RESOLUTION

THE GOVERNMENT’S REGULAR MEETING – JULY 2019

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in July 2019, held on August 01, 2019,

DECIDES

1. Regarding the implementation of the Government’s Resolutions No. 01/NQ-CP, No. 02/NQ-CP and the socio-economic situation in the first 6 months of 2019

The Government agreed that: The socio-economic situation in July and the first 7 months of 2019 continued with positive changes. Macroeconomic stability was maintained; inflation was kept under control; the average consumer price index (CPI) in the first 7 months grew by 2.61%, the lowest rate over the past three years. Monetary market, credit, exchange rate and base interest rate were relatively stable. The major balances of the economy were guaranteed. State budget revenue reached about 63.2% of the whole year’s plan, up 11.9%. Export was estimated at over US$145 billion, up 7.5%, in which that of the domestic sector increased by 12.2%, higher than the foreign direct invested sector (5.6%). Trade surplus reached US$1.8 billion. Disbursed FDI was estimated at US$10.6 billion, up 7.1%; the total value of capital contribution and share purchase of foreign investors increased by 77.8%. Industrial production grew by 9.4%, of which the processing and manufacturing industry increased by 10.7%. Despite numerous difficulties, agricultural production observed positive changes. Specifically, the fisheries sector continued to maintain a good growth, up 5.6% year-on-year. Total retail sales of consumer goods and services augmented by 11.6%. The number of international visitors increased by 7.9%. A number of Viet Nam’s tourist destinations were voted as the top tourist destinations in Asia and the world. Business investment environment continued to improve. Viet Nam climbed up three places on the Sustainable Development Goal (SDG) Index in 2019, to 54th out of 162 countries and territories and 2nd in ASEAN region. The country also jumped three spots to the 42nd position out of 129 world economies and ranking 3rd in the ASEAN region in the Global Innovation Index (GII). Viet Nam continued to maintain its momentum in the Purchasing Managers Index (PMI), among the leading ASEAN countries. The whole country had 79.3 thousand newly registered enterprises, an increase of 4.6% in terms of number and an increase of 29.6% in terms of registered capital. The number of enterprises returning to operation increased by 29.9%. Activities to celebrate the 72nd anniversary of the War Invalids and Martyrs’ Day (July 27, 1947 - July 27, 2019) were properly organized by all levels and branches and were well-received by both the political system and the social community to honour, in a appreciative and practical manner, the great merits of the heroic martyrs, war invalids, soldiers, families of martyrs and people with meritorious services to the revolution. This demonstrates the moral national tradition of “when drinking water, remember its source”. Tasks on social security, job creation, poverty reduction, healthcare, education, environmental protection, media information received due attention and achieved good results. National defense, security, social order and safety were guaranteed. Due attention was paid to foreign affairs.

Besides the above-mentioned achievements, the economy still faced with a number of shortcomings and limitations, many risks and challenges. World economic growth, trade, investment tended to decline and US-China trade tensions remained complicated. Meanwhile, geopolitical risks, climate change and epidemics continued with unpredictable developments. The potential risk of high inflation was still looming. Industrial production slows down over the same period last year. Agricultural production still encountered many difficulties. Prices of a number of key export agricultural products decreased. The African hog cholera outbreaks had caused great damage. Hot weather and droughts prolonged in many provinces. Riverbank landslides in the Mekong River Delta region was relatively complicated. Disbursement of public investment capital remained slow, especially ODA and Government bond capital. Equitization and divestment of state capital were slow. Smuggling and trade frauds were still rampant. A number of problems causing social concerns such as: increasing occurrence of serious traffic accidents, rapid dengue escalation, multi-level investment scams related to virtual money, illegal methamphetamine, online gambling, etc.

