I. GOVERNMENT’S ACTION MOTTO AND KEY DIRECTIONS
The Government determines that 2021’s action motto is “Solidarity, discipline, renovation, creativity and aspiration for development” with key directions as follows:
1. Conduct thorough preparations for successful organization of the 13th National Party Congress, the 15th National Assembly election and the People’s Councils election at all levels for the 2021-2026 term. Act resolutely, with specific action plans and agendas right in the first year of the term to realize the objectives, tasks and solutions laid out in the 5-year Socio-economic development plan (2021-2025 period) and the 10-year Socio-economic development strategy (2021-2030 period).
2. Continue to resolutely, flexibly and effectively pursue the “dual goal” of COVID-19 pandemic containment and recovery in the new normal. Closely, synchronously, effectively coordinate different fiscal, monetary and other policies to appropriately stimulate aggregate demand, remove obstacles in production and sales to foster growth; while maintaining macroeconomic stability, with inflation kept under control and macroeconomic balances secured. Step up the restructuring of the economy in conjunction with renovating the growth model. Closely monitor developments in the domestic and international situation, timely forecast and prepare plans, scenarios, measures and countermeasures with problems and developments that newly arise.
3. Continue to refine and improve the quality of the comprehensive, synchronous, modern and integrated socialist-oriented market economic institutions; effectively handle the relationships between the State, the market and the society, between economic growth and cultural development, social progress, maintenance of social equality and environmental protection. Mobilize and put to use resources according to market mechanisms. Enhance discipline and effectiveness in the process of building and refining the legal system in conjunction with strictly enforcing the law. Renovate and modernize national administration. Build a lean and effective socialist ruled-by-law State apparatus. Improve the effectiveness of the anti-corruption, anti-wastefulness work as well as the handling of appeals and denunciations.
4. Resolutely pursue public administration reform, with a focus on public administrative procedures, ensuring effectiveness and substantiality in conjunction with promoting national digital transformation, the provision of public services to the people and enterprises, the creation of an open and favorable business environment, the vigorous attraction of investment and the promotion of innovative start-up enterprises.
5. Vigorously promote the cultural values and the intellect of the Vietnamese people; igniting the aspiration for national development, the will of self-reliance and national pride. Fundamentally and comprehensively renovate education and training with an emphasis on developing high quality human resources; promote the attraction and the retention of talents. Vigorously develop science and technology, renovate, innovate and digitally transform to create breakthroughs in terms of productivity, quality, efficiency and the economy’s competitiveness. Promote the application and transfer of technology; master some of the new and strategically important technologies. Focus on ensuring the provision of social welfare and the improvement of the people’s living standards. Strengthen management of natural resources, protect the environment, prevent and control natural disasters as well as epidemics and respond to climate change.
6. Continue to refine the system of socio-economic infrastructure, especially with regard to transportation and energy while adapting to climate change; strongly and synchronously develop digital infrastructure, creating a foundation for the development of digital economy and digital society. Accelerate the progress of key national projects and regional connectivity projects, ensuring water security as well as dams and reservoirs’ safety; increase the effectiveness of regional linkages, bringing into play the role of key economic areas and large metropolises.
7. Consolidate national defense and security; promote diplomacy and international integration; maintain independence, sovereignty, territorial integrity and peaceful and stable environment for quick and sustainable development; enhance the prestige of our country in the international arena.
8. Effectively conduct communication work, timely report on and spread information about positive agents to contribute to consolidating faith and creating consensus throughout society. Increase the effectiveness of coordination between different organs of the political system, bring into play the power of the great national solidarity bloc for accomplishment of socio-economic development objectives and tasks that have been set.
II. MAJOR TASKS AND SOLUTIONS
1. Effectively carry out tasks related to organization of the National Party Congress, the elections for the National Assembly and the People’s Councils at all levels; promulgate action plans to promptly implement Resolutions of the Party and the National Assembly
a) Synchronously, timely and effectively carry out the working plans and agendas that serve the purpose of organizing the 13th National Party Congress, the 15th National Assembly election and the People’s Councils election at all levels for the 2021-2026 term.
b) Promptly develop and promulgate action plans and working agendas to carry out the 13th National Party Congress’ Resolution as well as other conclusions or resolutions of the Party and the National Assembly.
c) Develop and then resolutely and effectively realize a number of key tasks and solutions, which includes restructuring the economy, the financial system and public investments.
