinate with ministries and branches in continuing to operate the monetary policy actively, flexibly and effectively; controlling inflation, ensuring major balances of the economy, promoting production and business development; maintaining stability of the foreign exchange market; continuing to promote the restructuring of credit institutions; implementing measures to handle bad debts, control and limit the rise of new bad debts; managing interest rates and credit in line with macro balances, inflation, and market developments; and promoting non-cash payments.

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries, branches and localities in intensifying financial and budgetary discipline and order, combating revenue loss, transfer pricing and tax evasion, and strictly enforce thrift practice in regular spending.

- The Ministry of Industry and Trade shall coordinate with other ministries, agencies and localities to formulate specific solutions, effectively supporting and facilitating the circulation, import, export and consumption of goods; strengthen trade facilitation associated with promoting branding of Vietnamese goods; support businesses connection via big digital and e-commerce platforms; strengthen trade defense measures, and at the same time support businesses to respond to barriers and trade defense lawsuits of foreign countries; ensure the adequate supply of materials and equipment for COVID-19 prevention and control; continue to focus on the effective implementation of Free Trade Agreements (FTAs), which had been signed, especially the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Viet Nam - European Union Free Trade Agreement (EVFTA), and the Viet Nam-UK Free Trade Agreement (UKVFTA), and promote the ratification of the Regional Comprehensive Economic Partnership (RCEP) Agreement; and continue to review and complete the national electricity planning to 2030, with a vision to 2045.

- The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with other ministries, agencies and localities to improve production efficiency, ensuring the interests of producers, especially seasonal agricultural products; closely monitor the weather situation, formulate plans for water harvesting and operating drought prevention works serving production and disease prevention in a timely and effective manner; continue to implement synchronously, drastically and effectively the European Commission (EC) recommendations to rapidly remove the "yellow card"; step up reforestation, forest protection and development; lead and coordinate with the Ministry of Natural Resources and Environment to expeditiously complete the Forest Inventory Project in accordance with the direction of the Prime Minister and Resolution No. 118/NQ-CP dated August 10, 2020; strengthen the direction and production of staple crops resilient to climate change. The Ministry of Agriculture and Rural Development was requested to complete and report to the Government to submit to the National Assembly for approval the investment policy of the National Target Program on New Rural Development in the 2021 - 2025 period.

- The Ministry of Transport shall focus on directing the effective implementation of key projects such as: the Phase 1 Long Thanh international airport, the Trung Luong - My Thuan and My Thuan - Can Tho expressways; as soon as possible put the Hanoi Urban Railway in Cat Linh - Ha Dong route into operation; urgently complete procedures to start PPP investment projects under the Project to build a number of Eastern North - South expressways, Noi Bai Airport, and Tan Son Nhat Airport, etc.; speed up the progress of key projects, especially the Eastern North - South expressway projects; urgently operate and exploit new projects while ensuring their safety and efficiency; coordinate with the Ministries of Foreign Affairs, Health, Public Security and National Defense to reopen international commercial flights. Together with the Ministry of Public Security and localities, the Ministry of Transport was assigned to strengthen the inspection and supervision of the strict observance of legal regulations on ensuring traffic order and safety and COVID-19 prevention and control requirements.

- The Ministry of Natural Resources and Environment shall focus on reviewing and reporting to urgently amend the Law on Land (which shall be submitted to the Central Committee of Party in October 2021); strictly controlling waste sources; replicating efficient and sustainable waste treatment models; continuing to improve the capacity and quality of forecasts and warnings, particularly early forecasts to promptly provide forecasts and warnings of extreme and dangerous weather and hydrological phenomena serving natural disaster prevention, fighting and reduction.

- The Ministry of Education and Training, ministries, agencies, and localities shall continue to organize teaching and learning activities depending on the COVID-19 situation. At the same time, the Ministry was requested to enhance and improve e-learning quality, ensuring equal access to education for students. The Ministry shall carefully prepare the conditions for implementing the new general education curriculum and textbooks, especially for grades 2 and 6.

