Accordingly, stricter regulations should be developed in terms of competence, conditions, and procedures for verifying business licenses for large-scaled foreign-funded forest planting projects.

The new decree clearly stipulates that licenses for foreign-funded projects must get the nod from the Ministry of National Defense, Ministry of Public Security (or assignments from the two ministries) and comments from the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.

The Government chief also assigned the MPI to take prime responsibility to promulgate new Circular instructing the inspection, supervision and assessment of the observation of regulations when granting licenses.

Stop granting licenses for new foreign-funded forest projects

During the amendment process, all localities must not grant new investment licenses to foreign-funded forest projects, required the PM.

Localities were asked to coordinate with the Ministry of Public Security and Ministry of National Defense to thoroughly review foreign-funded forest projects to make sure that no land in the border and military areas are allocated to those projects.
