RESOLUTION

On e-Government

---------------

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

In furtherance of the Resolution No. 26/NQ-CP dated April 15, 2015 of the Government promulgating the action program of the Government on the implementation of the Resolution No. 36-NQ/TW dated July 1, 2014 of the Political Bureau of the Party Central Committee of Viet Nam to accelerate the application and development of information technology to meet the requirements of sustainable development and international integration;

In furtherance of the Resolution No. 19/NQ-CP dated March 12, 2015 of the Government on the major tasks to continue to improve the business environment, enhance competitiveness in two years 2015 - 2016;

Based on discussion contents of the Cabinet members and the Conclusion of the Prime Minister at the Government's regular meeting in July 2015,

 

RESOLVES:

I. SITUATION ASSESSMENT

Over the past few years, the Party and the Government have attached great importance to the development of information technology (IT) application, especially IT application in state agencies. Many legal documents have been issued, creating a legal framework for promoting IT application. IT is considered a powerful tool to create new modes of development and fortify national defense; it is an important driving force of the development of the knowledge economy and information society, enhancing national competitiveness in the international integration process; accelerating the industrialization and modernization, ensuring rapid and sustainable development of the country.

Ministries, agencies and localities have actively implemented the Directive and Resolution of the Political Bureau; resolutions and decisions of the Government and the Prime Minister promoting IT development and application. Most ministries, agencies and localities have established electronic website/portal and applied IT to process administrative procedures to shorten application processing time, reduce operating costs; increase transparency in operation of state agencies and create favorable conditions for people and enterprises.

IT has made significant contribution to the state management of ministries, agencies and localities, especially in the processing of administrative paperwork, budget management of tax, treasury, customs, social insurance, business registration, etc. In 2015, the percentage of enterprises performing electronic tax declarations has increased from 65% to 98%; tax payment time of enterprises has decreased from 537 hours/year to 167 hours/year. The implementation of e-customs procedures under the automatic customs clearance system (VNACCS/VCIS) and the National Single Window at international seaports has decreased the average cargo clearance time from 21 days to 14 days for export and 13 days for import, reducing 10-20% the cost and 30% clearance time for good import and export of enterprises.

The promotion of IT development and application in all sectors has helped to remove difficulties and obstacles, created favorable conditions for people and enterprises, and improved the effectiveness and efficiency of state management and corporate governance.

However, some ministries, agencies and localities have not truly actively implemented IT applications. Provision of online public services remains limited and weak. Although IT has been applied in many state agencies, the application remains fragmentary, lacking of an integrated system. Electronic documents have not been transmitted smoothly between state agencies. Data have not been shared and utilized among different agencies. Many software programs, which were built many years ago, have not been upgraded and are not user-friendly. The use of those software and IT services can sometimes increase the burden on workers and employees, causing psychological reluctance against the enhancement of computerization.

The issuance of licenses and processing of administrative procedures (public services) have been done online by many ministries and localities. However, people and enterprises still face difficulties in using those public services which are provided by too many different addresses instead of a unique online address. There remains lack of guidance, meticulous and thorough explanation for people and enterprises to use public services. Some ministries and agencies have deployed software, which does not match the practicality and needs of localities, making it difficult for deployment of license-granting software to serve people and enterprises.

Specialized data transfer network of the Party and state agencies have been connected to most communes and districts of provinces but remains at low speed and does not meet time requirements of users. Quality of Internet connection and 3G remains unstable.

These limitations and weaknesses are mainly attributed to deficiency in thinking and perception of the role and importance of IT of many levels of authorities, especially the leaders, and the implementation of tasks on IT application remains slow, lack of determination; a single and unified electronic portal has not been established to provide online public services, and national information systems (especially the information system on population and land - construction) remain in short supply to create a foundation for integration and inter-connectivity; disbursement of fund from the State budget investment in IT sector has not been focused, thus hindering the deployment of IT application plans and programs in state agencies.

Many tasks and solutions have not been implemented as required. Some ministries, agencies and localities have not considered IT application in management and provision of public services as a key and urgent task of ministries, agencies and localities. According to e-Government Development Index - EGDI of the United Nations (UN) in 2014, Viet Nam was ranked 99th in the world (down 16 places against 2012) and stood at the 5th position in ASEAN bloc behind Singapore, Malaysia, Brunei and the Philippines. The online service index was rated low, at 0.41 points (on scale of 1), while that of Singapore and Malaysia was 0.992 and 0.677, respectively; the telecommunications infrastructure index of Vietnam was 0.38 points, while that of Singapore and Malaysia was 0.879 and 0.446, respectively.

