RESOLUTION

THE GOVERNMENT’S REGULAR MEETING – JULY 2018

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in July 2018, held on July 31, 2018

DECIDES

1. Regarding the revised Law on Education

The Government approved the proposal of the Ministry of Education and Training to raise the training standard for preschool teachers from pedagogic intermediate level to pedagogic college level according to the roadmap stipulated in the draft revised Law on Education. At the same time, the Government agreed with the policy on tuition exemption for 5-year-old children, junior high school pupils at public schools and tuition support at non-public establishments for children and pupils in extremely difficult villages, communes, ethnic minority areas, and remote areas in accordance with the Constitution 2013, Resolution No. 29-NQ/TW (of the 11th Party Central Committee). The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Finance and localities in identifying the funding needs for the implementation of this policy according to an appropriate roadmap.

The Ministry of Education and Training shall continue to collect comments of the people, experts and scientists on this draft Law, especially comments on the organization of the national high school examination; coordinate with the Council for Ethnic Minority Affairs and the Commissions of the National Assembly in reviewing nomination issues; assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Labor, Invalids and Social Affairs, the Government Office and concerned ministries and agencies in collecting comments from the Cabinet members, finalizing the draft Law on Education, and reporting it to the Prime Minister before submitting it to the National Assembly.

2. Regarding the draft Law amending and supplementing a number of articles of the Law on Higher Education

The Government agreed with the proposal of the Ministry of Education and Training to review and amend the Laws relating to the draft Law amending and supplementing a number of articles of the Law on Higher Education in the direction of developing a law amending many laws so as to ensure uniformity and consistency in the legal system, remove obstacles in the implementation of university autonomy mechanism; add a provision on school council for autonomous public-tertiary education institutions performing the tasks of a managing agency to supervise the university's operations. The Ministry of Education and Training shall pay more attention to state management of higher education.

The Ministry of Education and Training shall continue to collect comments of the people, experts and scientists on the draft Law amending and supplementing a number of articles of the Law on Higher Education; assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Labor, Invalids and Social Affairs, the Government Office and concerned ministries and agencies in receiving comments from the Cabinet members, finalizing the draft Law, and reporting it to the Prime Minister before submitting it to the National Assembly.

3. Regarding the draft Law on Prevention and Fight against Harms of Alcohol and Beer

The Ministry of Health shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Finance, the Government Office and concerned ministries and agencies in receiving opinions of the Government members and the Government Office's verification opinions. It is essential not to establish alcohol and beer harm prevention fund. The Ministry shall revise and finalize the draft Law and report it to the Prime Minister before submitting it to the National Assembly.

4. Regarding the draft Law amending and supplementing a number of articles of the Law on Execution of Criminal Judgments

The Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Government Office and concerned ministries and agencies in collecting comments of the Cabinet members, the Ministry of Justice's verification opinions and comments of the Ministry of Justice. The Ministry of Public Security shall revise and finalize the draft law amending and supplementing a number of articles of the Law on Execution of Criminal Judgments and report it to the Prime Minister before submitting it to the National Assembly.

5. Regarding the draft Decree amending and supplementing a number of articles of the Decrees No. 77/2015/ND-CP and 136/2015/ND-CP guiding the implementation of a number of articles of the Law on Public Investment; Decree No. 161/2016/ND-CP on the specific mechanism for managing investment in the construction of a number of projects under the National Target Program in the 2016-2020 period.

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the Government Office in collecting comments of the Cabinet members and finalizing a draft Decree, which only regulates the contents under the Government's competence, and submit it to the Prime Minister for review and signing in August 2018. At the same time, the Ministry shall propose contents which need to be consulted with the National Assembly Standing Committee and report to the Prime Minister.