- The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities to continue to support people affected by the COVID-19 restore production and people’s lives in areas affected by flood-storms in the Central Region and extreme weather in the North. The Ministry was assigned to expeditiously elaborate and submit to the Government documents detailing the Ordinance on Preferential Treatments for People with Meritorious Services to the Revolution, complete and submit to the National Assembly to approve the investment policy of the National Target Program for Sustainable Poverty Reduction and Social Security in the 2021 - 2025 period. In addition, the Ministry of Labor, Invalids and Social Affairs shall synchronously implement solutions to ensure human resources for production and business activities at enterprises, particularly in economic zones, export processing zones and industrial zones, and strengthen work safety assurance.

- The Ministry of Culture, Sports and Tourism was requested to propose solutions to motivate domestic tourism service providers while ensuring to maintain anti-pandemic safety and improve service quality to properly prepare for the organization of the 31st Southeast Asian Games (SEA Games 31).

- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries and agencies in developing the “Digital Vietnamese Knowledge System” and effectively operating information portals on science and technology; promote the development of science, technology and innovation; encourage the transfer and application of high technology; improve efficiency of state management in quality control, traceability, intellectual property; and foster value chain development to create close chain connections, especially the links with large manufacturing industries.

- The Ministry of National Defense shall actively monitor the situation to take timely response measures to maintain national sovereignty; closely coordinate with localities and direct border guards in border provinces, especially in southern provinces to closely follow, maintain strict patrol and control of illegal entry, especially in trails, openings, border gate areas on land, waterways, or sea border routes.

- The Ministry of Public Security shall effectively implement plans for ensuring social security, order, and safety, especially during the election of deputies to the 15th National Assembly and People's Councils at all levels for the term 2021 - 2026. The Ministry was requested to continue to fight and suppress all kinds of crimes, law violations and social evils; strengthen the task of ensuring traffic order and safety, resolutely and strictly handling alcohol and drug-related violations in vehicle operation; and actively participate in the COVID-19 prevention and control. The Ministry of Public Security shall proactively take measures to prevent fire and explosion, especially at festivals, production and business establishments, and residential areas ...

- The Ministry of Foreign Affairs was requested to quickly complete the high-level diplomatic program in 2021; proactively implement foreign affairs activities in association with completing the tasks set out in the dual goal and citizen protection; fulfill Viet Nam’s role as President of the United Nations Security Council for the second time (April 2021) as part of the country’s role as non-permanent member of the United Nations Security Council (2020-2021).

- The Ministry of Information and Communications shall direct the effective and proper communication to keep people always be alert to the COVID-19 pandemic; continue to promote the application of the Bluezone contact-tracing app; direct news agencies and press agencies to deliver information and communication on important and comprehensive achievements in all fields of the country including the realization of the "dual goal" in both pandemic prevention and control, socio-economic development, ensuring people's lives, movements to promote production and business activities in line with the Covid-19 situation, fighting against fake news and online frauds, etc.; and mobilize the entire society to strive to successfully implement the socio-economic development objectives and tasks in 2021.

- The Government Inspectorate shall assume the prime responsibility for, and coordinate with ministries, agencies and localities in synchronously implementing undertakings, policies, regulations and solutions to improve the effectiveness of the prevention and fight against corruption and waste; protecting people who discover, denounce, fight against corruption, waste, and negative behaviors; and strictly fulfilling the responsibility of receiving citizens of the head, focusing on resolving complicated and prolonged complaints and denunciations involving many people.

- The Government Office shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in, continuing to develop and operate effectively the National Public Service Portal, the National E-Document Exchange Platform, the National Reporting Information System, and the Center for Information, Direction and Administration of the Government and the Prime Minister, and Information System serving meetings and handling affairs of the Government.

- Relevant ministries and agencies were requested to promote the improvement of the business investment environment and administrative reform, focusing on administrative procedure reform, and substantially cut down on business conditions. They were demanded to urgently issue a plan to reduce and simplify regulations related to business activities in 2021; strengthen dialogue, consultation, and collection of opinions from organizations, associations, and enterprises about unsuitable regulations, which were obstacles, causing difficulties for production and business activities, and quickly report them to the Prime Minister to approve the plan for removal and simplification. Relevant ministries, branches and agencies shall continue to promote the innovation of specialized inspection activities in the direction of encouraging centralization, clearly defining authorities, strongly shifting from the "pre-check" mechanisms to "post-check" ones.