To further accelerate IT application in management and provision of public services and development of e-government, in three years 2015-2017, the Government requests ministries, agencies and localities to focus on implementing synchronously and effectively the following tasks and solutions:

II. OBJECTIVES AND KEY PERFORMANCE INDICATORS

1. Goals

 To promote the development of e-government, improve the quality and effectiveness of state agencies to better serve people and enterprises, improve Viet Nam's position on e-government under the UN ratings, and ensure openness and transparency in state agencies.

2. Key performance indicators

- In the three years 2015 – 2017, focus on promoting administrative reforms associated with strengthening IT application in online management and provision of public services, streamline the procedures, reduce the number, simplify and standardize dossier content, reduce time and cost to implement administrative procedures.

By the end of 2016, 100% of public services of ministries and central agencies are provided online at the level that allows users to fill and submit document templates online to agencies and organizations providing services. Transactions of dossier processing and service provision are implemented online. Fee payment (if any) and result discharge are made directly at agencies and organizations providing services (online public services at level 3).

By the end of 2016, a number of popular services closely related to the people and enterprises are provided at level 3 and allow users to make fee payment (if any) online. Communication of results can be made online, in person or by post to users (online public services at level 4).

- Comprehensively reform all three index groups including Online Service Index (OSI), Telecommunication Infrastructure Index (TII) and Human Capital Index (HCI); strive to improve the Viet Nam’s position by the end of 2016, to top 4 and by the end of 2017 to top 3 in ASEAN countries in terms of the Online Service Index (OSI) and the e-Government Development Index (EGDI) of the UN.

III. SPECIFIC DUTIES

1. To implement measures to improve all three index groups including Online Service Index (OSI), Telecommunication Infrastructure Index (TII) and Human Capital Index (HCI) according to the evaluation methods of the UN on e-Government.

2. To develop an integrated electronic systems connecting and linking electronic documents and data from the government to provincial, district and commune levels. To establish an electronic environment for people to monitor and contribute to the operation of the government at all levels.

3. To establish the National Public Service Portal at a single online address (National Single Window) on the basis of formation of information system on: Administrative procedures, residents, land-construction and enterprises for license granting and implementation of procedures relating to people and enterprises.

4. To apply IT closely linked with administrative reforms, tasks and solutions to enhance competitiveness and improve the business environment; to implement IT application in combination with the ISO quality management system (Electronic ISO).

5. To improve the quality of telecommunication infrastructure, ensure transmission quality. To accelerate deployment of mobile and the Internet infrastructure to remote areas. To strengthen information safety and security.

IV. MAJOR SOLUTIONS

1. Ministries, agencies and localities based on assigned functions shall direct the synchronous and effective implementation of Resolutions and Directives of the Political Bureau, programs and plans of the Government and resolutions and decisions of the Government, the Prime Minister on promoting IT development and application; focusing on the following solutions:

a) To strengthen innovation and enhance IT application in state management, especially in processing of administrative procedures and provision of online services to essential fields serving people and enterprises. To gradually implement national information systems on population, land-construction, enterprises, etc. To promulgate legal documents to implement electronic documents and records.

b) To expeditiously implement solutions to provide online public services under the authority of ministries, agencies and localities. By 2016, central ministries and agencies shall have 100% of public services provided online at level 3. To actively deploy solutions to provide public services at level 4. To develop, promulgate and update annual list of public services to be prioritized for online provision at least at level 3 of ministries, agencies and localities.

To promote the deployment of IT enterprises to implement partial or full leasing of services including: hardware, software, connection, solutions, etc. leaving state agencies with provision of public online services. To ensure information security, ministers, heads of ministerial-level agencies, Government agencies, chairmen of provincial/municipal People's Committees shall be allowed to make limited tendering; decide short-term rental price (under 12 months) if necessary conditions to determine a stable rent price are missing.

c) To supplement, upgrade and integrate online public services of ministries, agencies, localities and their sub-units to electronic portal of ministries, agencies and localities. To integrate online public services of ministries, agencies and localities in the National Public Service Portal.

d) To organize training and retraining of IT staff in government agencies at all levels to meet their duty requirements on IT and deploy leasing of IT services; to strengthen capacity of staff in charge of information safety and security in government agencies.

dd) To record spending for IT under economic categories of the system of budget code as stipulated in the Law on Information Technology 2006; to utilize science and technology funds to implement the application IT under scientific–technological missions and investment on scientific–technological information infrastructure; to use the Viet Nam Public-Utility Telecommunication Service Fund for specific tasks.

