VN, Canada agree to set up framework of comprehensive partnership

On November 8, right after the official welcoming ceremony,  PM Phuc held talks with his Canadian counterpart Justin Trudeau. 

At talks, the two leaders expressed their satisfaction at the positive developments in the friendly relations between Viet Nam and Canada in various areas.

They reached consensus to realize contents in the comprehensive partnership framework across politics-diplomacy, trade-investment, development, education-training, national defense-security and science-technology; closely work at international and regional forums including the UN, APEC, as well as Francophonie.  

On behalf of the Government and people of Viet Nam, PM Phuc thanked the valuable support of Canada in national building and development; praising the contributions to the two countries’ diplomatic ties made by late Prime Minister Pierre Trudeau, Justin Trudeau’s father. 

The host leader stressed that over the past more than two decades, Canada has always been among the top suppliers of official development assistance (ODA) to Viet Nam, and asked for the country’s further supply of this capital source, especially for poverty reduction, climate change response, agriculture and sustainable growth, and support for Viet Nam’s access to preferential loans after 2017. 

PM Phuc recommended Canada recognize Viet Nam as a market economy soon, further open the market to Vietnamese goods and provide more support for the Vietnamese community.  

In reply, PM Justin Trudeau praised Viet Nam’s socio-economic achievements. He affirmed that Viet Nam is an important partner of Canada in the region.  

The guest leader committed to supporting Viet Nam in climate change response and promotion of sustainable development via the implementation of the 2030 United Nations Agenda for Sustainable Development. 

PM Justin Trudeau pledged to expand academic exchange via establishing partnerships and student exchange programs between the two countries’ educational establishments.  

Regarding regional and global issues of shared concern, the two leaders expressed support to ensuring maritime and aviation security, safety and freedom in the East Sea, the peaceful settlement of disputes in the East Sea, full respect for diplomatic and legal processes, and international law, as well as promotion of ocean use for peaceful purposes, environmental and marine ecological protection.