The Government requested ministries, agencies and localities to continue to thoroughly abide by and strictly implement the directions of macroeconomic management, inflation control, and growth promotion; utilize opportunities and advantages, rapidly overcome shortcomings and weaknesses, difficulties and challenges, and strive to fulfill the targets and objectives of the 2019 plan. Specifically, the Governments aimed for a GDP growth rate of 6.8% and an inflation ratio of less than 4%. Each Minister, head of agency, Chairman of the People's Committee of provinces and centrally-run cities shall drastically direct the effective implementation of Resolutions of the Party Central Committee, the National Assembly and the Government, especially Resolutions No. 01/NQ-CP and 02/NQ-CP dated January 1, 2019, Resolutions of the Government’s regular meetings, Directive No. 09/CT-TTg dated April 1, 2019 and documents of the Prime Minister. The Government requested inferior levels to regularly monitor, analyse and assess the global and domestic situations to provide flexible responses, avoid passiveness and unpreparedness. Attention must be paid to implementing the following contents in a drastical and effective manner:

- Ministries and agencies shall focus on reviewing and removing obstacles, speeding up the implementation of the tasks of economic restructuring, focusing on restructuring the 03 key areas: public investment, state-owned enterprises and credit institutions; promptly remove difficulties and obstacles, proactively propose to the Government and the Prime Minister solutions to address overlaps, inconsistency and ambiguity of legal provisions, mechanisms and policies; develop a legal framework to manage and facilitate the development of innovative activities, new business models in the fourth industrial revolution such as digital economy, shared economy, electronic payment, virtual assets, virtual money, etc.; review and remove barriers related to business investment conditions in line with Directive No. 20/CT-TTg dated July 13, 2018 of the Prime Minister on strengthening the reform of specialized inspection activities by reducing and simplifying business conditions to continue to improve and create an open and equal investment and business environment.

- The State Bank of Viet Nam shall continue proactive and flexible monetary policies in close association with other macroeconomic policies, ensure to control inflation within the set target, foster credit growth within an appropriate level coupled with credit quality control to meet capital needs for economic development, and fortify the State foreign exchange reserve in accordance with the actual country’s conditions. The State Bank of Viet Nam shall continue drastic restructuring and handling of bad debts of the credit institution system, especially weak credit institutions; coordinate closely with relevant ministries, agencies and localities in the implementation process to ensure system safety. It shall promote the development of non-cash payment, especially bank payment for public services, advise the Steering Committee for anti-money laundering to implement multilateral evaluation of the Asia-Pacific Group on Money Laundering (APG) for Viet Nam, and work closely with relevant ministries and agencies to properly prepare for the APG's multilateral evaluation missions.

Ministries and agencies shall urgently and timely fulfil tasks assigned in the National Action Plan to resolve the risks of money laundering and terrorism financing in the 2019-2020 period issued together with Decision No. 474/QD-TTg dated April 30, 2019 by the Prime Minister. Ministries and branches were requested to provide the State Bank of Viet Nam additional information, data and documents to prove the effectiveness of the prevention and combat against money laundering and terrorism financing, which will be added to complete Viet Nam's reports APG multilateral evaluation team.

- The Ministry of Finance will properly organize the implementation of tasks on State budget collection in 2019, striving to outperform the budget revenue goals; tightly manage state budget expenditures in an economical manner and in accordance with current regulations. The Ministry shall expeditiously finalize the scheme on expanding tax bases and combating erosion of state budget revenues; guide the implementation of the Decree on the use of electronic invoices for sale of goods and services; effectively adopt the National Single Window and the ASEAN Single Window to facilitate trade; coordinate with the Ministry of Industry and Trade and provinces to promote combat against smuggling, trade frauds and fake goods. The Ministry of Finance shall study and develop a legal foundation to address problems in the rearrangement and settlement of houses and land under state ownership at subsidiaries of equitized state-owned enterprises. The Ministry shall develop a draft report assessing performance of the state budget in 2019 and the state budget estimation in 2020 and submit it to the Government in August 2019. The Ministry of Finance shall effectively implement solutions to promote the development of the stock market, strengthen the management of indirect foreign investment in the stock market, and encourage the development and strict management of the corporate bond market.