To expeditiously finalize regulations on conditions and procedures for investment, procurement and leasing of IT services and products; to facilitate to accelerate the leasing of IT services and products in state agencies, especially in the deployment of public services with revenues.

To review, amend and supplement preferential tax policies to encourage and attract investors to promote the development and application of IT in Viet Nam.

e) To focus on direction to accelerate the reform of administrative procedures. To review, simplify or abolish redundant administrative procedures to create favorable conditions and reduce time and cost for enterprises and people, especially administrative procedures related to rating index of the UN on e-Government.

To implement IT applications in combination with the ISO quality management system (Electronic ISO) in activities of agencies and organizations of the state administration system.

g) To connect and link document management software with the Government Office following the plan and guidance of the Government Office.

h) To preside and coordinate with the Ministry of Finance (the State Treasury) and commercial banks to implement the online collection of administrative penalties under the sanction authority as stipulated by law.

i) To strengthen inspection and supervision of the implementation of this Resolution and timely have rewards to well-performing units; have measures and sanctions for units which do not fulfill their set objectives and tasks.

2. The Government Office

a) To preside and coordinate with central ministries, agencies and provincial/municipal People's Committees to connect and link document management software, to complete before January 01, 2016; to implement the deployment of document management software for agencies which have not had or not yet meet the requirements of interconnection.

b) To establish an electronic system collecting comments in the process of making legal documents and other documents to save time; to establish social-governmental networks for people’s comments in law making process.

c) To establish the National Public Service Portal to integrate all online services of ministries, agencies and localities; to issue the list of online services at level 3 and 4 for ministries, agencies and localities to implement, to complete before January 01, 2016.

d) To coordinate with ministries, agencies and localities to disclose document processing progress on the Viet Nam Government Portal before March 01, 2016; before October 15, 2015 for Ho Chi Minh City.

dd) To establish the Enterprise Information Website on the Government Portal to disclose the following information of state owned enterprises:

- Quarter and annual financial statements and other activities of enterprises as stipulated by law, provided by state owned enterprises;

- Information on state owned enterprises equitization, the reorganization and innovation of enterprises, provided by the Steering Committee for State Owned Enterprise Innovation and Development;

- Information on business registration and investment registration integrated from the information system of the Ministry of Planning and Investment.

e) To preside and coordinate with the Ministry of Planning and Investment and the Ministry of Finance and Ministry of Information and Communications to draft a mechanism for pilot investment, procurement and renting of IT services and products and submit it to the Prime Minister before January 01, 2016.

3. The Ministry of Information and Communications

a) To direct big IT enterprises, first of all the key state enterprises, to develop solutions to mobilize and gather small and medium IT enterprises to participate in the development and operation of information system serving the management and provision of online public services of ministries, agencies and localities to enterprises and people.

b) To issue press cards and permits to establish integrated electronic information websites and permits to operate online ads channels and programs.

c) To implement measures to improve telecommunication infrastructure index of Viet Nam under the development evaluation method of the UN on e-government and disclose the information on the Government Portal.

d) To coordinate with the Ministry of Finance and the Ministry of Planning and Investment to propose to the Prime Minister to allocate adequate annual budget for the development of e-government.

dd) To utilize the Viet Nam Public-Utility Telecommunication Service Fund to support the establishment of electronic portal of People's Committees at all levels with online public services on the portal serving the people, concentrating on remote and disadvantaged areas, border areas and islands.

e) To improve the quality of specialized data transmission network of the Party and state agencies, to timely meet user requirements.

g) To monitor information safety of IT system and services of e-government.

h) To preside and coordinate with the Ministry of Home Affairs and related agencies to develop and promulgate professional standards, professional titles for officers specialized in IT; to complete before November 1, 2015.

i) To propose to the Prime Minister policies to attract and use IT experts in state agencies before January 01, 2016.

k) To preside and coordinate with the Ministry of Science and Technology, the Ministry of Home Affairs and related agencies to develop and instruct the implementation of IT application in combination with the ISO quality management system (Electronic ISO).

