The project prioritizes to make a breakthrough in terms of mechanism and policy in order to mobilize greater domestic funds for natural resources preservation and environment protection.

There will be different incentive policies on land use, finance, investment capital, and human resources, and science and technology development.

Land must be allocated to environment projects in urban areas and industrial parks. These projects will enjoy exemption or reduction of registration fees, land leases, and land tax.

Land and forests will be distributed to agricultural households, enterprises, legal entities, and others to promote afforestation.

In addition, environment projects will receive more investment from the State budget as well as preferential loans at low or zero interest rates.

The State will pour reasonable capital in activities relating to research and application of advanced technologies in the area of environment protection.

Việt Nam will also streamline administrative procedures on green technology transfer.