6. Regarding the socio-economic situation in July and the first 7 months of 2018; the implementation of Resolution No. 01/NQ-CP on major tasks and solutions guiding the implementation of the socio-economic development plan and State Budget Plan in 2018

The Government unanimously assessed that the socio-economic situation in July and the first seven months of the year continued to maintain positive trend. Macroeconomy was relatively stable. Inflation was kept under control. The interest rate, exchange rate and foreign exchange market were relatively stable. The agricultural sector had grown relatively well under adverse weather conditions especially in the Northern and Central coastal regions. Industrial sector showed a strong growth. Of which, industrial production rose by 14.3% in July. Commercial and service sectors continued to trend up. Total retail sales of goods and services increased by 11.1%. The number of international visitors to Vietnam increased by 25.4%. Export turnover increased by 15.3%, of which that of the domestic sector increased by 18.7%. Budget revenue also increased. The total amount of foreign direct investment registered and disbursed was relatively good. Business environment continued to improve. Viet Nam jumped two ranks on the Global Innovation Index (GII) to 45th place out of 126 countries and economies compared to 2017. This was the highest rank ever achieved. Viet Nam's sustainable development index ranked 57th place out of 156 countries and territories, up by 11 places, or the third in ASEAN. The logistics efficiency index of Viet Nam increased by 25 places compared to 2016, ranking 39th out of 160 countries. Many activities to celebrate the 71st anniversary of War Invalids and Martyrs Day were organized solemnly, practically and thoughtfully. Policies on social welfare, poverty reduction, health care were well executed. Many activities promoting access to the Industrial Revolution 4.0, fostering the application of technology, cooperation in support of innovation, supporting the formation and development of innovation start-up ecosystem continued to be amplified. National defense, security, social order and safety were guaranteed. Foreign affairs and international integration received due attention.

In addition to the above-mentioned achievements, the country's economy still faces many shortcomings, difficulties and challenges. Price fluctuations of basic commodities in the world intensify inflation pressure. The trade wars between major economies are becoming more and more intense, along with the trend on trade protectionism and the imposition of non-tariff barriers of countries, affecting exports, production and trade activities of the domestic sector. The disbursement progress of the state’s investment capital and the equitization and restructuring of State Owned Enterprise were slow. Natural disasters, storms and floods continues to evolve and become increasingly complex, negatively impacting on production and life. Environmental pollution, deforestation, traffic accidents, fire and explosion remain rampant, etc.

The Government insists on the objectives and tasks of the 2018 plan set by the Resolutions of the Party, the National Assembly, with the focus on controlling inflation, maintaining macroeconomic stability and economic development associated with environmental protection, especially ensuring the safety of people, strengthening social trust, market confidence, business confidence. Ministers, heads of the ministerial-level agencies and Chairmen of the People's Committees of the provinces and centrally-run cities were requested to direct the effective and synchronous implementation of the objectives, tasks and solutions stated in Resolutions of the Party, the National Assembly, the Government, especially the Resolution No. 01/NQ-CP, 19-2018/NQ-CP, 35/NQ-CP and Resolutions of the Government's regular meeting. They were requested to directly direct closely, drastically and effectively the implementation of solutions and tasks in the sectors, domains and geographical areas under their authority; concentrate on solving difficulties and problems, creating favourable conditions for developing production and business; urge and inspect the performance of assigned tasks. Due attention should be paid to the implementation of the following contents:

- The Macroeconomic Steering Group and the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Industry and Trade, the State Bank of Viet Nam shall closely monitor developments in the international and domestic situation to timely, harmoniously and effectively provide macroeconomic policies. The Steering Committee for Price Management shall monitor the market of essential commodities and promptly handle problems arising in the event of abnormal fluctuations. In 2018, the Government shall not consider adjusting electricity prices and prices for some essential state-run public services.

- Ministries, sectors and localities shall continue to improve the business environment, accelerate administrative reforms to support business development; build trust and attract foreign investment, especially attraction of large-scale foreign enterprises and having global value chains. It is requested to step up the support for domestic enterprises, especially small and medium enterprises, to create favourable conditions for enterprises to access capital, develop production and business. Ministries were requested to intensify the coordination in closely controlling and preventing the import of discarded and obsolete and poor-quality goods into Vietnam, urgently classify, address, inspect and adjust the granting of permits for import of scrap over the past period. Each Minister, head of agencies shall focus on closely directing to timely resolve impediments, reviewing to prevent overlapping and unclear assignment of responsibilities, and restructuring inefficient project management units to accelerate the disbursement of public investment capital as planned.