4. The Ministry of Finance

a) To record spending for IT under economic categories of the system of budget code as stipulated in the Law on Information Technology 2006, to report to competent authorities for decision to instruct ministries, agencies and localities to implement in 2016.

b) To preside and coordinate with ministries, agencies and localities to allocate funds for regular expenditures from state budget for the implementation of tasks and solutions to develop e-government.

c) To implement electronic invoicing at a national scale; including tax authorities assisting small and medium enterprises to perform electronic bills authenticated by tax authorities.

d) To continue to implement online tax filing services and electronic tax refund and coordinate with relevant agencies to deploy the online payment services of land tax, registration fees of individuals and households; to continue to improve efficiency of electronic customs systems, implement national single window mechanism in coordination with ASEAN single window mechanism, collaborate with other units to perform the exchange of information between customs agencies and state administrative agencies, commercial banks and enterprises operating in logistics, insurance and other related services.

dd) The State Treasury shall develop electronic public services serving the control of online state budget spending, which shall be deployed in five municipal cities before April 1, 2016, review and recommend on large scale deployment in 2017 and 2018; and coordinate with ministries, agencies, localities and commercial banks to accelerate the online collection of fines on administrative violations.

5. The Ministry of Planning and Investment

a) To preside and coordinate with ministries, agencies and localities to allocate funds for development investment from state budget to perform the tasks and solutions to develop e-government.

b) To preside and coordinate with ministries, agencies and localities to implement solutions to improve the rates of online business registration and investment registration with the following specific targets:

- Before January 01, 2017, the rates of online business registration shall reach 10%; online investment registration shall reach 5%;

- Before October 01, 2016, the rates of online business registration of Ha Noi shall reach 10-15%, of Ho Chi Minh City shall reach 20-30%;

- Before January 01, 2017, the rates of investment certificates granted online of Ha Noi and Ho Chi Minh City shall reach 10%.

c) To disclose all regulations on business conditions on the Enterprise Information Website and the National Public Service Portal; to review, assess and propose the abolition of redundant business conditions.

d) To provide online data and information of enterprises to relevant ministries, agencies and localities.

dd) To organize the implementation of online public procurement.

6. The Ministry of Labor-Invalids and Social Affairs

To develop a system on granting work permits to foreigners and provide guidelines for the operation of the system; to integrate the system into the National Public Service Portal, to complete before January 01, 2017.

7. The Ministry of Education and Training

a) To implement measures to improve the Human Capital Index of Viet Nam according to the evaluation methods of the UN on e-Government, to disclose the information on the Government Portal and annually actively make proposal to coordinate with relevant international organizations to promptly and fully provide these data.

b) To develop plans and guidelines for online implementation of early admission at different education levels (including university and college admissions) across the country; to develop and put into practice the education management information system.

c) To promote socialization of online training at different education levels and application of IT in teaching, learning, and electronic textbooks.

8. The Ministry of Transport

a) To develop the system and instruct the nationwide online implementation of driving licenses granting and renewal; granting or renewal of transport business licenses; granting and renewal of automobile plates and permits to operate in fixed routes; to integrate relevant information in the National Public Service Portal, to complete before June 01, 2016.

b) To promote the application of IT in infrastructure management, organization of traffic operation, toll collection, supervision and handling of violations on traffic safety and security at a national scale.

c) To coordinate with the Municipal People's Committees of Ha Noi and Ho Chi Minh City to develop systems controlling traffic signals and apply IT in traffic control in order to reduce traffic jams, as foundation for the formation of smart transport systems.

9. The Ministry of Natural Resources and Environment and the Ministry of Construction

a) To coordinate to establish information management system of land-construction; to instruct localities to utilize a common software in both land and construction; to integrate information about licensing and related procedures from local authorities about land and construction.

b) The Ministry of Natural Resources and Environment

- To implement online granting of environmental impact assessment certification and integrate the information in the Government Portal;

- To develop and instruct the nationwide implementation of online registration of land and asset use rights attached to the land, to coordinate and provide information for the implementation of tax obligations.

c) The Ministry of Construction

- To develop the system and instruct the nationwide implementation of online issuance of construction permits (permits for new construction; repair, renovation, relocation works, houses, works built not in lines; works built in lines in urban areas; religious buildings, monuments, murals; advertising works);

- To disclose nationwide planning of urban construction online; to establish information system on housing and real estate market.

- To implement online registration of land and asset use and ownership rights connected with procedures on notarization, registration of land and asset use rights attached to land and tax.

