VNGOP – To attract more investment and develop software industry as one of the major economic sectors of the country, PM Nguyễn Tấn Dũng signed on April 12 Decision 51/2007/QĐ-TTg approving the Vietnam Program on Software Industry Development to 2010.

Accordingly, the development of a powerful and qualified human resource is a key for the success of software industry. It is necessary to pay attention to IT services such as producing software and services for foreign partners, developing major software to replace the imported one. By 2010, Vietnam's software industry strives to reach an average growth rate of 35-40% per year, with a total revenue of over US$ 800 million in which export turnover accounts for at least 40%. There will be 55,000-60,000 employees engaging in software development and services. The infringement of software intellectual property will be drastically reduced.

In the near future, the Vietnam Software Industry and Digital Information Institute will be founded as a non-productive State-run organization administered by the Ministry of Post and Telematics.  The Institute will collaborate and support State management agencies in setting up and realizing regimes and policies to promote software industry development.

Domestic and foreign organizations, individuals, and enterprises, especially international universities, will be encouraged to build IT training establishments in Vietnam. Domestic resources will be mobilized to invest in developing software industry.

Under the Decision, it is necessary to accelerate the application of IT and software solutions in working processes and production lines. At the same time, a multi-linguistic software industry portal should be built to provide information about Vietnamese software businesses, and market.
