THE GOVERNMENT’S REGULAR MEETING – SEPTEMBER 2020

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;

Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in September 2020, held on October 02, 2020,

DECIDES

1. Regarding the implementation of Resolutions No. 01/NQ-CP and the socio-economic situation in September and nine months of 2020

The Government unanimously assessed: With the determination, efforts and solidarity of the entire political system, the business community and the people of the country, especially the high sense of responsibility and the great efforts of medical, military, police forces, and localities, Viet Nam effectively contained the second wave of COVID-19 in some localities, which contributed to creating favorable conditions for the country's social and economic recovery, as well as the successful implementation of the "double target". GDP growth rate in nine months reached 2.12%, in which that of the third quarter reached 2.62%. Viet Nam was ranked the second-best performer of economic recovery by many international organizations in Asia-Pacific and leading in ASEAN, while many countries and important partners had negative growth. Macro-economic stability was maintained. Inflation was kept under control. Average consumer price index (CPI) witnessed gradual decline, increasing by 3.85% over the first nine months. Key balances of the economy were ensured. Monetary policy was operated actively and flexibly. Interest rates continued to decrease, contributing to support the economy. Exchange rate and foreign currency market were relatively stable. Foreign exchange reserves increased. Non-cash payments were promoted. The stock market bounced back again. Exports in 9 months reached nearly US$203 billion, up 4.2% over the same period. Trade surplus reached record high of nearly US$17 billion, of which the domestic economic sector continued to be a bright spot, up over 20%. There were 30 items with export turnover of above US$1 billion and five items of above US$10 billion. Total realized social investment capital in the third quarter rose by 7.4% over the same period, particularly that of the state sector increased by 21.5%, the growth rate of state budget capital realized in September and the first 9 months was the highest level in many years, reaching over VND 300 trillion, equivalent to 59.7% of the year plan and up by 33.3% over the same period, contributing significantly to economic growth. Despite sharp decline in global investment, foreign investment attraction in the first 9 months still reached US$21.2 billion. There were nearly 99,000 newly established enterprises nationwide. Total registered capital increased by 10.7% over the same period. Most businesses were optimistic about better business conditions in the upcoming time. Many economic sectors and fields demonstrated strong and clear recovery. Although agricultural production faced many difficulties due to natural disasters and epidemics, thanks to various timely and effective responses, the sector still maintained a relatively high growth rate of 1.84%. Rice production and price were fairly good. Rice export reached US$2.5 billion. Output of many other agricultural products increased sharply. Agriculture continued to demonstrate its vital roles in the supporting the economy in difficulties, ensuring sufficient supply of essential food and foodstuffs. Industrial production grew by 2.69% over the same period. Trading and service activities gradually recovered. Total retail sales of consumer goods and services in the third quarter of 2020 rose by 14.4% over the previous quarter and 4.5% over the same period last year. According to Nikkei’s survey, the Manufacturing Purchasing Managers' Index (PMI) of Viet Nam improved, averaging 52.2 points (compared to 45.7 points in August), which clearly exhibited the recovery trend of the economy. Attention was paid to research, development and application of science, technology and innovation in many branches and fields in the context of an economic new normal. The fields of culture, society, labor, employment, social security and people's health care, information and communication received due attention and were properly implemented. The high school graduation examination was meticulously organized. People's living conditions were guaranteed, more attention was paid to the lives of ethnic minorities and people in rural and mountainous areas. The rate of poor households decreased by 75.5% over the same period. Many activities to celebrate national holidays were held in a solemn and meaningful manner. National defense and security were maintained, social order and safety were guaranteed. Traffic accident reduced in all three criteria, in terms of number of cases, number of deaths and number of injured people. Foreign affairs and international integration continued to achieve many positive results. Viet Nam properly fulfilled its role as ASEAN Chair, AIPA 41 Chair, Non-permanent member of the Security Council of the United Nations and actively cooperating in the prevention and control of the COVID-19 pandemic. Viet Nam's image, position and reputation were enhanced in the international arena. These results created an atmosphere of excitement and solidarity, strengthening the people's confidence as well as the political system’s power, positively contributing to the success of the Party Congresses at all levels, towards the 13th Conference of the Party Central Committee.

