VN seeks over US$100 bln. for HR development
VGP – Việt Nam is seeking around VND 2,135 trillion (US$104.6 billion) for improving the quality of human resources to fully tap opportunities of the “Golden population structure” for the process of national industrialization and modernization.

The country now has 58 million people of the working age (15-64), accounting for 67.4% of the total population.
The “Golden Population Structure” period happens only once in the history of demography of each nation. In Việt Nam, it began in 2007 and is predicted to end in 2041.
In the 2011-2020 period, the total investment for human resource development is forecast to make up 12% of social investment, according to the Prime Minister’s Decision 1216/QĐ-TTg, dated July 22, 2011 on approving the Việt Nam Human Resources Development Plan from now to 2020.
So far, ministries, agencies and localities are developing their own plans in line with the national plan.
According to the Ministry of Planning and Investment, Việt Nam is mapping out human resources development plans in the period of “Golden population structure”. If the country is able to tap this opportunity, it will enjoy benefits that come from both abundant social demand and preferential policies and mechanisms.
The largest human resource project that Việt Nam has to date had highlights the necessity to generate a high-quality human force.
The country will mobilize all resources for human resource development, with state budget being the main source by 2020. In addition, private, business and foreign sources will be encouraged to take part in the course.
Under the national plan, Việt Nam will train an additional 30.5 million workers, raising the number of trained workers to 44 million, or 70% of the 63 million of working age, by 2020, up from 40% in 2010.
The plan also includes human resource development for all areas including transport, banking, the environment, tourism, IT and nuclear energy.
By 2020, the country will be home to 259 universities and 314 colleges, 230 vocational training colleges, 310 vocational training schools and 1,050 vocational training centers./.