- The Ministry of Planning and Investment shall review growth motivations in 2019, promptly propose appropriate solutions to ensure achievement of the growth target. The Ministry shall report to the Prime Minister a plan on the allocation of the remaining public investment plan of 2019; summarize proposals of ministries, branches and provinces, fulfill procedures to adjust budget from slow disbursement projects to projects that need additional capital or projects that have completed the disbursement of their assigned budget to accelerate the implementation and disbursement progress. The Ministry of Planning and Investment was requested to chair and coordinate with the Ministry of Finance to propose solutions to speed up the disbursement of public investment capital in 2019. The Ministry of Planning and Investment shall quickly organize and direct the application of the Law on Public Investment in 2019, develop a medium-term public investment plan in the 2021 - 2025 period, focusing on drafting the Resolution of the Standing Committee of the National Assembly explaining some articles of the Law on Planning. The Resolution shall be submitted to the Standing Committee of the National Assembly for consideration and issuance (at the 36th session) to quickly remove difficulties in implementing the Law on Planning, to support urge, guide and remove problems for ministries, branches and provinces in the implementation of the Law on Planning to speed up the formulation of national and provincial planning in the 2021-2030 period. The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Finance, relevant ministries and agencies to develop a draft Report on socio-economic situation in 2019 and a Socio-economic Development Plan to be submitted to the Government in August 2019. The Ministry was requested to submit to the Prime Minister a draft Directive on the growth of key economic regions including measures to screen and attract foreign investment to overcome the problems of unregistered investment.

- The Ministry of Industry and Trade shall actively apply measures to expand official export markets, prevent dumping of foreign products into the domestic market, strengthen inspection, control, strictly handling acts of evading trade defense measures, especially frauds of goods origin. The Ministry of Industry and Trade shall expeditiously implement solutions to promote e-commerce development, coordinate with the State Bank of Viet Nam to deploy the application of appropriate electronic payment methods, coordinate with the Government Office to complete and submit to the Government draft decrees guiding the Law on Competition for consideration and issuance. The Ministry was requested to, according to their competence, promptly remove difficulties and obstacles or report to competent authorities to speed up the completion and putting key industrial and energy projects into operation. The Ministry of Industry and Trade shall  preside and coordinate with the Ministry of Foreign Affairs to develop and implement a Plan to strengthen the mobilization of the EU and EU member states to soon ratify free trade agreements. It shall study and propose a specific mechanism for key and urgent electricity projects to unravel difficulties in deploying investment in power sourcing and transmission grid projects, identify a priority solution to integrate solar and wind power into the national grid, urgently set up the Power Development Plan VIII and report to the Prime Minister.

- The Ministry of Agriculture and Rural Development shall continue to coordinate with provinces to drastically and effectively implement solutions to control and put a stop to the African hog cholera outbreaks, actively deploy measures to prevent and fight forest fires. The Ministry shall strengthen irrigation and disaster prevention, implement measures to prevent droughts and saline intrusion to safeguard agricultural production. The Ministry of Agriculture and Rural Development shall study and propose solutions on rice purchase to ensure social security and improve rice prices, guide provinces to restructure the livestock sector, diversify livestock products, foster the development of ruminant, poultry and aquaculture production, etc. to compensate for the infected meat and ensure sufficient food supply serving domestic consumption and export demand.

- The Ministry of Culture, Sports and Tourism shall strengthen the promotion of tourism, implement solutions to reorganize international tourists by locations to better manage quality of tourist destinations, tourist routes, improve tourism efficiency and added value while ensuring sustainable development. The Ministry was assigned to identify measures to manage zero-dong tours, prevent tax evasion, and properly prepare for the 2020 Olympic Qualifying Tournament and the 2021 Southeast Asian Games.

- The Ministry of Labor, Invalids and Social Affairs shall urgently finalize the draft (revised) Ordinance on Preferential Treatment of Revolutionary Activists and submit it to the National Assembly Standing Committee in December 2019. The Ministry shall hold responsibility for guiding provinces to develop plans to effectively implement housing support policies for people with meritorious services, ensure that by the end of 2019, people with meritorious services to the revolution being poor households shall be classified as poor households. The Ministry shall focus on checking the implementation of National Target Programs for New Rural Development and Sustainable Poverty Reduction, and coordinate with the Ministry of Planning and Investment to study and develop a project to improve Vietnamese labour skills.

- The Ministry of Health shall strengthen the application of measures to prevent and combat epidemics, especially the dengue outbreaks, promote the implementation of the Viet Nam Health Program, accelerate the deployment of autonomy mechanism in health clinics in association with supervision and improvement of health service quality while fortifying and strengthening grassroots healthcare associated with primary healthcare to serve the people.

- The Ministry of Home Affairs shall coordinate with the Government Office continue to collect comments, finalize the draft Decree promulgating the organization of professional agencies under the provincial and district People's Committees and submit it to the Government for consideration and promulgation. In addition, the Ministry shall continue to arrange the district and commune administrative units to ensure strict and scientific reorganisation.