2. Continue to flexibly and effectively pursue “dual goal” of COVID-19 containment and recovery in new normal
a) Strengthen leadership and step up propagation to raise awareness about pandemic prevention and control; continue to reinforce the state of new normal. Control border and effectively deter external sources of infection. Consider resumption of international commercial flights when the conditions are suitable, ensuring that this meets the requirements of the COVID-19 prevention and control requirement. Accelerate the process of research and international cooperation in developing vaccine and devise a solution so that the people could be vaccinated as soon as possible.
b) Proactively allocate resources to carry out appropriate and timely solutions (which includes solutions regarding credit, finance, state budget, tax, fees …) to remove obstacles and support enterprises as well as workers that have lost their jobs due to the COVID-19 pandemic, especially in such fields like tourism and aviation transport …
3. Continue to refine socialist-oriented market economy institutions, creating a favorable environment for recovery, fast and sustainable growth through maintaining macroeconomic stability and enhancing resilience of the economy
a) Seriously and effectively realize the Politburo’s Conclusion No. 83-KL/TW dated July 29, 2020 on reviewing the implementation of the 9th Politburo’s Resolution No. 48-NQ/TW on the strategy for building and refining the Vietnamese legal system until 2010, with an orientation towards 2020. Strengthen discipline and increase effectiveness in the process of building and refining the legal system in conjunction with strictly enforcing the law. Closely supervise the promulgation of legal documents, especially documents regarding investment and business conditions, public administrative procedures, the regime of specialized reports and inspection, standards and protocols. Timely promulgate legal documents on detailed implementation of newly-adopted Laws with quality ensured.
b) Review, amend and supplement legal provisions, mechanisms and policies, especially in fields such as state budgets, tax, land, natural resources, environment, investment, construction, commerce, market surveillance … in order to ensure the consistency of the legal system, free up resources for development, creating an open and favorable environment for investments and businesses. Accelerate the development of financial, securities and insurance markets; further manage the enterprises’ bonds market. Develop the labor market in the direction of transparency, competitiveness and integration, with diversity in the methods of linking the labor supply with labor demand, effectively and reasonably putting to use human resources.
c) Focus on refining legal provisions, accelerate the process of implementing the autonomy mechanism and raise the quality as well as the efficiency of public service delivery units. Promulgate the index of public service delivery units that use the state budgets, and of economic-technological quotas to serve as the basis to determine the prices of public services.
d) Proactively and flexibly administer the monetary policies, ensuring systemic safety; closely coordinating them with fiscal and other policies in order to remove obstacles in production and sales, aid economic recovery and growth in alignment with the goal of controlling inflation and maintaining macroeconomic stability. Reasonably administer credit growth in conjunction with raising credit quality, with a focus on prioritized fields; bring into play the effectiveness of social policies credit; carry out solutions to help overcome the consequences of natural disasters and epidemics; closely supervise and control credit in fields with many potential risks. Develop a variety of banking credit services, playing a part in curbing usury.
dd) Bolster the restructuring of the state budget and enhance financial – budgetary discipline, preventing the loss of revenue, transfer pricing and tax evasion, reducing the rate of tax arrears. Modernize the system of taxes, customs and state treasuries, extend the implementation of electronic invoices. Prioritize the allocation of resource towards development; radically cut down on expenditures that are not urgently needed, especially frequent expenditures, reduce expenditures on conferences, domestic and international work trips to a minimum. Review, restructure and renovate the operating mechanisms of state financial funds. Continue to implement the special financial mechanisms for certain administrative organs of the state until salary reform is implemented according to Resolution 27-NQ/TW dated May 21, 2018 of the Party Central Committee. Raise the efficiency in the management and usage of public debts, not letting them affect the national credit ratings.
e) Openly and transparently administer electricity prices, petrol prices as well as other essential goods and services that can affect the people’s production, sales and consumption. Ensure the balance between the supply and the demand of essential goods, stabilizing market prices, especially around holidays and New Year celebrations. Further inspect and strictly handle acts of prices hiking, hoarding goods for speculation, market manipulation and counterfeiting goods; devise synchronous and timely solutions to combat smuggling, commercial frauds and origin frauds, not letting them affect national trade, appropriately protect domestic production and consumption.
g) Promote the expansion and diversification of export and import markets to reduce dependence on a single market. Further promote trade in conjunction with constructing brands for Vietnamese goods. Proactively maintain harmonious trade relations with large partners. Support business networking through digital platforms and exports through large e-commerce platforms. Effectively implement Free Trade Agreements (FTAs) that have been signed; timely support enterprises, especially small and medium sized enterprises to take advantage of incentives; continue to negotiate and sign FTA with partners. Step up the safeguarding measures, build and effectively operate the Early warning system for trade remedies in a manner that aligns with international commitments in order to protect domestic production and support enterprises in dealing with foreign trade remedy litigations.
h) Focus on developing domestic market, stimulating the circulation and consumption of Vietnamese products. Increase the connectivity between production and the market, develop distribution system. Diversify forms of trade infrastructure, harmoniously combining traditional trade infrastructure with modern trade infrastructure. Focus on institutional refinement and create a favorable environment for the vigorous development of e-commerce, step up the management of cross-border e-commerce; timely detect and strictly handle violations in e-commerce activities as well as the sale of e-commerce platforms.