- The State Bank of Viet Nam shall continue to actively and flexibly manage monetary policies in close coordination with fiscal and other macro policies; synchronously deploy foreign exchange management solutions to stabilize the foreign currency market; continue to flexibly manage exchange rates, in line with the market supply and demand, macro-balances and targets on inflation control. The State Bank of Viet Nam shall have solutions to manage cross-border electronic payments; control the quality of consumer credit, especially activities of consumer finance companies and people’s credit funds; and promote the restructuring of credit organizations in association with resolving bad debts and ensuring system safety.

- The Ministry of Planning and Investment shall urgently report to the Government on the preliminary review results of the 3-year implementing the Mid-term Public Investment Plan in the 2016-2020 period to finalize the review and report to the National Assembly according to regulations. The Ministry shall establish a Working Group to accelerate and supervise the disbursement progress of public investment capital.

- The Ministry of Planning and Investment and the Ministry of Finance shall urgently submit to the Government a draft Socio-economic Development Plan and the State Budget Plan in 2019. The Ministry of Planning and Investment shall actively formulate growth scenarios in 2019.

- The Ministry of Finance shall coordinate with localities in efficiently implementing tasks of state budget revenue, ensuring to reach and exceed the estimates. The Ministry shall strengthen order and disciplines in finance, tighten the management of State budget expenditures, especially meeting and international travel expenses, drastically adopt measures against smuggling, trade frauds, trading of counterfeit goods, imitation goods, poor quality goods. The Ministry shall urgently report to the Government on the preliminary review results of the 5-year National Financial Plan to report to the National Assembly according to regulations. It is requested to comprehensively implement solutions to sustainably and effectively develop the security market. The Ministry was requested to review and propose on the revision of regulations related to debt collection services.

- The Ministry of Industry and Trade shall concentrate on export market restructuring in association with domestic market development. The Ministry shall take initiative in providing responses to negative impacts of trade wars between big countries and big partners. The Ministry was requested to urgently finalize negotiation process, accelerate the signing of the Regional Comprehensive Economic Partnership (RCEP) and the EU-Viet Nam Free Trade Agreement (EVFTA); and at the same time, promote bilateral cooperation to effectively exploit benefits of signed free trade agreements, expand and diversify export markets, fully exploit markets which still have potential for expansion. Due attention must be paid to implementing measures to ensure sufficient electricity supply for socio-economic development and meeting the people's life demand, especially people in the South; focus on addressing difficulties and obstacles of key electricity supply projects, and at the same time, appropriately develop renewable energy sources to support electricity supply in the upcoming period; implement additional renewable energy projects and electricity development planning according to regulations. The Ministry shall direct the Viet Nam Electricity (EVN) to invest and develop a synchronous and modern transmission system and accelerate the investment in the construction of power projects, especially wind and solar power. The Ministry shall promptly report to the Prime Minister on prices of electricity purchased from foreign countries; strengthen the control of progress, concentrate on solving difficulties and obstacles to speed up the implementation and put into operation works and projects of the sector; assume the prime responsibility for, and coordinate with the Ministry of Construction and concerned localities in, reviewing and inspecting the safety and quality of reservoirs and hydropower dams, attaching specific responsibilities to the operation, regulation, and assurance of safety of lakes and dams in flood season, safety of lives and properties of people in downstream areas; conduct an overall assessment of the safety assurance of reservoirs and hydropower dams, and report to the Prime Minister in August 2018.

