At this event, the CPVCC acknowledged and hailed the enormous efforts exerted by the whole Party, army and people in dealing with challenges especially reining in inflation, stabilizing the macro-economy, financial activities and credit safety.

Public, Government and foreign debts were kept at safe level, the economy recovered, and GDP growth rate was 5.6% on average in the 2011-2013 period and is expected to touch 5.4% in 2013. Growth quality was improved. Poverty rate reduced constantly. Healthcare services progressed positively.

However, the macro-economy was yet stable, non-performing loans remained high, some credit institutions operated unsteadily, budget balance was challenged, and the growth quality and competitiveness of the economy were not improved, said Party chief Nguyen Phu Trong.

There were weaknesses found in education-training, healthcare, culture and information work, and anti-corruption, anti-wastefulness, and economic restructuring moved slowly.

The CPVCC suggested the need to focus on macro-economic stability, inflation curbing and extrication of difficulties for business and production so as to reinforce confidence of citizens and enterprises in 2014.

The CPVCC tasked the Government and ministries to early finalize and accelerate the implementation of the Master Plan on restructuring the economy and speed up the administration reform, improve the business and investment environment and allocate resources for production areas like agriculture, peasants and rural areas.

Party General Secretary Nguyen Phu Trong said that the conference discussed and agreed with the project on comprehensively reforming education and training to serve the national industrialization and modernization in the context of socialist-oriented market and international integration.

The CPVCC also discussed some issues that have different opinions and commented on the draft amendments to the 1992 Constitution./.