10. The Ministry of Justice

a) To promulgate regulations on electronic documents and dossiers replacing paper documents and dossiers.

b) To develop a system and instruct the nationwide implementation of online issuance of: judicial records, to complete before January 01, 2016; registration of secured transactions by movable property (excluding aircraft and ships) and public services related to nationality, to complete before January 01, 2017.

c) To implement, upgrade and complete information management system of civil status; synthesize legal documents from central to local levels; receive comments and proposals on administrative regulations and processing status and results of administrative procedures at all levels of authorities; and to register, manage electronic civil status to guarantee the establishment of a nationwide database on civil status.

d) To implement online birth and death registration

dd) To preside and coordinate with ministries, agencies and localities to review and update the national database on administrative procedures to ensure interconnectivity with the National Public Service Portal.

11. The Ministry of Science and Technology

a) To develop an online information management system of science and technology topics and projects; to implement online registration for protection of industrial property rights.

b) To preside and coordinate with the Ministry of Information and Communications to develop program and organize the implementation of research and development of IT products serving e-government.

c) To preside and coordinate with the Government Office, the Ministry of Information and Communications and other relevant agencies to guide the utilization of state budget on science and technology for IT application and duties to develop e-government.

12. The Ministry of Culture, Sports and Tourism

a) To develop a system and instruct the nationwide implementation of online issuance of permits for outdoor advertising and organization of art performances and fashion shows.

b) To implement online granting of: permits for the organization of beauty and model contests; permits for organizations and individuals to enter Viet Nam for art performances and fashion shows; notification of organization of art performances and fashion shows; permits for dissemination of musical and theatrical works composed before 1975 or works by Vietnamese residing overseas.

c) To integrate the above information in the National Public Service Portal, to complete before January 01, 2017.

13. The Ministry of Health

a) To connect the online information management system of medical services and insurance payment before January 01, 2016.

b) To develop the system and instruct the nationwide implementation of online issuance of practicing certificates before January 01, 2017.

To issue operation permits for medical clinics, online registration for circulations and registration of drug prices before January 01, 2017.

To integrate the information on practicing certificates and permit issuance mentioned above in the National Public Service Portal, to complete before January 01, 2017.

c) To develop cost norms for IT operation in medical examination and settlement of health insurance; to preside and coordinate with the Viet Nam Social Insurance Agency to incorporate costs of hospital computerization, IT operation in hospitals and electronic monitoring system into service price paid by health insurance.

d) To preside and coordinate with hospitals under the Ministry of Health and under the major cities to develop and operate the system for distant healthcare consultation, to complete before January 01, 2017.

e) To develop an electronic medical record system; information management system of immunization, infectious diseases and non-communicable diseases, for nationwide deployment before January 01, 2018.

14. The Viet Nam Social Insurance Agency

a) To preside and coordinate with relevant ministries, agencies and localities to continue reviewing and simplifying dossiers, processes and procedures for declaration of revenues and spending for social insurance, health insurance; reduce time to complete registration procedures for mandatory insurance for enterprises to 49 hours.

b) To deploy application of software supporting social insurance and health insurance filing nationwide; study, recommend and deploy the application of digital signatures for tax payment in the online declaration and payment of social insurance and health insurance.

c) To develop plans for network connection between social insurance agencies nationwide; create a centralized social insurance information system of the whole country, striving to perform electronic transactions for declaration, payment, collection and settlement of social insurance and health insurance policies.

15. The Ministry of Home Affairs

a) To effectively implement the comprehensive program of administrative reform associated with enhanced IT applications. To accelerate implementation of IT application in one-stop shop and inter-agency one-stop shop mechanisms at local state administrative agencies.

b) To strengthen the inspection, examination, strictly handling of acts of harassment, and impediment to people and enterprises in resolving administrative procedures.

c) To apply IT in recruitment examination and promotion of staff transparently, fairly and constructively, and put to use information management system of personnel and civil servants nationwide, to complete before January 01, 2017.

16. The Ministry of Industry and Trade

a) To apply IT, deploy smart electric meters in automatic meter reading (AMR), striving to develop advanced metering infrastructure (AMI). Ha Noi and Ho Chi Minh City are to complete automatic meter reading before January 01, 2018.

b) To implement online energy certification before January 01, 2017.

17. The Ministry of Agriculture and Rural Development

To develop the system and instruct the nationwide online implementation of testing of animals and animal products, veterinary hygiene inspection, phytosanitary, agricultural materials management and food safety; integrate the information in the National Public Service Portal, to complete before January 01, 2017.

18. The Ministry of Public Security, Ministry of National Defence shall promote IT application, ensure information safety and security and implement technical solutions according to assigned tasks and functions.