4. Foster economic restructuring in conjunction with transforming growth model and increasing the productivity, quality, efficiency, self-reliance and competitiveness of the economy based on scientific and technological innovation
a) Promote the shift in the industrial composition in the direction of expanding the processing and manufacturing industries while narrowing down the role of manual assembly; focus on developing certain strategic industries, new technologies, high tech industrial production and supporting industries, etc. Focus on strongly developing processing and manufacturing industries along with smart technologies and digital transformation to raise productivity, quality, efficiency and competitiveness. Accelerate the progress of large industrial projects with spillover effects.
b) Restructure the agricultural industry in a manner that is regionally appropriate in conjunction with developing the rural economy and securing the livelihood of agricultural laborers; promote large scale agricultural production in accordance with the needs of the market, increase added value and develop sustainably, apply advanced technologies in conjunction with preservation, processing and consumption that follows the value chain. Encourage the development of green and clean agriculture, ecological agriculture, organic agriculture along with smart and high-tech agriculture, responding to climate change. Appropriately transform the composition of crops and livestock, firmly ensuring efficiency and food security; step up the restructuring of pig herds, promote the practice of implementing the VietGAP agricultural procedure in livestock breeding, ensuring that the breeding process is safe from epidemics, biologically safe and environmentally-friendly. Closely monitor the developments of epidemics and natural disasters so that prevention and damage control measures can be proactively and effectively devised. Promote zoning to regenerate forests and the planting of new forests, prioritizing the planting of large wooden forests; increase the efficiency and growth of the forestry sector. Invest in aquacultural infrastructure, diversify aquatic species and aquaculture methods; promote offshore aquaculture in conjunction with protecting and developing aquatic resources following international regulations and norms. Build the national target program on new rural development for the 2021-2025 period then synchronously and effectively carry out the program once it has been approved by the authorized level of government.
c) Continue to restructure the transportation services industry towards increasing the market share of waterway vehicles and railways; focus on developing multimodal transportation; raise the capabilities and decrease the costs of logistics services. Synchronously and flexibly implement policies to stimulate demand and recover domestic tourism; raise the service quality and develop smart tourism eco-systems. Develop sustainable information and communications market; focus on developing digital technologies enterprises.
d) Build mid-term public investment plans in the direction of raising quality and effectiveness along with concentrating resources in order to accelerate the process of economic restructuring and growth model renovation. Focus on completing and improving the quality of the investment preparation efforts, especially with regards to large projects. Resolutely implement measures right from the beginning of the year to step up disbursement in association with raising the efficiency of public investment capital management and usage; regularly supervise and urge, turning disbursement outcomes into the responsibilities of leaders in organs and units; resolutely cut down on or transfer state budget-funded investment capital held by ministries, branches, localities and projects that disburse slowly to ministries, branches, localities and projects with better disbursement capabilities.
dd) Continue to direct the restructuring of credit organizations, especially those that perform poorly; reinforce and rectify the system of people’s credit funds; increase control over credit quality and limit the incurrence of bad debts, especially in the midst of the COVID-19 pandemic’s complicated developments. Further inspect and supervise credit organizations’ activities, especially when it comes to fields with potentially high risks.
e) Continue to review and appropriately narrow down the range of industries and fields that the State holds 100% of capital. Refine mechanisms and policies, step up the process of restructuring, equitizing and divesting state capital from enterprises as well as equitizing public service delivery units that could meet the conditions. Build and implement management frameworks that follow international standards in state-owned economic groups, corporations and enterprises. Strictly maintain discipline with regards to the management and usage of state investment capital and state-owned properties at enterprises, ensuring openness and transparency. Increase effectiveness in the coordination between the Commission for the Management of State Capital at Enterprises (CMSC) and relevant ministries, branches or organs. Focus on thoroughly handling inefficient, loss-making projects, especially projects in the field of industry and commerce.
g) Promote comprehensive digital transformation, build and refine the legal framework for new forms of businesses, the digital economy and the provision of public services. Promulgate regulatory sandboxes for new products, solutions, services, business models and technologies, such as: the sharing economy, the night time economy, smart metropolises, … timely meeting the developmental needs of the economy. Accelerate and comprehensively carry out the program to support the digital transformation of Vietnamese enterprises, with a focus on small and medium-sized enterprises. Build the infrastructure for the digital economy and digital society along with the infrastructure for smart connectivity, the development of artificial intelligence and internet of things. Gradually create the infrastructure for the 5G network. Increase the usage of the digital technology - communications shared infrastructure as well as shared platforms.