In addition to the above-mentioned achievements, the country still has various limitations and shortcomings, constantly facing many difficulties and challenges. The risks from the COVID-19 pandemic still loomed. Production and business activities were facing with many difficulties, resilience of a part of enterprises had declined, particularly businesses in the service sector. Some industries and sectors (such as industry, construction, real estate, transportation, logistics, tourism sectors, etc.) were heavily affected by the pandemic while international trade declined, and consumer demand tended to recover slowly. Problems of public concern such as the increase in the price of textbooks, oversupply of reference books, excessive collection of prepaid contributions at the beginning of the new school-year; developments of dengue fever and hand-foot-and-mouth disease in some places; rising cases of food poisoning; complicated developments in drug crimes, online gambling, online frauds, usury in some areas, etc.

To continue to successfully realize the "dual goal", striving to achieve the highest level of targets and indicators in 2020, of which economic growth shall reach from 2% to 3%, in order to create favorable premise for the implementation of the socio-economic development plan in 2021, the tasks in the end of 2020 shall be very heavy, the Government required ministries, agencies and localities to continue to implement drastically, effectively and synchronously the tasks, solutions and measures set out in Resolutions, Conclusions of the Party, Resolutions of the National Assembly, Resolutions of the Government and the direction of the Prime Minister, especially Resolutions No. 01/NQ-CP, 02/NQ-CP, 84/NQ-CP, Document No. 1259/TTg-KTTH dated September 17, 2020; in which, attention must be paid to implementing the following key contents:

- Ministries, agencies, localities, especially big cities, in densely populated areas, especially Ha Noi and Ho Chi Minh City, must avoid being subjective and/or negligent, ensuring to tightly control sources of infection, people entering and places with high risk of infection such as hospitals, private clinics, schools, accommodation establishments for immigrants, prevent recurrence of COVID-19 outbreak in the community. The Ministry of Health shall assume the prime responsibility for, and coordinate closely with other ministries, branches and localities in, providing detailed, specific, concise, easy-to-understand and easy-to-apply prevention and control measures against the COVID-19 pandemic to ensure health safety for the people, diplomats, managers, experts, skilled workers working in Viet Nam. The National Steering Committee for Covid-19 Prevention and Control shall instruct localities to immediately handle pressing issues related to costs for centralized isolation facilities and pay-to-stay quarantine hotels, ensuring appropriateness and publicity of payments, to create favorable conditions for people in quarantine, promptly and effectively handle arising problems.

- Speed ​​up the process of economic recovery, increase self-reliance and independence, create strong aspirations, make good use of opportunities created by the effective pandemic control to foster strong recover and development of socio-economic activities and create huge leaps in national development. Each ministry, branch and locality shall focus on promoting economic restructuring, improving internal productivity, quality and capacity of each branch, field, and locality in accordance with the country’s new normal. Attention must be paid to determining growth targets for each industry/field in the fourth quarter of 2020 associated with specific solutions; building a value-added chain model for each priority product with competitive advantages of each industry/field; continuing giving priority to speeding up the implementation and disbursement of public investment, especially ODA; focusing on removing difficulties and problems, speeding up the implementation of key, large-scale projects and works with high spill-over effects in order to improve production capacity; attracting more strongly social investment, including domestic private investment and FDI; accelerating digital transformation, developing digital economy as a national priority, focusing on perfecting the legal corridor for management and developing new business models based on digital technology; continuing to review and improve institutions and regulations to remove difficulties for production and business, and create favorable conditions for the people and businesses; and strengthening inspection, settlement of complaints and denunciations, prevention and combat against corruption.

- The State Bank of Viet Nam shall continue to operate monetary policy in an active and flexible manner, harmoniously coordinating with the fiscal policy and other macro policies in order to control inflation, stabilize the macro-economy, and support growth support; continue to implement solutions to remove difficulties in accessing bank credit for people and businesses to meet the needs of production and business development. At the same time, it was requested to continue to implement solutions to support borrowers facing difficulties caused by the COVID-19 pandemic.