2. Regarding the Evaluation Report on the five-year implementation of the socio-economic development plan 2016-2020 and the five-year socio-economic development plan 2021 - 2025 (the Report)

- Ministries, agencies, and localities were requested to urgently convey their opinions to the Ministry of Planning and Investment for the Report’s consolidation and finalization. The Ministry of Planning and Investment shall actively coordinate with relevant agencies to organize consultations and seminars to collect opinions of ministries, agencies, localities, and experts on the proposed five-year socio-economic development plan 2021 - 2025, and the key contents to concretize the Resolution of the 13th National Congress of the Party.

- The Ministry of Planning and Investment was assigned to assume the prime responsibility for, and coordinate with concerned agencies to collect and synthesize all opinions of ministries, agencies, and localities at the meeting to complete the Report and submit it to the Government. The Government and the Prime Minister shall consider, decide on, and ensure the quality and progress of the dossier submission to the National Assembly, the Standing Committee of the National Assembly, and the National Assembly's agencies according to regulations.

3. Regarding the Evaluation Report on the deployment of the Government's Action Program to implement the Resolution of the National Assembly on the five-year socio-economic development plan 2016-2020 and the planned Action Program to implement the five-year socio-economic development plan 2021 - 2025 (the Report)

- Ministries, ministerial-level agencies, and Government-attached agencies shall urgently review the implementation of their assigned tasks in the Government's Action Program to implement the five-year socio-economic development plan 2016 - 2020; study and propose specific tasks, programs, and projects to be implemented in the period 2021 - 2025 and send them to the Ministry of Planning and Investment for synthesis.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with concerned agencies in collecting all comments at the meeting, synthesizing the opinions of agencies to complete the report and submit it to the Government and the Prime Minister to ensure reporting quality and progress according to regulations.

4. Regarding the plan to use the remaining budget and savings from the central budget in 2020

The Government approved the plan to use the remaining budget and savings from the central budget in 2020 at the proposal of the Ministry of Finance. The Minister of Finance was authorized by the Prime Minister to act on behalf of the Government to submit to the Standing Committee of the National Assembly and the National Assembly according to regulations.

5. Regarding policies to receive targeted budget support and loans from international organizations for sustainable climate change adaptation in the Mekong Delta according to Resolution No. 120/NQ-CP

a) Regarding policies on loans reception

- In principle, the Government agrees with the plan to borrow US$2 billion in ODA capital and foreign concessional loans from: the World Bank (WB), the German Development Bank (KfW), the French Development Agency (AFD) and other partners to invest in sustainable and climate-resilient development of the Mekong Delta and deploy as funding support for specific investment programs and projects that are most effective.

- The Ministry of Planning and Investment was assigned to coordinate with the concerned ministries and localities in accordance with the Government's Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong River Delta and the Prime Minister's Decision No. 417/QD-TTg dated April 13, 2019 on the Overall Action Plan to implement Resolution No. 120/NQ-CP to: (i) Determine the overall demand of projects of 13 provinces and cities in the Mekong River Delta that need access to ODA or foreign preferential loans to avoid duplication and ensure their efficiency; (ii) Clarify inter-regional programs and projects (traffic, irrigation, ...) that fall under the responsibility of the central budget to apply the capital allocation mechanism allowing to leverage up to 100% of foreign loans; Programs and projects that fall under the responsibility of local budget shall be subject to the partial re-lending mechanism specified in the Government's Decree No. 97/2018/ND-CP dated June 30, 2018.

