Laws take effect since 2020

The Law on Public Investment 2019, coming into force since January 1, 2020, has some new amendments in spheres of the public investment resources, promoting decentralization for localities in deciding public investment projects, vigorously reforming method of planning and enhancing openness and transparency in public investment activities. 

The Law on Crop Production regulates many fields from plant varieties, fertilizers, cultivation, harvest, trading, preliminary processing, processing, preservation, export and import.

The Law on Animal Husbandry, taking effect since January 1, 2020, includes eight chapters and 83 articles, defining animal husbandry activities, rights and obligations of organizations and individuals in animal husbandry activities and State management on animal husbandry. 

The Law on Execution of Criminal Judgments prescribes the principles, order, procedures, organization, tasks and powers of agencies and individuals related to execute judgments and decisions on imprisonment penalties and among others. 

The Law on Alcohol Harm Prevention includes articles aim to reduce the consumption of wine and beer and ban anyone from driving after drinking any amount of alcohol as well as prohibit the acts of inciting, provoking, inducing or forcing others to drink alcohol or beer.

Other laws will come into force in 2020 consist of the Law on amending and supplementing three articles of the Law on Management and Use of Weapons, Explosives and Supporting Equipment, the Law on Protection of State Secrets, the Law on Education, the Law on Library and the law amending and supplementing some articles of the Law on Organization of the Government and the Law on Organization of the Local Government. 

The Law on Militia and Self-Defense Forces and the Revisions to the Law on Entry, Exit, Transit and Residence of Foreigners in Viet Nam, the law amending and supplementing some articles of the Law on Cadres and Civil Servants and the Law on Public Employees, the Law on Military Reserve Force and the law amending and supplementing some articles of the Law on State Audit also take effect this year.