- The Ministry of Finance, together with other ministries, branches, and localities, shall closely monitor the price situation, actively control prices of state-managed goods, contributing to ensuring the inflation-control target at below 4%. The Ministry of Finance was requested to implement synchronously and drastically tax collection management solutions in the last months of 2020, striving for the highest rate of state budget revenue, and at the same time, to cut down expenses, especially expenses for meetings, business trips, purchasing expensive equipment to reserve resources for pandemic prevention and control, ensuring social security and investing in development in difficult conditions. The Ministry of Finance was requested to strengthen effective coordination among ministries, branches, localities and relevant functional forces in combating smuggling, trade fraud and counterfeits.

- The Ministry of Planning and Investment shall coordinate with the Ministry of Finance and ministries, branches and localities to regularly monitor, review and actively remove problems, speed up the implementation and disbursement of public investment capital, ODA and concessional loans from foreign donors; actively reporting and proposing to the Prime Minister to inspect ministries, branches and localities on delay in disbursement of public investment capital, especially ODA capital. The Ministry of Planning and Investment was requested to assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs, the Ministry of Finance and other relevant ministries and agencies in urgently proposing additional support policies for those facing difficulties caused by COVID-19. This must be reported to the Prime Minister in October 2020. The Ministry shall urgently collect comments, carefully review the contents, complete the reports as assigned, and report to the Government and the Prime Minister according to regulations before the Minister of Planning and Investment as authorized by the Prime Minister reported to the 13th Conference of the Party Central Committee and the 10th session of the 14th tenure National Assembly on behalf of the Government.

- The Ministry of Industry and Trade together with other ministries, branches and localities shall implement solutions to promote the development and restructuring of industries and services, especially supporting industries according to the Resolution No. 115/NQ-CP of the Government to recover supply chains. It was requested to maintain key export markets, reinforce anti-origin fraud measures to protect the export industries against the risks of lawsuits against trade remedies imposed by importing countries. At the same time, the Ministry of Industry and Trade shall focus on promoting, expanding, and efficiently exploiting potential export markets; continuing to implement measures to stimulate domestic demand and develop the domestic market; promoting the strong development of e-commerce to create a foundation for domestic trade and export; improving promotion activities connecting online trade between businesses with domestic and foreign partners; as well as supporting enterprises to exploit information technology application. The Ministry of Industry and Trade was assigned to coordinate and guide other ministries and branches to effectively implement action programs to implement the Viet Nam-EU Free Trade Agreement (EVFTA). Ministries and branches shall urgently formulate guiding and detailing documents to support enterprises to effectively exploit advantages of the EVFTA.

- The Ministry of Agriculture and Rural Development shall strive to complete the annual agricultural product export target of US$41 billion, closely monitor weather and natural disasters, proactively direct agricultural production to reach set targets, minimize damage caused by natural disasters; promote production, especially rice production, repopulation of pig herds, exploitation and aquaculture in fisheries, afforestation, and logging activities; continue to properly control diseases on plants and animals; promoting trade promotion activities, opening markets, including focusing on solving difficulties for pangasius farming and production.

- The Ministry of Transport shall accelerate the construction of traffic projects and works. Accordingly, it was assigned, by the end of 2020, to put into operation, phase 1 of 02 projects to renovate and improve runways for takeoff and landing for Noi Bai and Tan Son Nhat International Airports; commence at least 01 bidding package of My Thuan - Can Tho expressway project; coordinate with the People's Committee of Tien Giang province to urge and direct the technical trial open of the Trung Luong - My Thuan expressway, the inauguration of the Rach Soi - Vam Cong expressway; coordinate with the Committee for Management of State Capital at Enterprises, Airports Corporation of Viet Nam (ACV) striving to commence the construction of the Long Thanh International Airport in early 2021; coordinate with the Ministry of Public Security to strictly implement the Government's Decree No. 100/2019/ND-CP to ensure traffic order and safety; and promote automated non-stop toll collection.

- The Ministry of Construction shall actively implement synchronous solutions to remove difficulties, strongly promote the development of the real estate market, in which attention should be paid to continuing to review and improve regulations related to investment and trading of real estate, ensuring their consistency, uniformity, safety and sustainability.