Accelerate the process of E-Government development, with an orientation towards a digital Government, a digital economy and a digital society in conjunction with refining institutions, restructuring professional procedures and safeguarding cybersecurity. Develop and refine information systems along with core and foundational databases for the E-Government; foster data connection, integration and sharing. Increase the usage of electronic documents and digital signatures, promote the practice of handling work in the online environment and hosting online meetings; deploy the National Information Reporting System for reports and socio-economic indicators, connecting it to the Government Operations Center. Continue to restructure procedures in order to integrate and provide public services leveled 3 to 4 online; step up the integration of payment services on the National Public Service Portal. Urgently carry out the sharing of public administrative data between management organs of the state in order to formulate a national system for statistical information with the purpose of aiding the administrative work at all levels.
h) Vigorously develop and increase the efficiency of the collective economy, with the core being cooperatives. Select and replicate exemplary models of cooperatives with suitable scale and efficiency. Vigorously develop the private economy, harmoniously combining economic efficiency with social responsibilities and environmental protection, promote the link between domestic enterprises and FDI enterprises. Encourage the development of medium and large-scaled private enterprises and enhance the branding of Vietnamese enterprises; promote start-ups and innovation, support small and medium-sized enterprises in order to take advantage of the domestic market and participate in the global value chain.
5. Further mobilize and effectively use resources; accelerate the process of creating and approving planning schemes as well as the progress of key socio-economic infrastructure projects; vigorously develop marine economy; increase regional connectivity; bring into play the role of key economic zones and large metropolises; step up new rural development
a) Further mobilize and effectively use investment resources with a focus on bringing into play the economy’s internal strengths, while also continuing to mobilize ODA capital and preferential loans from sponsors, selectively attract external investment resources, especially the regional and global shifting currents of FDI capital. Promote investments in the form of public-private partnership.
b) Concentrate resources for key transportation infrastructure projects such as the Eastern North-South highway, the Bien Hoa – Vung Tau expressway and some key transregional transportation projects in the North, especially in the North West region; accelerate the process of implementing the electronic toll collection (ETC) method in road user charges collection; concentrate investments on phase 01 of Long Thanh International Airport and invest into the expansion the following international airports: Tan Son Nhat, Noi Bai, Da Nang. Accelerate the process of constructing and upgrading regional-linking coastal roads, coastal economic zones and coastal metropolises throughout the country. Continue to develop the system of national ports and international gateway ports in key economic zones; with investments in the infrastructure of coastal economic zones prioritized. Appropriately develop the socio-economic infrastructure of rural areas, mountainous areas and disadvantageous areas in order to create a foundation to promote development in these regions.
c) Concentrate on removing obstacles in key projects of the electricity industry, maximally mobilize resources to ensure the sufficient provision of electricity for production and consumption, as it is imperative to avoid an electricity shortage. Ensure that electricity growth matches economic growth. Encourage the vigorous participation of the non-state economic sector and diversify the development of electricity supply, ensuring efficiency and sustainability. Implement measures to reduce energy loss, save and efficiently use electricity in production, transmission as well as distribution. Review small and medium-sized hydroelectric facilities, ensure the reasonable composition of energy sources in conjunction with the protection of the environment.
d) Accelerate the process of devising and approving national, regional, provincial, urban and rural master plans for the 2021-2030 period. Ensure sufficient land for the attraction of investments and expansion of production. Bolster intraregional and transregional connectivity and international integration, taking advantage of the specialized functions of different regions, bringing into play the role of key economic zones and large metropolises. Vigorously develop the marine economy, ensuring the people’s livelihood in conjunction with protecting the sovereignty in the islands and the seas.
dd) Strengthen the management of metropolises, effectively handling transportation issues, floods, environmental and waste issues in urban areas. Continue to review and update the urban database.
e) Review and refine the legal framework, mechanisms and support polices regarding new rural development; appropriately allocate resources towards new rural development. Raise the quality of the “The entire country joins hands for new rural development in conjunction with restructuring the agriculture industry” emulation movement.
6. Effectively use and raise the quality of human resources in conjunction with accelerating innovation, application and development of technologies
a) Synchronously implement mechanisms, policies and solutions to develop human resources, especially high-quality human resources; raise the quality of human resources in conjunction with the quick shift in the work force composition, especially in rural areas. Devise appropriate mechanisms to attract, retain and nurture talents, building the intelligentsia in the new era.
b) Continue fundamental and comprehensive reform of education and training. Review and develop the network of educational and training facilities throughout the country; standardize and raise the quality of teachers, lecturers and education management cadres at all levels. Assure quality in the process of renovating the general education curriculum and textbooks in accordance with the National Assembly’s Resolution 88/2014/QH13 and Resolution 51/2017/QH14, while also ensuring that the process stays on schedule. Continue to effectively implement the new general education curriculum. Raise the quality of foreign languages teaching; further educate students on moral values, lifestyle and skills; ensure school safety. Step up decentralization in state management and entrust self-management rights to educational institutions. Step up the school management work as well as the application of information technologies in education and training.
c) Effectively implement mechanisms and policies to develop vocational education. Renovate methods of training with an orientation towards modernity and the application of information technologies. Focus on developing human resources equipped with vocational skills, train and re-train laborers so that they can adapt to the 4th Industrial Revolution. Step up vocational training for ethnic minorities, people with disabilities and other disadvantaged social groups; devise and carry out start-up or job promotion programs for students.
d) Continue to effectively carry out research tasks to aid production and other aspects of life, most notably the prevention and control of the COVID-19 pandemic along with vaccine research and production. Raise the scientific and technological potential. Restructure and effectively implement National science and technology programs. Renovate management and financial mechanisms with regard to scientific and technological tasks, creating a favorable environment for scientists and the participation of enterprises; refine the autonomy mechanism of public scientific and technological organizations. Promote the national eco-system of start-ups and innovation, step up the cooperation between universities, research institutions and the industrial sector (or more broadly, enterprises), bringing into play the role of the innovation centers system. Devise mechanisms and policies to vigorously attract high-tech resources from world leading corporations.
