Obstacles of DECREE 116 to be REVIEWED next week

The meeting will be attended by diplomats from the US, Japan, the Republic of Korea and the European Union and representatives of local and foreign business associations.

The Government Office expects to hear complaints about the two documents as well as ideas to address obstacles emerging from the implementation of the documents.

The Government on October 17, 2017 issued Decree No. 116/2017/ND-CP stipulating conditions for auto production and trading.

Earlier this year, the Ministry of Transport promulgated Circular 03/2018 on technical and environmental safety inspection of imported auto vehicles to guide the implementation of the Decree 116.

Minister-Chairman Dung said he had received the review requests from some Embassies and businesses at the Government press conference on February 2.

Businesses complained about regulations on quality certification by competent agencies and organizations of foreign countries, and on car batch testing and inspection.

After a few days of promulgation of Decree 116, the Viet Nam Automobile Manufacturers Association (VAMA) sent a statement to the Prime Minister and relevant authorities, in which it mentioned that its members will be severely affected by the new regulations.

Regarding quality certification, VAMA said quality certificate does not exist in many countries. Some countries apply self-certification while some others grant this certificate, but the system of standards and registry is not the same as that in Viet Nam. Therefore, the Viet Nam Register may not accept due to differences.

Moreover, VAMA said that this regulation does not mean much because the Viet Nam Register has strictly implemented an inspection and testing procedures in order to strictly control quality.

Regarding car testing and inspection, VAMA said vehicles of the same type will be forced to retest, just because they are in different shipments, thus the provision does not mean quality, only extends clearance time and wastes social costs./.