- The Ministry of Natural Resources and Environment shall enhance the quality of natural disaster forecast and warning, strengthen the inspection and control of environmental protection, strictly handle violations, study solutions to limit plastic waste and encourage the use of environmentally friendly materials, quickly review, propose and report to the Government solutions to remove problems in the implementation of the Law on Land and relevant regulations to accelerate the implementation of investment projects.

- The Ministry of Transport shall direct to accelerate the preparation of the North-South expressway project, proactively propose solutions to remove difficulties and obstacles, speed up the construction of the Trung Luong - My Thuan expressway, coordinate with the Ministry of Planning and Investment in appraising the Feasibility Study Report of the investment project for construction of Long Thanh International Airport, Phase 1 following the direction of the Prime Minister in Document No. 935/TTg -CN dated August 1, 2019 and submit it to the Prime Minister as soon as possible. The Ministry of Transport shall coordinate with the Ministry of Public Security to strengthen force to ensure traffic order and safety and prevent traffic congestion.

- The Government Inspectorate shall monitor and strictly implement Directive No. 20/CT-TTg dated May 17, 2017 of the Prime Minister on reorganizing inspection and examination of enterprises, foster publicity and transparency of inspection conclusions, post-inspection handling decisions, implementation results of conclusions, recommendations and post-inspection handling decisions. The Government Inspectorate shall promote anti-corruption activities, especially "petty corruption”, harassment and negative behaviours in state agencies.

- Heads of the local Party Committees and authorities shall spend time directly dialoguing with the people to proactively solve problems at root, prevent hot spots arising and causing social disorder.

- The Ministry of National Defense shall continue to closely monitor the situation, strengthen coordination with relevant ministries and agencies to exchange information, take initiative in planning, prevent passiveness and unpreparedness in any situation, safeguard the country’s sovereignty at border areas and islands. The Ministry shall preside over and coordinate with the State Bank of Viet Nam and the Ministry of Justice to urgently propose a draft Decree on prevention and combat against the proliferation of weapons of mass destruction and report it to the Prime Minister.

- The Ministry of Public Security shall strengthen their forces to closely monitor the situation, implement plans to ensure the utmost security and order of important political events of the country, defeat all conspiracies and activities of hostile forces, reactionaries and criminals, prevent passiveness and unpreparedness. The Ministry shall strengthen measures to ensure traffic order and safety, prevent and combat traffic congestion and fire accidents, promote investigation of money laundering and terrorism financing, coordinate with the Supreme People's Procuracy and the Supreme People's Court in coordinating and exchanging information for investigation, prosecution and trial of money laundering crimes and terrorism financing serving APG multilateral evaluation.

- The Ministry of Foreign Affairs shall properly organize high-level foreign activities of Party and State leaders, promote information and communication serving diplomatic relations, work closely with the Ministry of Industry and Trade promote the earliest ratification of the EVFTA and accelerate FTAs ​​under negotiation.

- The Ministry of Information and Communications shall urgently submit to the Prime Minister to issue a Directive on promoting the development of Vietnamese technology enterprises, focus on completing and submitting to the Government a draft Decree on managing, connecting and sharing digital data, a draft Decree on electronic identification and authenticity, and a Program on National Number Conversion. The Ministry shall expeditiously coordinate with the State Bank of Viet Nam to accelerate the progress of the pilot electronic payment application on mobile subscribers (Mobile Money), direct to ensure network safety and security serving direction and administration of public authorities at all levels. The Ministry shall request news agencies and/or newspapers to provide timely and comprehensively information, fight against communication of false information by hostile forces. The Ministry of Information and Communications shall assume the prime responsibility for and coordinate with the concerned ministries and agencies in raising the quality of information and communication and promptly denying negative, poisonous and untrue information which could create social consensus.

- Ministries, agencies and localities shall properly implement Directive No. 20/CT-TTg dated July 29, 2019 on medium-term public investment planning for the 2021-2025 period; Directive No. 17/CT-TTg dated June 27, 2019 of the Prime Minister on the development of the 5-year financial plan for the 2021 - 2025 period and Directive No. 16/CT-TTg dated June 25, 2019 on the development of the socio-economic development plan and state budget estimates in 2020. They were requested to actively participate in the drafting of the 10-year socio-economic development strategy in 2021-2030 and 5-year directions and tasks in 2021-2025, serving the 13th National Party Congress. The Government also requested to develop National planning, regional planning, provincial planning in the 2021-2030 period, with a vision to 2050 in accordance with the Law on Planning.