- The Ministry of Agriculture and Rural Development shall step up the restructuring of the agricultural sector in association with the construction of new rural areas; effectively execute Decree No. 57/2018/ND-CP to attract enterprises to invest in and develop agriculture and improve income for farmers. The Ministry shall closely monitor the weather, river water levels, streams, lakes and dams; inspect the safety of dykes, embankments and irrigation works, especially big dam reservoirs, resolutely not to turn inadequate tanks or tanks causing incidents into water reservoirs. The Ministry was requested to closely coordinate with the Ministry of Industry and Trade and localities which have regulations on management of irrigation and dam reservoirs; assume the prime responsibility for, and coordinate with members of the Central Steering Committee for Natural Disaster Prevention and Control in reviewing and taking initiative in proposing plans on natural disaster prevention, fighting and overcoming; coordinate with the Ministry of Natural Resources and Environment and concerned agencies and localities in setting up teams to inspect natural disaster prevention and combat and redistributing inhabitants of dangerous erosion zones to ensure safety for the people. The Ministry of Agriculture and Rural Development shall take the responsibility to guide farmers to replenish the area of ​​rice and horticulture crops that were damaged due to storms and floods; control epidemics, plants and animals in flooded areas. The Ministry shall continue to cooperate with local authorities to drastically direct, inform, propagate, inspect and strictly handle cases of violation of EU regulations on fishing; coordinate with concerned localities to solve the problem of free migration, especially in the North West and Central Highlands; and assist localities in effectively implementing trade promotion activities to boost the consumption of agricultural products both in the country and in the world.

- The Ministry of Construction shall coordinate with localities in inspecting and reviewing planning, and proposing solutions for housing projects in areas prone to landslide; provide warnings and solutions on old and badly damaged condominiums in big urban centers; closely monitor developments in the real estate market so as to have appropriate and timely measures; develop social housing; and monitor and urge the relocation of agencies' offices outside the urban areas as planned.

- The Ministry of Natural Resources and Environment shall coordinate with localities to intensify the supervision and strictly handle violations of the law on environmental protection, ensuring a safe living environment for the people; conduct evaluation of the 10-year implementation of the Viet Nam Sea Strategy until 2020, and report to the Government and competent authorities; and develop a marine strategy in the new context. The Ministry shall strictly control the change of land use purposes of land for agricultural production, forest land and land of agro-forestry companies; improve the quality, reliability of natural disaster forecasting and warning. The Ministry was requested to continue implementing Resolutions No. 120/NQ-CP dated November 17, 2017, No. 76/NQ-CP dated June 18, 2018 of the Government; and coordinate to strictly handle cases of illegal deforestation and exploitation of mineral resources.

- The Ministry of Transport shall coordinate with the Ministry of Public Security, concerned ministries and agencies and localities in intensifying the inspection, control and strict handling and rectification of transport services, enhancing responsibility of transport service providers and drivers; resolutely handle accident blackspots, points of potential danger of unsafety in traffic to ensure traffic order and safety. The Ministry shall promote the implementation of important transport projects, coordinate with related localities to remove traffic congestion. The National Traffic Safety Committee shall draft a Directive on ensuring traffic order and safety and submit it to the Prime Minister in August 2018.

- The Ministry of Culture, Sports and Tourism shall concentrate on fostering, promoting and improving the quality of tourist services, attraction of tourists, ensuring the growth of the tourism industry. The Ministry shall also focus on enhancing the effectiveness of family work to create a foundation for promoting moral and lifestyle education.

- The Ministry of Education and Training shall organize the review, census and assessment of the current status of investment and renovation of toilets and clean water supply in schools prior to the new school year, especially in mountainous and remote areas. It was requested to review and identify shortcomings and drawbacks in the organization of the national high school examination, to improve the management system of the education sector, technical process, and to receive comments of experts and the people, organize the review, seriously draw experience, overcome limitations and inadequacies, ensure thorough, objective and transparent supervision of all stages of examinations. The Ministry of Education and Training shall coordinate with the Ministry of Public Security to investigate and strictly handle violations in the past examination.

