Gov’t adopts plan to minimize citizenship papers

VGP – PM Nguyen Tan Dung has signed Decision 896/QD-TTg approving the master plan on streamlining administrative procedures and citizenship papers as well as databases relevant to population management in the 2013-2020 period.

The plan aims to comprehensively renovate population management towards modernity, speed up application of information technology in processing administrative procedures, cutting administrative procedures and citizenship papers, and contributing to the development of e-Government in Viet Nam.

Individuals will not have to repeatedly declare their basic information, make copies of or certify their original citizenship papers. 

Under the plan, a steering committee will be set up and led by a Deputy PM. Deputy Heads of the Committee include Ministers of Justice, Public Security, Information and Communications, and Office of Government.

In the first stage from 2013-2014, steering committee will focus on improving legal framework for granting personal identification numbers, building database on population; reviewing and systematizing administrative procedures, citizenship papers; proposing ways to cut down on administrative reform.

In the next phase through 2020, the grant of personal identification numbers will be deployed by the Ministry of Public Security in coordination with the Ministry of Information and Telecommunication, Ministry of Justice and Ministry of Foreign .

Personal identification numbers are not new in countries like Germany, Japan, the Republic of Korea, Austria, France and others. In Viet Nam, if the plan is deployed, it will help save at least VND 1,600 billion a year./.