2. Regarding problems in investment activities of state-owned enterprises under the Committee for Management of State Capital at Enterprises

The Ministry of Planning and Investment was assigned to assume the prime responsibility for and coordinate with the Committee for Management of State Capital at Enterprises and concerned ministries and agencies in studying and elaborating a draft Government’s Resolution to remove obstacles in investment activities of state-owned groups, corporations and enterprises under the Committee for Management of State Capital at Enterprises. This shall be reported to the Prime Minister before August 25, 2019.

3. Regarding the Overall Scheme on Investment in Socio-economic Development in Ethnic Minority and Mountainous Areas

The Government unanimously agreed with the main contents of the Overall Project on Investment in Socio-economic Development in Ethnic Minority and Mountainous Areas submitted by the Committee for Ethnic Minority Affairs.

a) The Committee for Ethnic Minority Affairs was assigned to:

- Assume the prime responsibility for and coordinate with the Government Office and relevant ministries and agencies to collect comments of Government members, complete the Project, the draft Resolution of the National Assembly and supplementing documents. Accordingly, the official name of the Scheme shall be Overall Scheme on Investment in Socio-economic Development in Ethnic Minority and Mountainous Areas; Project scope shall be communes in ethnic minority and mountainous areas; Policies shall be integrated into a National Target Program on socio-economic development in ethnic minority and mountainous areas, which will be implementated from 2021. This shall be reported to the Prime Minister before the Minister-Chairman of the Committee for Ethnic Minority Affairs was authorized by the Prime Minister to report on behalf of the Government to the Standing Committee of the National Assembly and the National Assembly according to regulations.

- Assume the prime responsibility for and coordinate with concerned ministries and agencies in formulating a scheme reviewing, reorganizing and adjusting public non-business units related to ethnic minority affairs directly under the Committee for Ethnic Minority Affairs and report to the Prime Minister.

b) The Ministry of Home Affairs was assigned to assume the prime responsibility for and coordinate with the concerned agencies in studying and proposing solutions to address petitions to assign the Committee for Ethnic Minority Affairs to monitor, rearrange and stabilize the population of ethnic minority households; appraise ethnic policies and socio-economic development policies applicable to extremely difficult communes; monitor and manage regional ethnic boarding schools, regional ethnic preparatory colleges, proposed selection system, some cultural and art schools, ethnic museums typical for regions and ethnic groups. The Ministry of Home Affairs shall hold responsibility for reporting to the Prime Minister for consideration and decision-making.

4. Regarding performance of the assigned tasks and inspection results in July of the Prime Minister's Working Group

a) Regarding performance of the assigned tasks:

Ministries, agencies and localities have actively carried out the tasks assigned by the Government and the Prime Minister, especially Projects in the Work Program and tasks related to institutional improvement, growth promotion and difficulty and obstacle removal for businesses. For complicated tasks, if facing difficulties and arising obstacles, they were requested to actively advise and propose to competent authorities appropriate solutions to ensure the set quality and progress, striving to prevent any delays.

b) Regarding law- and ordinance-making and issuance of detailing regulations:

- Ministers and heads of ministerial-level agencies shall directly direct the formulation of legal documents, especially draft laws and ordinances, which had been included in the Making Program of Laws and Ordinances and detailing documents. They were requested to, according to their respective competence, strengthen discipline and order, focus on speeding up the finalization, submission and issuance of documents detailing laws and ordinances that had been in effect in August 2019 and at the same time, take initiative in planning to build 61 documents detailing the laws effective from January 1, 2020 according to their assigned tasks, not to generate new document backlogs.

- The Ministry of Justice and the Government Office shall continue to monitor and urge the implementation of the Law- and Ordinance-Making Program for 2019 and 2020; according to their competence, develop, submit for promulgation or promulgate detailing legal documents; promptly advise the Government and the Prime Minister on solutions to speed up the drafting, submission and promulgation of laws, ordinances and detailing documents.

c) Regarding the inspection results of the Working Group:

- The Working Group was assigned to continue to monitor, urge and inspect the implementation of the tasks assigned by the Government and the Prime Minister, focusing on checking the development of laws, ordinances and detailing documents as well as the tasks assigned in the Resolutions of the Government’s regular meetings.