7. Associate cultural and social development, social progress and social equality harmoniously with economic development
a) Continue to effectively realize the Politburo’s Conclusion No. 76-KL/TW dated June 04, 2020 of the Politburo and Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th-tenure Party Central Committee’s 9th Plenum on building and developing Vietnamese culture and people to meet the demands for sustainable national development. Prioritize resources in order to restore and bring into play the national cultural heritage. Create a healthy cultural environment, practice a civilized lifestyle in festivals, promote the “The entire people unitedly build a cultural life” movement. Step up the socialization of cultural and artistic creative activities in order to raise the people’s level of cultural enjoyment… Build a database on families; step up the implementation of solutions regarding the management and provision of public services related to families.
b) Raise the quality of the “The entire people exercise following the example of great Uncle Ho” movement; diversify the forms of exercising at the grassroots level; renovating the content and methods of organizing mass sports activities. Further nurture and train sports talents, raise the capabilities and achievements in high performance sports; prepare all necessary conditions and successfully organize SeaGames 31 as well as ASEAN Para Games 11.
c) Continue to implement Resolution No. 20-NQ/TW of the 12th-tenure Party Central Committee on enhancing the people’s health protection, improvement and care in the new situation, as well as Resolution No. 21-NQ/TW of the 12th-tenure Party Central Committee on the population work in the new situation. Develop the network of grassroots healthcare facilities in order to meet the demands and fulfill the tasks of the new situation. Concentrate on monitoring and managing the people’s health, increase the use of tele-treatment and technological transfer to lower tiered facilities. Raise the capabilities of the preventive healthcare system; research, produce, test and accredit vaccines, bio-products as well as medical equipment to ensure proactiveness in the prevention, control and treatment of diseases and epidemics. Ensure healthcare security and food safety. Raise the quality of immunization as well as diseases diagnosis and treatment, renovate the training of healthcare human resources, promote the researching and application of technologies along with the digital transformation process in the field of healthcare, raising the people’s satisfaction. Closely combine traditional medicine with modern medicine. Continue to implement the roadmap towards accurate and cost-accounted prices for healthcare services, in conjunction with the roadmap towards universal healthcare insurance; increase decentralization, autonomy in conjunction with accountability, ensuring openness and transparency. Firmly maintain the replacement fertility rate throughout the country and reduce the sex ratio imbalance at birth. Raise the accessibility of elderly, maternal and children healthcare services.
d) Implement the Politburo’s Conclusion no. 92-KL/TW dated November 05, 2020 on the continued implementation of the Resolution of the 11th Party Central Committee’s 5th Plenum on several issues regarding social polices in the 2012-2020 period. Develop a comprehensive, inclusive system of social policies, ensuring equality in terms of accessibility. Continue to synchronously and effectively implement policies, programs and schemes to create jobs, implement public job policies and polices to aid the youth’s start-ups. Aid the creation of jobs, improve working conditions in the informal sector and for disadvantaged groups of workers. Continue to expand the coverage of social insurance, unemployment insurance, labor accidents insurance and the insurance for occupational diseases. Build harmonious, stable and progressive labor relations in the new situation; ensuring labor safety. Raise the awareness of workers and employers about the implementation of policies regarding wages, social insurance, unemployment insurance, labor accidents insurance and the insurance for occupational diseases.
dd) Refine the multi-dimensional approach to poverty measurement in conjunction with sustainable development goals in the 2021-2025 period. Replicate effective models of poverty reduction and bring into play the community-based poverty reduction initiatives. Further mobilize and ignite the will to advance and actively escape poverty. Synchronously and effectively implement poverty reduction policies, programs and schemes with an orientation towards sustainability and inclusivity, increasing the beneficiaries’ accessibility as well as the poor’s participation.
e) Fully, effectively, openly and transparently implement preferential policies for people with meritorious services to the revolution, ensuring convenience and safety in payment, encouraging payment through public postal organizations. Effectively provide healthcare for people with meritorious services to the revolution. Continue to implement the Scheme to identify the remains of martyrs with insufficient information; complete the database on martyrs, the relatives of martyrs, the martyrs’ tombs and cemeteries. Promote the Showing Gratitude and the “When drinking water, think of its source” movements, mobilize resources throughout society along with the aid policies of the State in order to better care for the lives of people with meritorious services to the revolution, especially regarding housing.
