Scope of application for corporate bond issuance

Question: What is scope of application as stipulated on Decree 163?

Answer:

Decree 163 replaces Decree 90/2011/ND-CP dated October 14, 2011 of the Government ("Decree 90").

Besides bond issuing enterprises as join stock companies and liability limited companies, objectives of Decree 163 is extended to organizations and individuals related to bond issuance activities by enterprises.

Enterprises issuing bonds to the market include (i) enterprises operating in the sectors of securities, banking and lottery, (ii) enterprises issuing bonds to the international market and (iii) state enterprises.

Decree 163 shall take effect as from February 1, 2019./.