- The Committee for Management of State Capital at Enterprises shall continue to renew management mechanisms to foster the development of state capital investment at enterprises, and at the same time, urging groups and corporations to restructure and reform business management, improve efficiency of state capital utilization, and properly implement the production and business tasks as planned.

- The Ministry of Culture, Sports and Tourism shall continue to direct the promotion of tourism activities, improvement of service quality and assurance of safety; study and develop a program to stimulate domestic tourism to promote Viet Nam as a safe and attractive tourist destination to restore tourism in the last months of the year.

- The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with other ministries, agencies and localities to continue implementing support policies for those facing difficulties caused by the COVID-19 pandemic, concurrently simplifying procedures to create favorable conditions for people and businesses, attaching importance to developing highly skilled human resources, contributing to improving labor productivity and national competitiveness, especially in the digital transformation period.

- Localities shall coordinate with the Government Inspectorate, the Ministry of Public Security and the concerned ministries and branches in reviewing and completely handling complicated and prolonged cases, preventing large-scale petitions, which could cause insecurity and disorder, especially during the 10th session of the 14th tenure National Assembly and the 13th Conference of the Party Central Committee.

- The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with concerned ministries and branches in properly organizing the 37th ASEAN Summit and related summits, continue protection of citizens abroad, especially in the context of the COVID-19 pandemic.

- The Ministry of National Defense shall firmly grasp the situation to make timely and accurate forecast, particularly the East Sea issue to formulate appropriate response plans, firmly protect territorial sovereignty and interests of the nation and the people, and perform military and defense tasks associated with Covid-19 prevention and control.

- The Ministry of Public Security shall closely monitor the situation, proactively formulate plans to fight against hostile forces, suppress all kinds of crimes, especially criminals using technology to deceive and appropriate property as well as drug crimes, ensuring social order and safety. The Ministry was assigned to ensure the utter safety of the 13th Plenum of the Party Central Committee and the 10th session of the 14th tenure National Assembly.

- The Ministry of Information and Communications shall direct news and press agencies to continue promoting information and communication on positive results achieved in implementing the "dual goal" and solutions directed by the Government and the Prime Minister. The Ministry shall strictly handle cases involving communication with untruthful information, promptly refute false information and allegations of hostile forces. The Ministry was assigned to collaborate with other Ministries, branches, and localities to speed up the completion of key tasks and solutions for e-Government development under Resolution No. 17/NQ-CP.

2. Regarding the preparation for the 10th session of the 14th tenure National Assembly

The Government requested:

a) Government members:

- To uphold personal responsibilities, urgently prepare reports and documents adequately and in good quality as assigned, send them to the National Assembly before October 10, 2020 (except for contents submitted to the Standing Committee of the National Assembly at the 49th session).

- Proactively and comprehensively grasp key issues of public concern and interested by voters under the respective state management scope of their ministries and agencies; promptly exchange, explain and submit documents to the National Assembly deputies and press agencies; fully answer questions and recommendations of the National Assembly deputies and voters as required; arrange work plans, ensuring full participation in plenary discussion and explanation sessions according to the program.

b) Chairmen of the People's Committees of provinces and centrally-run cities review and strictly comply with regulations on receiving citizens, settling complaints and denunciations, avoiding forcing citizens to file for lawsuits at higher levels and large-scale petition, which could lead to insecurity and disorder, especially during the 10th session of the 14th tenure National Assembly. Localities with large and prolonged complaints and denunciations in Ha Noi were requested to proactively coordinate with the Government Inspectorate and central functional agencies in organizing reception of citizens, communicating, advocating, and formulating measures for citizens to return to their localities to settle their complaints.

c) The Ministry of Information and Communications shall closely coordinate with the CPVCC Commission Propagation and Education to orient information about the 10th session so that National Assembly deputies and voters understand matters debated by the National Assembly.

3. Regarding the proposal to develop a draft Law on exercise of grassroots democracy

In principle, the Government unanimously agreed on the scope and policies of the draft Law on Grassroots Democracy submitted by the Ministry of Home Affairs. The name of the draft Law should be adjusted to suit the scope of the Ordinance on exercise of democracy in communes, wards, and townships.