g) Effectively implement regular and extraordinary aid policies for disadvantaged social groups. Develop community-based care models for people with special circumstances, encourage the participation of the private sector in the deployment of care models for the elderly, orphans and people with disabilities. Increase the use of information technologies in the payment of social insurance and welfare benefits to the people. Step up the development of social housing in metropolises, housing for workers in industrial zones, rental housing, housing for low-income people and low-priced commercial housing.
h) Effectively actualize children rights and International Conventions on children's rights that Viet Nam has ratified. Increase media coverage on children's rights, child protection and the prevention of violence and child abuse; reduce the rate of drowning children. Develop a database on children from the central level to the local levels. Further assess, check and inspect the implementation of legal policies on the prevention of child abuse. Effectively organize the implementation of the 2020 Youth Law. Effectively implement policies to promote gender equality and the advancement of women; increase women's participation in management positions and elected organs. Diversify communication efforts to raise awareness about gender equality and the prevention of domestic violence.
i) Firmly grasp the Party’s stance and guideline on the issues of ethnicities and national unity; implement the overall scheme on socio-economic development in ethnic minority communities and mountainous areas (2021-2030 period), the National Target Program on socio-economic development in ethnic minority communities and mountainous areas (2021-2030 period) and fulfill tasks related to ethnic affairs.
k) Effectively conduct the state’s management of religion, especially at the grassroots level; mull over development of policies with an aim of creating favorable conditions for religious organizations to participate in the mobilization for socio-economic development along with the practicing of a cultured and civilized lifestyle. Effectively organize religious external affairs activities. Ensure security regarding religion and combat against the slanderous claims of hostile forces.
l) Continue to deal with currently existing and potential traffic accident blackspots; improve quality in the training and testing of drivers, the issuance of driver licenses and the accreditation of vehicles; strengthen the management of transportation businesses and control the load of vehicles. Step up communication and education efforts on the mass media, launch and put into practice the movement for the participation of the whole people in preventing and combatting social evils.
8) Efficiently and sustainably manage, exploit and use natural resources, protecting the environment; proactively and effectively respond to climate change; step up natural disaster prevention, control and mitigation
a) Synchronously refine mechanisms, policies and laws on natural resource management, environmental protection and climate change adaptation. Remove obstacles, especially in public administrative procedures; amend and supplement provisions, sequences and procedures that are ambiguous or overlapping, ensuring consistency, feasibility, openness and transparency, especially in the management, exploitation and use of land, water and other natural resources. Focus on building information systems and databases on land, connecting them to tax organs. Beef up the handling and rearrangement of land originating from state-owned farms and forests. Further examine and assess forests and water resources. Strictly manage the existing natural forest area while improving forest cover and quality. Step up international cooperation, efficiently and sustainably use water resources. Build a national water resources database in conjunction with the water security strategy; ensuring the supply of clean and hygienic water to the people, especially people in rural areas and ethnic minorities. Strictly handle violations in the exploitation and usage of water resources as well as acts of polluting water sources.
b) Effectively implement the amended Law on Environmental Protection. Refine mechanisms to promote the circular economic model. Strictly control the environment of industrial parks and craft villages. Strengthen measures to prevent risks of environmental incidents. Promote and attract investments into waste treatment and recycling processes that use processing technologies or biotechnology instead of direct burial. Restore the environment in river basins; improve the urban air environment; conserve and develop endemic ecosystems.
c) Actively implement Directive No. 42-CT/TW dated March 24, 2020 of the Secretariat on the Scheme to strengthen the Party's leadership in natural disaster response; Resolution No. 120/NQ-CP dated November 17, 2017 of the Government on the sustainable and climate-resident development of the Mekong Delta. Mull over development of comprehensive solutions to prevent and control natural disasters in regions with high disaster risks; concentrate resources on developing the Mekong Delta and regions highly affected by climate change. Develop maps to provide warnings about areas where large scale landslides and subsidence may occur. Promote socialization, improve the hydrometeorological monitoring, forecasting and warning capabilities, with a focus on forecasting and providing warnings about natural disasters related to storms, tropical depressions, floods, flash floods, landslides and mudslides. Improve natural disaster prevention and control capabilities as well as search and rescue capabilities; enhance communication efforts and raise the community’s awareness, apply advanced technologies, refine tools that support the administration of natural disaster prevention and control efforts; effectively organize community-based disaster risk management.