- The Ministry of Finance was assigned to assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Justice in urgently reviewing and studying to revise the draft Decree amending and supplementing a number of articles of Decree No. 97/2018/ND-CP in the direction of reducing the share of ODA and concessional loans re-lending to provinces, especially areas with difficult conditions to overcome consequences of natural disasters, storms and floods, and cope with climate change, and annual support from the central budget, including support for provinces in the Mekong Delta (also heavily affected by the prolonged Covid-19), and at the same time creating flexibility for the general governance and management of the Government and the Prime Minister; ensure compliance with current regulations on budgeting and management of public debt and public investment, and create the most favorable conditions for provinces of the Mekong Delta to develop sustainably; and report to the Government as soon as possible.

b) Regarding the plan to receive the canceled IDA capital from the World Bank in 2020

- The Ministry of Planning and Investment was assigned to review and report to the Prime Minister before April 3, 2021 on the World Bank's plan to use the cancelled IDA capital in 2020 to reallocate to projects that could meet the World Bank’s approval schedule.

- In case dossiers could not be submitted in due time for approval of specific projects, the Government agreed with the approach to receive the canceled IDA capital by merging it into the general budget and assign the Ministry of Planning and Investment and the Ministry of Finance according to their competence carry out the procedures to submit to the Government and the Prime Minister according to regulations to promptly receive the canceled IDA capital from the World Bank.

6. Regarding the Final Report of the State Budget in 2019

The Ministry of Finance was assigned to collect opinions of the Government members and provide explanation, on that basis, to complete the draft Final Report of the State Budget in 2019 and submit it to the Prime Minister for consideration and decision-making before authorizing the Minister of Finance to act on behalf of the Government to sign the Report and submit it to the Standing Committee of the National Assembly and the National Assembly according to regulations.

7. Regarding the State Financial Report in 2019

The Ministry of Finance was assigned to collect opinions of the Government members and provide explanation, on that basis, to complete the draft State Financial Report in 2019 and submit it to the Prime Minister for consideration and decision-making before authorizing the Minister of Finance to act on behalf of the Government to sign the Report and submit it to the Standing Committee of the National Assembly and the National Assembly according to regulations.

8. Regarding the 2017 Salary Fund of the Viet Nam Expressway Development Investment Corporation (VEC)

Allow the Committee for Management of State Capital at Enterprises not to approve the 2017 planned salary fund in 2017 but to review the planned salary fund that has been developed by VEC in accordance with current regulations to determine the salary fund for 2017, 2018, 2019, and 2020. On that basis, the agency was assigned to direct the formulation and approval of the salary fund plan for 2021 and the following years according to regulations.

9. Regarding the Resolution of the Government to promulgate the Master Program on State Administration Reform in the 2021 - 2030 period

The Ministry of Home Affairs was assigned to receive directions from the Prime Minister and comments of delegates at the E-Conference reviewing the Master Plan on State Administration Reform in the 2011 - 2020 period and developing a Master Program on State Administrative Reform in the 2021 - 2030 period, expeditiously complete and submit to the Government to consider and promulgate a Resolution on the Master Program on State Administration Reform in the 2021 - 2030 period in the second quarter of 2021.

10. Regarding the report on administrative reforms in the first quarter of 2021

Ministries, agencies, and localities shall continue to promote administrative reforms, promulgate, and organize the effective implementation of the Public Administration Reform Plan in 2021, closely following the Party's orientations, Government’s regulations, and directions of the Prime Minister to each administrative reform issue and domain.

The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with concerned agencies in completing reports and announcing the results of the Peer Assessment Rating (PAR) Index in 2020 and the Satisfaction Index of Public Administration Services in 2020 of ministries, ministerial-level agencies, People's Committees of provinces and cities.

11. Regarding the Report on the implementation of the Government's Resolution No. 17/NQ-CP dated March 17, 2019.

- Ministries, agencies and localities shall steer their resources on implementing targets on E-Government development in the Government's Resolution No. 01/NQ-CP of 2021; proactively connect, share and provide their own data to other agencies following Decree No. 47/2020/ND-CP and directions of the Prime Minister; immediately implement a number of tasks assigned by the Government and the Prime Minister in Official Dispatch No. 1250/VPCP-KSTT dated February 25, 2021 of the Government Office; strictly implement e-reporting as guided in Circular No. 01/2020/TT-VPCP of the Government Office; and complete the identification of information system security levels and propose information security schemes.

