Leaders of the northern coastal city of Hải Phòng immediately came to the areas ravaged by the whirlwind, which came before the storm, to instruct emergency and relief works, ensure social security, and protect properties for local residents.

Heavy rains arrived at dawn on Friday submerged many streets in Hà Nội, affecting traffic flow during rush hours.

The National Center for Hydro-Meteorological Forecasting (NCHMF) reported that the tropical storm will make landfall in the coastal areas of Hải Phòng city and Nam Định province this night.

The storm is predicted to weaken on Saturday morning and turn into a low tropical depression./.
