Schedule and quality must be ensured for key oil and gas projects

VNGOVNet – Considering the reviews made by the Assistant Team to the State Steering Board for Key Oil and Gas Projects and by the PetroVietnam of these projects, PM Nguyễn Tấn Dũng gave the following directions on December 25.

For the Dung Quất Oil Refinery:

- On Packages 1 4 and 2 3, PetroVietnam should put its complaint in a letter to the contractor Technip insisting that the Vietnamese Government does not accept the delay and requests the contractor to meet the agreed schedule for the refinery’s operation in February 2009.

- On Packages 5A and 5B: The Lũng Lô Construction Company should hand over all documents concerned and the construction site for Package 5A to Van Oord within December 2006. The contractors Cienco 1 and PTSC must strictly obey the PM’s directions in Document 6913/VPCP-DK dated on November 23, 2006 by the Government Office which asked them to closely follow the work schedule of subcontractors and strongly act to maintain uninterrupted construction on the site for the package’s schedule and quality.

The Ministry of Finance must observe the PM’s directions to issue arrangements for the US$1 billion loan for the Dung Quất Oil Refinery.

As with the Cà Mau Gas-Power-Fertilizer Project, the PM requested that:

- On the PM3-Cà Mau gas pipeline: Vietsovpetro as a contractor must address all problems to speed up work on stations for gas supply to the Cà Mau 1 Power Plant in line with the signed contract.

- On the Cà Mau Power Plant: Lilama as a contractor must beef up staff and have equipment and machinery run non-stop for electric generation on schedule.

The Cà Mau Province People’s Committee must direct its departments to assist the Project Management Unit in clearing construction sites for contractors.

For the Nhơn Trạch Gas and Electricity Project:

The Ministry of Construction shall direct the consortium of Lilama and Construction Corporation No1 to complete the design of the main factory’s floor and divide the EPC package of the power plant for the project’s schedule and quality.

The People’s Committees of the provinces of Bà Rịa-Vũng Tàu and Đồng Nai shall help PetroVietnam with issues related to compensation and site clearance where the gas pipeline runs through.
