PM orders administrative procedure simplification

He ordered a reduction of unnecessary business conditions and specialised inspections, along with a focus on refining legal institutions, revising outdated documents, and improving the quality and efficiency of law enforcement towards the socialist-oriented market economy.

The PM urged the Ministry of Justice to issue a set of criteria for monitoring and evaluating the efficiency of law enforcement of ministries, sectors, and localities.

According to reports at the conference, the Ministry of Home Affairs had provided consultation to the Government’s Steering Committee for Administrative Reform in compiling the Public Administration Reform Index (PAR Index) and the Satisfaction Index of Public Administration Services (SIPAS) in 2017.

In the third quarter of 2018, the ministry coordinated with relevant agencies to conduct a survey on over 30,000 individuals and businesspeople to serve the determination of the SIPAS in 2018.

At present, 39 localities have built provincial public administration centres to handle such procedures for their communities.

The Steering Committee for Administrative Reform has assisted the Government in issuing decrees on the functions, tasks, power and organisation of 18 ministries, four ministerial-level agencies and six agencies under the Government. The work has contributed to streamlining the apparatus of many ministries, and reduced 40,500 persons on the payroll.–VNA