9. Foster public administration reforms, improve the effectiveness and efficiency of state management as well as the quality of cadres, civil servants and public employees; build a public administration that serves the people; step up anti-corruption, practice thrift, fight wastefulness and handle complaints and denunciations
a) Beef up the decentralization of state management according to branch and field, ensuring consistency in management, and that the proactiveness, creativity and responsibilities of different levels, branches and localities are brought into play. Review and consolidate administrative organs of the state with an orientation towards leanness, effectiveness and efficiency. Closely manage the arrangement, adjustment, creation and classification of administrative units at all levels.
b) Streamline the state sector and restructure the system of cadres, civil servants and public employees. Deploy the Scheme for the development of the database on cadres, civil servants and public employees in state administrative organs, the Scheme for the rearrangement and reorganization of cadres, civil servants and public employees training facilities that are under the management of organs in the political system (until 2030) and the National Program on foreign languages learning for cadres, civil servants and public employees; focus on fostering training according to ranks, grades, standards and titles. Step up the application of information technologies in civil servants’ recruitment and rank promotion exams, ensuring openness and transparency. Enhance discipline in public administration, uphold the responsibilities of leaders in state organs at all levels. Build and refine the new payroll based on job positions, titles and leadership status; reorganize currently existing allowance regimes; refine the salary and income management mechanisms.
c) Continue to focus on reforming public administrative procedures; renovate the implementation of the one-stop shop, single window mechanisms in the handling of public administrative procedures with an orientation towards raising the service quality, overcoming geographical - administrative boundaries, applying information technologies, saving costs and ensuring convenience for individuals as well as organizations. Accelerate and effectively implement the Government’s Program for the reduction and simplification of provisions related to business activities in the 2020-2025 period. Continue to renovate specialized inspection activities with an orientation towards centralization, clear definition of authorities and the vigorous shift from “pre-check” mechanisms to the “post-check” mechanisms.
d) Make fundamental, sustainable, and substantial changes to the enforcement of civil and administrative judgements. Focus on settling key cases as well as complicated and prolonged cases. Continue to synchronously implement legal support activities to aid enterprises, with a focus on providing legal support for small and medium-sized enterprises to remove difficulties and obstacles, especially for enterprises that have been severely affected by the COVID-19 pandemic. Strengthen the effectiveness and efficiency in state management, apply information technology in the fields of judicial support and judicial administration, ensuring that the needs of the people are better served; accelerate the implementation of the Scheme for the development of the electronic national civil status database.
dd) Further inspect the state management of important fields in all branches and levels, ensuring objectivity and compliance with regulations. Focus specialized inspection efforts on areas where negative issues, corruption, and other pressing social issues are likely to occur. Strengthen coordination to limit and promptly handle overlaps in inspection, examination and auditing activities, not letting them cause difficulties for enterprises' production and sales activities. Refrain from criminalizing civil and economic relations.
e) Step up synchronous implementation of the guidelines, policies and laws on anti-corruption and anti-wastefulness; protect the people who detect and report corruption and wastefulness; devise provisions on handling the responsibilities of leaders in organs and units where corruption occurs as well as mechanisms to keep power in check and fight against illegal lobbying for promotion… Renovate the forms and methods of anti-corruption communication. Further monitor and evaluate the anti-corruption and anti-wastefulness work of ministries, branches and localities.
g) Continue effective implementation of the Prime Minister’s Directive No. 10/CT-TTg dated April 22, 2019 on further handling and effectively preventing acts of harassing people and enterprises.
h) Continue to effectively implement the Law on Citizen Reception, the Law on Appeals, the Law on Denunciations, resolutions and directives issued by the Party Central Committee and the National Assembly’s along with the directives of the Government and the Prime Minister on the reception of citizens as well as the settlement of appeals and denunciations, especially the Politburo’s Regulation No. 11-QD/TW dated February 18, 2019 of the Politburo providing responsibilities of Party secretaries in the reception of citizens, the direct dialogues with the people and the handling of the people’s feedbacks and suggestions. Effectively conduct the settling of large, complicated and prolonged cases of appeals and denunciations.
10. Consolidate national defense and security, firmly maintain political security, social order and safety, improve effectiveness of diplomatic activities and international integration, firmly maintain a peaceful, stable and favorable environment for the country’s development
a) Actively and effectively conduct strategic research task; grasp, assess and correctly forecast situations, promptly advise the Party and the State to formulate polices and countermeasures, victoriously handling different scenarios, avoid being passive and taken by surprise, especially with regards to complicated and sensitive issues related to independence, sovereignty, national interests, borders, seas, islands and political security; firmly maintain a peaceful and stable environment for national development. Increase resources to actualize the goal of military modernization; ensure national defense and security in close combination with economic, cultural and social development, especially in border and island areas as well as strategic and key regions. Strictly maintain combat readiness, closely manage the airspace, the seas, the borders, inland areas, key areas and the cyberspace; protect the operational safety of marine economic zones; prevent, control and overcome the consequences of natural disasters and conduct search and rescue. Step up the prevention and repression of criminal activities; strengthen the prevention of fire accidents, ensure a peaceful life for the people and build an orderly, disciplined, secure, safe and healthy society. Effectively implement the amended Law on Residence; produce, issue and manage Citizen Identity Cards in conjunction with switching the method of residence management – from residence books to electronic management. Qcuikly complete the national database on residence.
