Under the roadmap for restructuring SOEs, right in the first quarter of 2012, ministries must develop plans for restructuring their enterprises then submit them to the Prime Minister for approval. However, few restructuring projects have so far been introduced to the public.

According to a recent report prepared by the Economic and Policy Research Center of the National University - Hà Nội, the restructuring of SOEs and public investment may not progress substantially this year.

“Restructuring plan seems to be still on the table”, said Mr. Lưu Bích Hồ, former Director of the Development Strategy Institute, an affiliate of the Ministry of Planning and Investment. He asked the Government to quickly devise specific action programs to realize the plan.

Meanwhile, economist Võ Trí Thành from the Central Institute for Economic Management (CIEM) said macro-economic issues have been seriously discussed, however solutions to them have slowly been adopted.

Economic restructuring, a key content of Việt Nam’s socio-economic development strategy for 2011-2020 , has been widely debated in conferences, seminars and economic forums in 2011.