The Ministry of Home Affairs was assigned to assume the prime responsibility for, and coordinate with the Ministry of Justice and the Government Office in collecting comments of the Government members, revising and completing the Proposal to develop the draft Law on exercise of grassroots democracy and complete procedures stipulated in the Law on Promulgation of Legal Documents.

4. Regarding the Draft Resolution of the Government on notarial profession development policies

In principle, the Government unanimously agreed to the necessities, objectives, orientation, and contents of the draft Resolution of the Government on notarial profession development policies.

The Ministry of Justice was assigned to assume the prime responsibility for, and coordinate with the Government Office in collecting comments of the Government members, finalizing this draft Resolution and submitting it to the Prime Minister for consideration and signing for promulgation.

5. Regarding the Draft Decree amending and supplementing a number of articles of Decrees No. 126/2017/ND-CP, 91/2015/ND-CP, and 32/2018/ND-CP

In principle, the Government unanimously agreed with the draft Decree after it had been explained and accepted by the Government members.

The Ministry of Finance was assigned to assume the prime responsibility for, and coordinate with the Ministry of Justice and the Government Office in accepting and fully explaining opinions of Government members at the meeting, finalizing the draft Decree, and submitting it to the Prime Minister for signing for promulgation before October 15, 2020.

6. Regarding the classification of contributions and donations for COVID-19 prevention and control activities as deductible expenses when determining corporate taxable income

The Government unanimously agreed on the request of the Ministry of Finance to report to the National Assembly to allow the classification of contributions and donations for COVID-19 prevention and control activities as reasonable deductible expenses determining corporate taxable income. The Minister of Finance was authorized by the Prime Minister to act on behalf of the Government to report this content to the National Assembly.

7. Regarding the conversion of SamSung HCMC CE Complex Electronics Co., Ltd. (SEHC) to an export processing enterprise in Ho Chi Minh City High-Tech Park

The Government unanimously agreed to allow SEHC to be converted to an export processing enterprise in Ho Chi Minh City Hi-Tech Park at the request of the People's Committee of Ho Chi Minh City to facilitate the company to expand its operation scope in Vietnam and improve global competitiveness.

8. Regarding the supplemental provision of missing charter capital from the Enterprise Arrangement and Development Support Fund for Corporation 15 and One-Member Limited Company 16 (under the Ministry of National Defense).

The Government unanimously agreed on the policy of using the Enterprise Arrangement and Development Support Fund to supplement a part of the missing charter capital for Corporation 15 (VND 200 billion) and One-Member Limited Company 16 (VND 60 billion) to create conditions for these two enterprises to carry out economic, defense and security tasks at border lines as proposed by the Ministry of Finance and the Ministry of National Defense. The Prime Minister was assigned to decide the release of Fund to supplement charter capital to the two enterprises in accordance with current regulations.

The Ministry of National Defense shall be responsible for managing the additional capital for the two enterprises in accordance with current regulations, ensuring to preserve and develop the allocated capital to promote efficiency and enhance resources for the two enterprises.

9. Regarding obstacles in implementing funding support for localities to prevent and combat drought, water shortage and saltwater intrusion

The Government unanimously agreed to mobilize a part of the central budget to allocate for local budgets of some difficult localities to perform the urgent tasks of preventing, combating and overcoming the consequences of drought, water shortage and saltwater intrusion, including: electricity/oil for water pump exceeding the norms; dredging of water intakes and canal systems; building dams to temporarily prevent salinity to store fresh water; installation of field pumping stations; extending clean water supply pipes; purchasing equipment for water storage, salt water filter into fresh water, delivering domestic water for the people, hospitals, and schools in difficult areas suffering from fresh water shortage.

- The Ministry of Agriculture and Rural Development was assigned to assume the prime responsibility for, and coordinate with concerned ministries and agencies in, expeditiously elaborating a Decision on the scope, objectives, spending purposes and specific support mechanisms to allocate funding from the central state budget for localities to prevent and combat drought, water shortage and saltwater intrusion while ensuring to maintain the budget balance and accomplishment of urgent tasks of preventing and combating drought, water shortage and saltwater intrusion in each area. This was requested to be submitted to the Prime Minister in October 2020.