- Regarding e-Government development, the Steering Committee for E-Government and e-Governments of ministries, branches and provinces shall focus on directing the implementation of the National Committee’s operation plan in the last 6 months of 2019 on E-Government issued together with Decision No. 125/QD-UBQGCPDT dated July 23, 2019 of the Chairman of the National Committee and conclusions of the Prime Minister at the Online Conference of the National Committee on E-Government on July 23, 2019. Ministries and agencies shall review and evaluate performance of online public services at levels 3 and 4 and report to the Government Office before September 15, 2019 to synthesize and report to the Prime Minister to select essential public services for the people and businesses. These services shall be integrated into the National Public Service Portal. Provinces shall promote the application of a modern and smart e-government to serve the people and businesses in accordance with the practical conditions of each province while ensuring their information network security, avoiding wasteful and unconcentrated investment.

5. Regarding amendments and supplements to Resolution No. 51/NQ-CP of the Government on the evaluation of the state budget restructuring and public debt management of ministries, agencies and provinces

The Government unanimously agreed to amend Clause 3, Section III of Resolution No. 51/NQ-CP dated June 19, 2017 of the Government promulgating the Government's Action Program for the implementation of Resolution No. 07-NQ/TW dated November 18, 2016 of the Politburo at the request of the Ministry of Finance as follows: Assign Ministers, Heads of ministerial-level agencies, Heads of Government-attached agencies and Chairmen of People's Committees of provinces and centrally-run cities, according to their assigned functions and tasks, to continue to effectively implement the assigned objectives, tasks and solutions in Resolution No. 51/NQ-CP, synthesize the restructuring results of the state budget and public debt management of the respective ministries and agencies, report to the Ministry of Finance and the Ministry of Planning and Investment to synthesize and report on public finance, state budget and public investment annually, every 3 and 5 years. These reports shall be submitted to competent authorities in accordance with the Law on State Budget and the Law on Public Investment.

6. Regarding the plan to develop legal documents on pilot development mechanisms and policies of Da Nang City

The Government unanimously agreed on the drafting of the National Assembly's Resolution on the development of Da Nang City by 2030, with a vision to 2045 to be supplemented to the Law- and Ordinance-Making Program in 2019.

The Ministry of Planning and Investment was assigned to assume the prime responsibility for and coordinate with the Da Nang City People's Committee, the Ministry of Justice, the Ministry of Finance, the Ministry of the Home Affairs, the Ministry of Transport and related ministries and agencies to complete the proposal to build a draft Resolution, and send it to the Ministry of Justice.

The Minister of Justice was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee and the National Assembly on the addition of the National Assembly's Resolution on the development of Da Nang City by 2030, with a vision to 2045 to the Law- and Ordinance-Making Program in 2019.

7. Regarding the proposal to develop a Decree on transforming non-business units into joint-stock companies

The Government unanimously agreed with the policies in the proposal to develop a Decree on transforming non-business units into joint-stock companies of the Ministry of Finance.

The Ministry of Finance was assigned to assume the prime responsibility for and coordinate with the concerned ministries and agencies in elaborating this Decree and submitting it to the Government in December 2019 for promulgation and replacing Decision No. 22/2015/QD-TV dated June 22, 2015 of the Prime Minister.

The Ministry of Planning and Investment was assigned to stipulate the list of industries and sectors and the ratio of state shares when transforming public non-business units into joint-stock companies upon the revision of Decision No. 31/2017/QD-TV dated July 17, 2017 on criteria, list of industries and sectors having public non-business units transformed into joint-stock companies.

8. Regarding the draft Resolution of the National Assembly on taxpayers unable to pay tax debts

The Government unanimously agreed with the comments of the National Assembly Standing Committee on the draft Resolution proposed by the Ministry of Finance.

The Ministry of Finance was assigned to assume the prime responsibility for and coordinate with the Ministry of Justice in finalizing the dossier and sending it to the Ministry of Justice.

The Minister of Justice was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly on the addition of the National Assembly’s draft Resolution into the Law and Ordinance-Making Program in 2019 in accordance with the reduced order and procedures. This followed the conclusions of the Standing Committee of the National Assembly in Notice No. 2667/TB-TTKQH dated March 19, 2019 of the General Secretary of the National Assembly./.
