Party Central Committee’s 13th plenum wraps up

High on the plenum’s agenda included socio-economic performance in 2020, socio-economic development plan for 2021, and personnel work for the 13th National Party Congress.

The participants also scrutinized draft documents to be submitted to the 13th National Party Congress and introduced potential candidates for the positions of Minister of Science and Technology and Minister of Health, and studied many major issues.

In his closing remarks, Party General Secretary and State President Nguyen Phu Trong said the Party and State should remain vigilant in the fight against the COVID-19 pandemic while sharpening the focus on policies and measures to restore business and production activities and regain growth momentum.

The economy expanded 2.12% in the first nine months, ranking among top 16 most successful emerging economies in the world amid the COVID-19 pandemic.

The country posted a trade surplus of US$17 billion in the reviewed period while foreign reserve rose to about US$93 billion, according to the top Vietnamese leader.

Trong urged relevant authorities to concentrate on the disbursement of public investment capital, mobilize all resources for economic development, and provide support to businesses and workers adversely affected by the pandemic.

Enterprises and local people need to be given favourable conditions to develop businesses and the domestic market, he said, adding that start-ups and innovation must be given a push.

The top leader also asked the banking sector to settle bad debts and poorly-performing commercial banks, and improve the level of safety and trust at credit organisations.

He stressed the need to strengthen analysis of the pandemic situation as well as domestic and global socio-economic outlook in the rest of the year and beyond and work out orientations and measures to advance the development of major industries and sectors.

Regarding the draft political report and draft reports on the socio-economy and Party building, he affirmed the necessity to build a strong, pure, and effective political system in addition to improving the Party’s leadership capacity.

The leader emphasized the importance of building a contingent of cadres at all levels, especially the strategic level, with sufficient virtue, capacity, and prestige for their assigned tasks, adding that they will be a decisive factor in national construction, development, and protection.

According to Party General Secretary and State President Nguyen Phu Trong, Viet Nam determines concrete goals towards important milestones as follows:

- By 2025: to become a developing nation with modernity-oriented industry and surpass the low-middle-income level.

- By 2030, as the country marks the 100th founding anniversary of the Party: to become a developing nation with modern industry and upper-middle-income level.

- By 2045, as the country marks the 100th anniversary of the birth of the nation: to become a developed nation with high-income level.