- The Ministry of Finance was assigned to assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in urgently studying, amending, and supplementing Decree No. 96/2018/ND-CP detailing the prices of irrigation products and services,  as well as support for the use of irrigation public products and services. These contents shall be proposed and supplemented to the Decree and submitted to the Government in 2020.

10. Regarding the installation of Base Transceiver Stations (BTS) on public properties of mobile telecommunications businesses

The Government unanimously agreed to allow the maintenance of installed BTSs on public properties (not considering the installation or construction of new BTSs) until the Government promulgates new regulations.

- The Ministry of Finance was assigned to assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in guiding ministries, agencies, and localities in exploiting public properties for BTS installation, managing, and using the proceeds. At the same time, the Ministry of Finance was requested to coordinate with ministries and agencies in reviewing the use of public properties for proposing and reporting to the Government on appropriate mechanisms and policies to bring into full play these resources.

- The Ministry of Information and Communications was assigned to assume the prime responsibility for, and coordinate with concerned ministries and agencies in studying and incorporating regulations on the construction and installation of BTSs on public properties in the draft Decree amending and supplementing Decree No. 25/2011/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Telecommunications in accordance with regulations on the promulgation of legal documents.

11. Regarding the extension of the pilot period of the Urban Order Management Team for Construction Projects under the People's Committee of districts and towns in Ha Noi

The Government unanimously agreed with the proposal of the People's Committee of Ha Noi to extend the pilot period of the Urban Order Management Team for Construction Projects under the People's Committee of districts and towns in Hanoi.

The People's Committee of Ha Noi City was assigned to develop and submit to the Prime Minister a draft Decision amending and supplementing the Decision No. 26/2018/QD-TTg dated June 22, 2018 of the Prime Minister to pilot the establishment of an Urban Order Management Team for Construction Projects under the People's Committee of districts and towns in Hanoi, which should clearly define functions, tasks, and powers, ensuring to streamline the apparatus and compliance with related regulations.

12. Regarding the draft Resolution amending and supplementing Resolution No. 42/NQ-CP and the draft Decision amending and supplementing Decision No. 15/2020/QD-TTg

- The Ministry of Labor, Invalids and Social Affairs was assigned to assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, related ministries and agencies, localities to urgently collect comments of Government members, finalize and submit to the Prime Minister a Resolution and a Decision for consideration, signing and promulgation so as to add relevant subjects, reduce conditions, and create favorable conditions for workers and enterprises facing difficulties caused by the Covid-19 pandemic to easily continue to access the Government’s support package of VND 16 trillion.

- The State Bank of Viet Nam was assigned to urgently amend and supplement the Circular No. 05/2020/TT-NHNN in accordance with the Prime Minister's Decision amending and supplementing Decision No. 15/2020/QD-TTg in order to immediately execute the refinancing loans granted to the Viet Nam Bank for Social Policies so that employers in financial difficulties could borrow to pay employees forced to cease work due to the Covid-19 pandemic.

13. Regarding the performance results of assigned tasks and Work Programs, the implementation of the Government's law- and ordinance-making program detailing laws and ordinances

The Government requested:

a) Regarding the performance results of assigned tasks and Work Programs:

Ministers and Heads of ministerial-level agencies shall regularly monitor, urge and inspect the implementation of the tasks assigned by the Government and the Prime Minister, as well as projects in their respective Work Programs for the fourth quarter of 2020, ensuring quality and punctuality. At the same time, they were requested to urgently focus on directing the completion of tasks and submitting pending legislative projects.

b) Regarding the implementation of the law- and ordinance-making program detailing laws and ordinances

- Ministers and Heads of ministerial-level agencies shall drastically direct the formulation and completion of legislative projects and draft resolutions to be submitted to the National Assembly or the Standing Committee of the National Assembly as assigned. At the same time, they were assigned to completely handle pending legislation projects before the 10th session of the 14th tenure National Assembly. Resources shall focus on finishing the drafting and submission for promulgation of documents detailing regulations effective from January 1, 2021.

