RESOLUTION
The Government’s regular meeting - November 2010
_______
The
Government on December 1, 2010 convened its regular meeting to discuss and
decide the following issues:
1.
The reports on socio-economic performance in November and the first eleven
months, domestic and global economic forecast, the implementation of the
Government’s October resolution and working program, inspection work,
settlement of accusations and complaints, anti-corruption and administrative
reforms were presented respectively by the Minister of Planning and Investment,
the Minister-Chairman of the Office of Government, the Inspector-General, and the
Minister of Home Affairs.
Regarding
to socio-economic performance in November and the first eleven months, the
Government agreed that the economy has continued going up in a positive way:
Industrial production growth outreached the whole year target, agricultural
production maintained a stable growth despite natural disasters and floods; the
service sector fairly expanded; the total retail sale of commodities and the
total turnover of services and tourism considerably increased; State budget
collection surpassed the preset target, the balance of payment was secured;
export grew up and trade deficit continued narrowing; development investment
expanded, disbursement went up, social security was guaranteed, people’s livelihood, especially those in
disadvantaged areas, continued to be improved; diplomatic activities brought
about important results, political and social order, national defense and
security were maintained.
However,
the November socio-economic picture was affected with complicated changes: Natural
disasters in the Central Region caused great damages to local residents, prices
of goods and services skyrocketed and the trend may continue throughout the
coming Lunar New Year Holiday, resulting in more difficulties for production
and people’s life; high exchange rate and gold price brought about rising
public concern; high lending rates undermined business operations.
In
that context, to maintain economic growth, stabilize macro-economy, and control
inflation in order to achieve socio-economic development targets of 2010 and
well prepare for the realization of socio-economic development plans of 2011
and the 2011-2015 period, the Government tasked ministries, sectors, and
localities to focus on the following solutions:

For controlling inflation, stabilizing the market and exchange rate, they
should exercise active coordination in implementing the PM’s Instruction 1875/CT-TTg
dated on October 11 and Instruction 2164/CT-TTg dated on November 30, 2010. The
two instructions were designed for price and market stabilization, especially during
the upcoming Lunar New Year Holiday and Q1 of 2011.
The
People’s Committees of all cities and provinces, particularly Hà Nội, Hồ Chí
Minh City, and other centrally-governed cities, are assigned to seriously keep
watch against price fluctuations and the realization of price-related
regulations in their competent areas; to take prime responsibility, in
collaboration with other relevant ministries and sectors, to review
distribution systems, particularly retail system of essential products, and take
proper measures against illegal price raising.

The State Bank of Việt Nam will review monetary tools, continue applying monetary
policies in a proactive and flexible manner in favor of macro-economic
stability, business operations, and liquidity of the banking system; timely
take strong measures to control and stabilize exchange rate, gold price and
interest rates; coordinate with provincial People’s Committees to address the speculation
or illegal trading in gold and foreign currencies that lead to market chaos.
It
will be responsible, in collaboration with competent agencies, for evaluating
the effects of the monetary solution on the economy over the past time, and
propose new feasible solutions which will be submitted to the Council on
financial and monetary policy advisory right after this Government regular meeting.

To focus on removing obstacles relating to mechanisms, policies, business
environment, administrative procedures, and capital in order to facilitate
businesses’ operations, price stabilization and adequate supply of goods,
especially essential goods, prevent the demand-supply imbalance among different
localities before, during and after the Lunar New Year festival.

Upon their assigned competence, relevant agencies must speed up information work;
provide transparent and timely information of the Government and the PM’s
instructions on monetary, exchange and interest rates policies, price
management and market stabilization. The Ministry of Information and
Communications will ask mass media agencies to fully provide and unbiased information
to the public without damaging the State and people’s interests.

Resources should be mobilized for preventing, controlling and overcoming consequences
of natural disasters. The Ministry of Finance is assigned to allocate the State
budget in advance for

To focus on boosting export and deploying effective measures to control import
and reduce trade deficit in line with international laws and practices.
Northern and Southwestern border provinces will tighten cross-border smuggling.
The Ministry of Industry and Trade, in collaboration with the Ministry of
Agriculture and Rural Development and relevant agencies, will seriously watch
food export to secure food security and prevent price escalation due to export.

The Ministry of Transport and the Ministry of Public Security will take prime
responsibility, in collaboration with local People’s Committees, to reduce
traffic congestion in big cities and the rising traffic accidents, particularly
during the coming Lunar New Year festival.

Ministries, sectors, and localities must quickly realize the 12th NA’s
resolutions, especially the Resolution on socio-economic development and that
on State budget estimate for 2011. The Office of Government, the Ministry of
Planning and Investment, and the Ministry of Finance will jointly organize a
conference between the Government and local leaders on the realization of the
plans for socio-economic development and State budget allocation in 2011.

Ministries, sectors, and localities will focus on reducing meetings; speeding
up administrative reforms, and reviewing the Overall Program on administrative
reforms in 2001-2010; addressing corruption cases, accusations and complaints; drafting
and finalizing legal documents detailing laws and ordinances and submitting
them to the PM for approval in December.

The Government listened to the Minister of Planning and Investment to introduce
the Project on enhancing and improving macro-level forecast to serve policy-making
agencies.
During
the past time, forecast work has effectively contributed to the Party and
State’s performance, especially in making policies and regulating
socio-economic situations. However, it has still shown several shortcomings and
not come up with actualities and expectations. Thus, the work must be bettered
in the time to come.
The
Ministry of Planning and Investment will be responsible for collecting Cabinet
members’ ideas to perfect the Project, then submit it to the PM for
consideration.

The Government gave comments on its draft resolution on orientations for sustainable
poverty reduction in 2011-2020, which was presented by the Minister of Labor,
War Invalids and Social Affairs.
The
Ministry of Labor, War Invalids and Social Affairs, in collaboration with the Committee
on Ethnic Minorities, the Ministry of Justice, the Office of Government and
relevant agencies, will be responsible for collecting Cabinet members’ ideas
and reviewing the current policies on poverty reduction, then propose new ones
with more considerations for disadvantaged areas, and at the same time suggest clear
mechanisms of implementation, then finalize and submit the draft resolution to
the PM for approval.

The Government also commented on the Report on the Overall Program on
administrative reforms in 2001-2010 and another similar program in 2011-2020,
represented by the Minister of Home Affairs.
Cabinet
members will continue to consider and give comments on the Report.
The
Ministry of Home Affairs will be responsible for organizing a national-level
conference to review the implementation of the Overall Program on
administrative reforms in 2001-2010 and develop the Program on administrative
reforms in 2011-2020 in January 2011; collect ideas of Cabinet members and
participants to the conference, draft the PM’s decision on approving the
Program on administrative reforms in 2011-2020, then submit it to the PM for
approval.