- The Ministry of Health shall coordinate with localities in intensifying the prevention and control of seasonal epidemics, especially after the rainy and flood season. The Ministry shall continue employing solutions to improve the quality of medical examination and treatment in service of the people; reorganize the sanitation of hospitals; and strengthen coordination with relevant Ministries, agencies and associations to control and ensure food hygiene and safety.

- The Ministry of Labor, Invalids and Social Affairs shall continue to coordinate with localities in implementing social welfare and poverty reduction policies, especially for localities affected by natural calamities and storms. The Ministry shall coordinate with concerned ministries, agencies and localities to strictly deal with cases of profiteering policy for people with meritorious services; and improve the quality of vocational training for rural workers, transform vocational training as per requested by employers.

- The Committee on Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and concerned ministries and agencies in, studying and proposing solutions and policies on poverty reduction for ethnic minority people, especially the ethnic minorities which have very small number of population. The Ministry shall also assume the prime responsibility for, and coordinate with Ministries, agencies and localities in studying and identifying the existing ethnic compositions and proposing lists of ethnic groups in Viet Nam to better reflect the current situation, especially the situation of ethnic minorities.

- The Ministry of Home Affairs shall guide localities to reorganize and streamline their apparatuses in the spirit of the Resolution of the 6th plenum of the 12th Party Central Committee and organize symposiums to collect comments on the Scheme on reorganization of district- and commune-level administrative units before reporting them to the Politburo.

- The Ministry of Justice shall assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Industry and Trade, the State Bank of Vietnam and concerned Ministries and agencies in proposing and improving the legal framework for management and handling of virtual money.

- The Ministry of Public Security shall direct police agencies and localities to intensify their monitoring of the situation, ensure the security and safety of key objectives and works, political, cultural and social events, especially activities commemorating the 73th anniversary of the August Revolution and the National Day on September 2. It was requested to actively fight against crimes, strictly deal with legal regulations on black credit, usury loans, especially in rural areas; and coordinate with the functional forces in investigating and proposing the prosecution and timely handling of importers of scraps into Viet Nam.

- The Ministry of Defense shall direct forces to follow up with the regional and international situation; provide advices and proposals, timely take action in response to challenging situations, not sit by passively. The Ministry shall closely coordinate with the Party Committees and the local authorities in actively assisting the people in preventing, fighting and overcoming the consequences of natural calamities. It was requested to focus on the clearance of bombs and mines, search and grave the vestiges of martyrs in Vi Xuyen area, Ha Giang province.

- Each Minister and head of central agencies shall accelerate deployment of plans on restructuring press agencies, especially the reception of associated newspapers of branches or domains under their management as specified in the Proposal on National Press Management and Planning towards 2025 approved by the Central Committee of the Party.

- The Ministry of Information and Communications shall intensify the state management of press information; direct press agencies to increase their communication on the Party's undertakings and policies as well as the State's policies and laws, the direction and administration of the Government and the Prime Minister; actively communicate official information from the State management agencies on issues of social concerns, to promptly fight and counter false, hateful and distorted communication in order to create social consensus; strengthen the information and communication of good people, good deeds, good values, humanity, the spirit of labour, production and business to create spill-over effects in the society. The Ministry shall strengthen the management of telecommunications activities, especially the management of telecommunications cards; step up the implementation of the Program on information technology in the 2016-2020 period; coordinate with the Government Office in promoting the formulation and organization of e-government architecture and application of information technology in interconnection with ministries, sectors, and localities.

- Ministries, agencies and localities shall continue to renovate and rearrange to streamline the apparatus and improve their operation efficiency; renovate the organization and management system, raise the quality and efficiency of public non-business units in the spirit of the Resolution of the 6th Plenum of the 12th Party Central Committee; strictly deploy the Resolution of the 4th Plenum of the 12th Party Central Committee on strengthening the Party development and reorganization; prevent and repel the degeneration of political ideology, morality, lifestyles, "self-evolving", "self-transformation" within the Party. It was requested to accelerate administrative reforms, tighten administrative discipline and order; build up e-Government, fostering the inter-connection of information systems, databases and expansion of online public services at levels 3 and 4 in service of the people and enterprises.

