Under the master plan, by 2025, an average income of ethnic minority people would increase by two-fold in comparison with that in 2020.

Poverty rate would be cut by over 3%. 100% of communes would have highways to commune centers. 100% of schools, classrooms, and clinic centers will be built solidly. 99% of households will get access to the national power grid. 90% of households will use hygienic water. 100% of population will have accesses to television and radio channels.

The plan aims to evacuate 60% of ethnic minority groups in far-reaching, remote, and vulnerable flood and landslide areas to safer places.

The NA targets to reach the rate of under-five-year-old kindergarten school coverage of 98%; primary school coverage of 97%; high-school coverage of over 60%.

By 2030, an average income per capita of ethnic minority people would account for a half of national one. Poverty rate will be cut to under 10%./.
