The Deputy PM made the statement in his recent article in which he considered the Charter a new development of ASEAN’s frame, institution and mechanism.

Deputy PM Khiêm stressed the strategic significance of Southeast Asia and ASEAN in Việt Nam’s foreign policy on multi-lateralization, diversification and "friendly neighborhood" because it directly relates to the country’s security and development.

In drafting the Charter, Việt Nam had proactively advocated ASEAN’s fundamental goals of peace, stability, regional alliance and principles of narrowing development gaps, consensus and  non-intervention, said the Deputy PM. He went on to say that Việt Nam also exerted efforts on protecting several new principles of the Charter, including the ban on using a group member country’s territory as the base to launch activities against the other.

“ASEAN members from now on will implement not only all commitments in ASEAN in a cooperation goodwill and voluntary spirit but also are obliged to follow them "

In his article, Deputy PM Khiêm highlighted some guidelines and orientations to put the Charter into reality.

He concluded that the ASEAN Charter is an important turning point in opening a new phase for ASEAN to grow more dynamically and effectively.