7. Regarding capital sources for the construction of the Memorial House of President Ho Chi Minh at the Kim Lien Monument, Nam Dan District, Nghe An province

The Government unanimously agreed with the construction project of the Memorial House of President Ho Chi Minh at the Kim Lien Monument, Nam Dan District, Nghe An province using the 10% budgeted contingency budget of Nghe An province.

The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee on the addition of this project to the Medium-term Public Investment Plan for the 2016 – 2020 period as prescribed by laws.

8. Regarding adjustments to the Plan for Government bond issuance in 2018 among the ministries, sectors and localities

The Government agreed on adjustments to the Plan for Government bond issuance in 2018 which had not been assigned to ministries, sectors and localities, and additional plan to ODA projects.

The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee on adjustments as prescribed by laws.

9. Regarding the use of contingency budget of the Medium-term Public Investment Plan in the 2016-2020 period using foreign investment capital for Deposit Insurance of Viet Nam

- The Government unanimously agreed to assign the Minister of Planning and Investment to be authorized by the Prime Minister to act on behalf of the Government to coordinate with the Governor of the State Bank of Viet Nam to promptly report to the National Assembly Standing Committee for consideration and decision on the use of the contingencies of the Medium-term Public Investment Plan in the 2016-2020 period using foreign investment capital for the Project on "Financial Sector Modernization and Information Management System" (FSMIMS). Component on Deposit Insurance of Viet Nam (the World Bank’s undisbursed funding of US$ 6.153 million equivalent to VND 139 billion) shall be added to the Medium-term Investment Plan in 2016-2020 period to formulate foundation for disbursement of the rest of the World Bank’s funds to meet the scheme committed with the World Bank.

- The remaining undisbursed World Bank’s capital of the Deposit Insurance component shall be settled in accordance with the decision of the Standing Committee of the National Assembly and the current legislation. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the State Bank of Viet Nam in implementing their respective functions and tasks according to the current legislation.

10. Regarding supplementing funds for purchase of plant seedlings issued in 2017 and the authorization report to the Standing Committee of the National Assembly for consideration and decision on the annual supplementary fund for purchase of national reserve goods

The Government agreed with the proposal of the Ministry of Finance (Report No. 9008/BTC-TCDT dated July 27, 2018) on the report to the Standing Committee of the National Assembly to authorize the additional allocation of VND 197 billion from the contingencies of the Central budget in 2018 to the Ministry of Agriculture and Rural Development to purchase the national reserve seedlings issued in 2017. The Minister of Finance was authorized by the Prime Minister to act on behalf of the Prime Minister and report to the Standing Committee of the National Assembly of the above issues as prescribed by laws.

The Government assigned the Prime Minister to act on behalf of the Government to consider providing additional funding for the purchase of national reserve goods as proposed by the Ministry of Finance, and the decision on the authorization of report duty to the Standing Committee of the National Assembly as prescribed by laws.

11. Regarding the handling of automobile tax in non-tariff areas

The Government agreed with the proposal of the Ministry of Finance (Report No. 87/TTr-BTC dated 30 July 2018) to exempt enterprises in Lao Bao Special Economic - Commercial Area and Cau Treo International Border Gate Economic Zone from import tax on the automobiles that had been imported and fully enforce the policies on management of imported goods (at the time of registration of the initial declaration) to fully meet the conditions for circulation registration as prescribed by laws.

The Ministry of Finance was assigned to submit to the Prime Minister for decision on import tax exemption for the above-mentioned automobiles as stipulated under Clause 1, Article 28 of Decree No. 134/2016/ND-CP.