- The Ministry of Public Security shall speed up the development of a Decree on personal data protection and effectively deploy the national database on population; systematically and thoroughly connect, share, and exploit data to minimize amount of paperwork in handling administrative procedures for official exploitation and use on a large scale by July 2021.

- The Ministry of Information and Communications shall urgently collect comments of the Government members to finalize the draft Decree on electronic identification and authentication and submit it to the Government for review and promulgation; to as soon as possible submit to the Prime Minister to promulgate the E-Government Development Strategy to shift towards a Digital Government in the 2021-2025 period, with a vision to 2030.

12. Regarding the funding support for COVID-19 prevention and control for Hai Duong Province

The Government adopted a specific mechanism to provide funding support for Hai Duong Province to carry out COVID-19 prevention and control measures during the period from January 27, 2021 to March 2, 2021 at the request of the Ministry of Finance in Decision No. 46/TTr-BTC dated 30 March 2021. The Ministry of Finance and the People's Committee of Hai Duong province shall, based on Decision No. 481/QD-TTg dated March 29, 2021 and Decision No. 482/QD-TTg dated March 29, 2021 of the Prime Minister, organize the implementation, and ensure its compliance with current regulations.

13. Regarding the draft Decree on mineral management at national mineral reserve areas

The Government agreed with the Ministry of Natural Resources and Environment’s request in Document No. 1496/BTNMT-ĐCKS dated March 31, 2021 on amending Point b, Clause 2, Article 5 of the draft Decree by supplementing cases to be removed from the list of national mineral reserve areas for investment projects subject to obtain public investment policy decision or approval on investment policy of the Government and the Prime Minister in a transparency and public manner (except for national defense and security projects). The Ministry of Natural Resources and Environment was requested to complete the draft Decree and submit it to the Prime Minister to ensure strict enactment.

14. Regarding the sale and liquidation of 03 cars in the form of designated auction as prescribed in Clause 2, Article 43 of the Law on Management and Use of Public Assets

The Government agreed with the report and proposals of the Government Office in Report No. 2216/BC-VPCP dated March 31, 2021 and the opinions of the Ministry of Finance in Document No. 2980/BTC-QLCS dated March 25, 2021 on the sale and liquidation of 03 cars in the form of designated auction. The Government Office was assigned to organize the implementation according to the regulations.

15. Regarding the approval of Pilot Investment Project to build Phuc Yen Market with Vinh Phuc Province’s state budget

- The Government agreed on the policy to implement the Pilot Project to build Phuc Yen Market with Vinh Phuc Province’s budget at the request of the Ministry of Industry and Trade in Document No. 1768 / BCT-TTTN dated March 31, 2021.

- The Vinh Phuc Provincial People's Committee shall implement the investment to build Phuc Yen Market in accordance with relevant legal regulations and investment policies, avoid loss and waste during the project implementation process while ensuring investment effectiveness.

16. Regarding the implementation of assigned tasks and promulgation of documents detailing the enactment of Laws and Resolutions of the National Assembly

- The Government's term 2016 - 2021 was the first term with no unresolved documents detailing the implementation of Laws and Resolutions of the National Assembly within the promulgating competence of the Government; the number of overdue tasks only accounted for 1.8% (down 23.4% compared to 25.2% by the end of the 2011 - 2016 period). Ministries and agencies were requested to continue to drastically and directly direct and mobilize resources, highly concentrate on drafting and submitting documents detailing Laws and Resolutions taking effect from July 1, 2021 according to the assigned schedule, not to allow occurrence of unresolved tasks.

- Ministers and heads of ministerial-level agencies were requested to uphold personal responsibilities, take more drastic and vigorous action to direct the implementation of tasks assigned; submit outstanding projects in the Work Program in the first quarter, ensuring their due submission before April 10, 2021; concentrating resources, speeding up the formulation progress in submitting projects in the Work Program in the second quarter of 2021, ensuring their quality and punctuality, and preventing arousal of new unresolved projects./.