The Ministry of Public Security shall coordinate with the Ministry of Foreign Affairs and relevant agencies to study and develop plans and roadmap for e-visa application for individuals entering Viet Nam, to complete before January 01, 2017.

19. The Ministry of Foreign Affairs

To develop the system and instruct the nationwide online implementation of public services executed at Viet Nam representative agencies in foreign countries; to integrate information about public services in the National Public Service Portal, to complete before January 01, 2017.

20. The State Bank of Viet Nam

a) To develop the system and implement the online issuance of permits for payment service organizations providing payment services through electronic mode.

b) To upgrade interbank payment applications to meet the requirements of online tax filing taxpayers, ensuring to transform 100% of document content into digital format as prescribed by the Ministry of Finance.

21. The Government Inspectorate

a) To apply IT in the reception of citizens, complaint and denunciation handling and settlement and online disclosure of settlement and conclusion, unless otherwise stipulated by law; to integrate this information in the Government Portal, and complete before June 01, 2016.

b) To apply IT in inspection activities, combat against corruption, to complete before January 01, 2017.

22. Provincial/Municipal People's Committees

a) To allocate sufficient budget to build e-government;

b) To connect and link software managing documents of all departments, agencies and units at district and commune levels, to complete before January 01, 2017.

c) To deploy online provision of public services under guidance of relevant ministries and agencies to integrate in the National Public Service Portal.

Ha Noi People's Committee shall upgrade the system, Ho Chi Minh City People's Committee shall complete the development of traffic signal control systems and IT application in traffic control to reduce traffic congestion time, which shall act as the foundation for the establishment of an intelligent transport system; to complete before January 01, 2017.

23. The Viet Nam Chamber of Commerce and Industry, business associations and professional associations

a) To conduct surveys, independent studies, periodical assessment of the implementation quality of administrative procedures, online provision of public services, to propose recommendations to the Government. To study on credit ratings of the business community on ministries, agencies and localities in online provision of public services.

b) To participate in and collaborate with the investor community to understand problems, difficulties and shortcomings in the implementation of administrative procedures and provision of public services, to reflect them to the competent authorities for timely consideration and solutions.

c) To coordinate with ministries, agencies and business associations to support enterprises involved in the implementation of IT service leasing in state agencies.

d) To collect comments from enterprises on policies of ministries, agencies and localities and disclose them to the mass media.

V. ORGANIZATION OF IMPLEMENTATION

1. Ministers, heads of ministerial-level agencies, Government agencies and chairmen of provincial/municipal People's Committees shall be personally responsible before the Government and the Prime Minister on results of IT application of their agencies; to assign a deputy head directly responsible for the implementation of IT application and development.

2. Ministries, agencies and localities

a) To study and identify methodology, calculation approach and implication of online public services and e-government indexes of the UN. To focus on the thorough instruction, aggressive, flexible and effective execution of the tasks and measures outlined in this Resolution and relevant Directives and Resolutions of the Party and the National Assembly; to held responsibility before the Government and the Prime Minister on the implementation of this Resolution in assigned areas.

b) To develop detailed action plan on the development of e-government of each ministry, agency and locality; which clearly defines objectives, tasks, progress, and units to preside over and expectation of steps taken for improvement of functional fields and assigned tasks, to have detailed plan on the issuance of legal documents amending current legislation, with expected achievements by timeline and a clear analysis of the consequences incurred.

c) To regularly inspect and monitor the progress and results of the implementation of plans on IT application and online provision of public services of ministries, agencies and localities; to have appropriate, timely and flexible solutions to address new problems arise; to recommend and propose solutions for appropriate and efficient direction and administration.

d) To review inter-sectorial targets, clearly identify specific tasks and targets of agencies, while strengthening coordination with other relevant ministries, agencies and localities to implement effectively the goals and tasks set out in this Resolution; clearly define functions, duties, responsibilities and authority of each agency and individual in the implementation.

e) To submit quarter reports evaluating implementation progress and results of this Resolution to the Government Office and the Ministry of Information and Communications for synthesis and report to the Prime Minister.

3. The Government Office

a) To preside and coordinate with the Ministry of Information and Communications and relevant authorities to organize the development of e-government and deployment of solutions mentioned in this Resolution.

b) To preside and coordinate with the Ministry of Information and Communications, ministries, agencies and localities to implement the inspection, monitoring and review of the implementation of this Resolution and report to the Government at the last regular meetings every quarter. Implementation results of this Resolution shall be used to evaluate performance quality of each ministry, agency and locality at the regular meeting in December every year of the Government. /.