12. Regarding the application of allowances for unstable employment and determination of construction worker rate

The Government agreed with the application of allowances for unstable employment in the labour rate of construction workers for projects funded by state capital for the period from 2005 to 15 May 2015. This requirement shall stay non-retroactive with respect to projects or packages that did not apply this allowance, or projects that had been audited or concluded for settlement and allowances for unstable employment had been remitted to the budget, or projects which had been settled according to the conclusions of the inspection or audit. For contracts signed in this period, the payment and settlement of construction labour costs shall comply with the contents of the signed contracts in accordance with the relevant legislation applicable to the contracts. The Ministry of Construction was assigned to guide the implementation.

13. Regarding the operation and financial restructuring of the Vietnam Expressway Development Investment Corporation (VEC)

The Government agreed to allow VEC to continue implementing the Prime Minister's Decision No. 2072/QD-TTg dated November 08, 2013 on the restructuring of investment capital for 05 VEC expressway projects. The Ministry of Transport shall review, update and take responsibility for reporting data. The Minister of Transport and the Secretary of the Party of Ministry of Transport were authorized by the Prime Minister to report on behalf of the Government to the Politburo and competent authorities according to regulations.

14. Regarding the draft Resolution on the implementation of a number of preferential mechanisms and policies to support Ninh Thuan province in socio-economic development and stabilization of production and people's life in the 2018-2023 period

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Government Office and relevant Ministries and agencies in collecting comments of the cabinet members, in which Ninh Thuan province shall be permitted to enjoy the electricity price policy under Decision No. 11/2017/QD-TTg dated April 11, 2017 by the Prime Minister until the end of 2020 for solar power and connecting infrastructure projects with the designed capacity of 2,000 MW, which had been approved by the Prime Minister; complete the draft Resolution on the implementation of a number of specific mechanisms and policies to support Ninh Thuan province in socio-economic development, production and people's life stabilization in the 2018-2023 period and submit it to the Prime Minister for signing before August 20, 2018.

15. Regarding the promulgation of documents detailing and documents streamlining and reducing specialized examination procedures and business conditions

a) Regarding the promulgation of detailing documents

Ministers and Heads of the ministerial-level agencies were requested to direct and promptly settle problems arising in the course of document formulation, in particular, the coordination to resolutely address issues causing controversies in the development of draft documents; urgently direct the finalization of draft documents detailing the implementation of laws and regulations which remained pending and had not been promulgated according to their competence or submit them to the Government for review and promulgation. At the same time, Ministers and Heads of the ministerial-level agencies were requested to draft and finalize the draft documents detailing the implementation of laws and ordinances which were about to take effect, ensuring the concurrent and effective enforcement of the same law and ordinance to avoid the continuation of legal document backlogs.

The Ministry of Justice shall assume the prime responsibility for, and closely coordinate with the Government Office in monitoring and urging the elaboration and promulgation of documents detailing the implementation thereof; promptly advise the Government and the Prime Minister on solutions to remove obstacles, speed up the drafting and submission of documents.

b) Regarding the issuance of documents on the reduction and simplification of specialized inspection procedures and business conditions:

The reform, simplification and reduction of specialized inspection activities and business conditions must be substantial, thoroughly overcome the current inadequacies, strongly apply information technology, minimize cost for the people, businesses and the society. Specialized management Ministries in charge of managing business conditions were requested to drastically adopt the Prime Minister's Directive No. 20/CT-TTg dated July 13, 2018 on intensifying the reform of specialized inspection and reduction and simplification of business conditions; expeditiously complete legal promulgation process according to their competence or report to competent authorities to approve promulgation plans to simplify and reduce the list of specialized inspection goods and business conditions latest by August 15, 2018 for earliest enforcement.

c) Regarding the performance of tasks:

Ministries, agencies and localities were requested to actively perform their assigned tasks; elaborate and submit proposals on working programs of the Government and the Prime Minister, ensuring their promptness and quality.

The Working Group was assigned to continue monitoring, urging and inspecting the performance of tasks assigned by the Government and the Prime Minister to Ministries, agencies and localities, in which attention should be paid to inspecting and urging the development and deployment of regulations, restructuring, equitization and divestment of state-owned enterprises, and report to the Government at its regular meeting./.
