PM requests guidelines for Decree 131/2006/NĐ-CP on ODA management and use

Mỹ Thuận Bridge – an ODA-funded project

- The Ministry of Planning and Investment is responsible for issuing documents guiding the implementation of Decree 131/2006/NĐ-CP; the system of priority criteria to mobilize and distribute ODA by sector, field and locality; procedures and process to set up the List of ODA Programs and Projects; adopt models of funding, including the new ones, suitable to specific characteristics of each sector, field and locality; statutes of functions, duties and organizational structure of the ODA Project Management Units; the regime of reporting and consistent report forms on ODA; and the mechanism to supervise and assess ODA projects.

- The Ministry of Finance is in charge of issuing documents detailing the regime of financial management over ODA projects; and tax policy towards them.

- The Ministry of Foreign Affairs will coordinate with the Ministry of Justice and relevant agencies to issue documents guiding the signing and realization of international conventions on ODA.

The PM requested that, within a maximum six months of Decree 131/2006/NĐ-CP coming into effect, the concerned ministries shall issue the above-mentioned documents, which should be clear,  concise in line with the spirit of administrative reform, easy to implement, suitable to the nature of ODA projects and accordant with international conventions on ODA.