- To create favorable conditions for the people and businesses for law enforcement purpose, ministries and ministerial-level agencies were requested to minimize the number of documents detailing laws in the direction of limiting the maximum number of detailing Decrees to 2 Decrees for each law issued. Special cases must be reported to the Prime Minister for consideration and decision-making.

- The Ministry of Justice shall coordinate with the Government Office to strictly control the promulgation of regulations related to business activities, ensuring to reduce the number of regulatory documents, reduce regulations and reduce costs for businesses and the people, strictly  following the spirit of Resolution No. 68/NQ-CP dated May 12, 2020.

14. Regarding the implementation of the task of e-Government development and administrative reform

a) On e-Government development

- Ministries, branches and localities shall continue to seriously implement and fulfill the targets and tasks set out in 2020 stated in the Government's Resolution No. 17/NQ-CP dated March 7, 2019; urgently provide online public services at level 4, in which at least 30% of services must be provided online in 2020; complete the construction of a Ministerial/Provincial-level Data Integration and Sharing Platform in October 2020, which shall be connected to the National Data Integration and Sharing Platform; implement measures for centralized monitoring and administration of cyber safety and security, which shall be connected to the National Cyber ​​Security Surveillance Center in 2020; urgently implement the assigned tasks in Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister approving the "National Digital Transformation Program to 2025, with a vision to 2030 and Notice No. 339/TB-VPCP dated September 22, 2020 of the Government Office on issues related to e-Government, connection, information and data provision.

- Ministries, branches and localities shall assume the prime responsibility for, and coordinate with the Government Office and concerned agencies in speeding up declaration and testing of the provision of online public services on the National Public Service Portal, striving to complete the integration target of providing at least 30% of online public services under their respective authority at levels 3 and 4 on the National Public Service Portal before November 30, 2020.

b) On administrative reform:

Ministers and Heads of agencies were assigned to direct their ministries and agencies focus on reviewing, reducing and immediately simplifying inadequate regulations, causing difficulties for production and business activities. In the implementation process, they were requested to organize extensive consultation with experts and affected subjects, collect comments and criticism from organizations, associations and enterprises, complete statistics, data update and calculation of costs for complying with regulations related to business activities under their management authority on the software system implemented by the Government Office in accordance with Resolution No. 68/NQ-CP before October 31, 2020. The Government Office shall monitor and urge the implementation, periodically synthesize, and report to the Prime Minister for timely directions.

15. Regarding the inspection and settlement of complaints and denunciations, and the fight against corruption

The Government Inspectorate shall continue to effectively implement the planned tasks, in which attention should be paid to promptly issuing inspection conclusions for completed inspection cases; and speeding up the completion of relevant legal institutions to control corruption.

16. Regarding the Report on Advances from the Enterprise Arrangement and Development Support Fund

In compliance with Clause 4 Article 3 of the Government's working regulations issued together with Decree No. 138/2016/ND-CP dated October 1, 2016, the Government agreed with the Ministry of Finance's Report on Advances from the Enterprise Arrangement and Development Support Fund to implement the conclusions of the Government Party Committee and the direction of the Chairman of the National Assembly and the Prime Minister. The payment and settlement of the advance amount shall be summed up by the Government in the State Budget Final Report to the National Assembly.

17. Regarding the Assessment Report on the implementation of the five-year socio-economic development plan 2016-2020 and the proposed five-year socio-economic development plan for 2021-2025

In principle, the Government agreed with the draft Assessment Report on the implementation of the five-year socio-economic development plan 2016 – 2020, the proposed five-year socio-economic development plan for 2021-2025, and proposal of the Ministry of Planning and Investment to submit the Report and Plan to the Standing Committee of the National Assembly (according to Plan 1 stated in Document No. 624/BC-BKHDT dated October 1, 2020). The Minister of Planning and Investment was assigned to assume the prime responsibility for collaborating with other ministries and branches, to utterly collect comments of the Politburo and the Central Executive Committee in order to complete the Report and the Plan and submit them to the Prime Minister for approval. On that basis, the Ministry of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to submit to the Standing Committee of the National Assembly and the National Assembly according to regulations./.