b) Ensure absolute security and safety of important political, cultural and diplomatic events of the country, including the 13th Party National Congress, the 15th National Assembly election and the election of deputies to the People's Councils at all levels for the 2021-2026 term.
c) Step up international integration, contribute to the maintenance of a peaceful, stable and favorable environment for national development. Promote and deepen bilateral relations with countries and partners, raising the level of multilateral diplomacy. Continue undertaking the role as non-permanent member of the United Nations Security Council. Promote Viet Nam’s active and leading role in ASEAN, actively and responsibly participate in international and regional forums. Continue to pay attention to supporting the Vietnamese community abroad and effectively carry out the citizen protection work. Strengthen international cooperation in responding to the COVID-19 pandemic. Step up and renovate external communications, promote the image of Viet Nam, create a high level of consensus among the public with regards to international integration activities, improve the national prestige and status in the international arena.
11. Step up communication efforts to build trust and social consensus; improve the effectiveness of mass mobilization work, effectively implement grassroots democracy regulations, enhance coordination with the Viet Nam Fatherland Front, socio-political organizations and mass organizations
a) Focus on disseminating the Party’s guidelines and policies, the laws of the State and major events, especially the 13th National Party Congress and the elections for the National Assembly and the People’s Councils at all levels. Focus on propagation and encouragement of exemplary, ‘good people, good deeds’, role models as well as people who have risen above difficulties to spread positivity and ignite patriotism, national pride along with the aspirations for national development. Strictly implement the speech mechanism, strengthen the discipline of journalistic activities, promptly combat wrongful views and ideas. Effectively combat bad and malicious information; strictly handle cases in which the rights to freedom of speech are abused to violate the interests of the State as well as the legitimate rights and interests of organizations and citizens.
b) Continue to effectively promote coordination between organs in the political system, especially the role of the Viet Nam Fatherland Front, socio-political organizations and mass organizations; effectively conduct the mass mobilization work and implement the mechanisms of grassroots democracy, communicate to create social census, in order to contribute to successful realization of socio-economic development tasks and objectives that have been set in the Party and the National Assembly’s Resolutions.
III. ORGANIZATION OF IMPLEMENTATION
1. Ministers, Headers of ministerial-level agencies, Government-attached bodies, Chairpersons of the People’s Committees of provinces and centrally-run cities:
a) Firmly grasp the motto of bringing into full play the positive aspects and the results achieved in recent years while promptly overcoming the shortcomings; quickly, effectively, substantially and comprehensively carry out tasks and solutions set out in the Conclusion of the 13th Plenum of the 12th-tenure Party Central Committee, Resolution of the National Assembly on socio-economic development plan for 2021 and other Resolutions of the Party and National Assembly along with the tasks and solutions stated in this Resolution; proactively carry out their own tasks and specific solutions, promptly handle problems that arise, create substantial changes right from the beginning of the year and be completely accountable to the Government and the Prime Minister with regards to their performance.
b) Before January 20, 2021, devise and promulgate Programs, Action plans and specific documents to implement this Resolution and accompanying appendixes - in which tasks, solutions, implementation timeline, and assignments of each unit must be clearly and comprehensively determined, then send them to the Ministry of Planning and Investment for synthesis and report to the Government at its regular meeting in January 2021.
c) Ministries and ministerial-level agencies: closely monitor domestic and international developments, proactively analyze, assess and forecast in order to formulate timely, comprehensive and synchronous solutions, taking advantage of opportunities, minimizing the negative impact on the economy and the business activities of enterprises; regularly update on a quarterly basis the development scenarios of industries and fields that belong to one’s area of management, send them to the Ministry of Planning and Investment so that the general national development scenario can be reviewed and updated.
d) Mull over development or submit to the authorized level for promulgation and implementation of specific policies to remove obstacles and support enterprises as well as people who are severely affected by the COVID-19 pandemic in a manner that is appropriate to the actual developments in the year.
dd) Regularly monitor, evaluate and update the fulfillment progress and results of the assigned tasks; on a quarterly basis review and evaluate the fulfillment of tasks in Appendixes No. 1 and 3 as well as tasks in Appendix 4, then send them to the Ministry of Planning and Investment before the 20th day of the quarter’s final month so that they can be reviewed and reported to the Government.
e) Review and evaluate the implementation of the Resolution, send reports to the Prime Minister and the Ministry of Investment and Planning before November 20, 2021 so that they can be reviewed by the Government at its regular meeting in December 2021.
2. Ministries and branches assigned with the task of monitoring macroeconomic fields are responsible for closely and effectively coordinating in putting forward specific solutions and measures, and timely reporting to the Government and the Prime Minister about arising problems. The Ministry of Investment and Planning shall assume the prime responsibility for; and coordinate with the Government’s Office as well as relevant organs in the process of urging and monitoring the implementation of this Resolution.
3. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Central Commission for Propagation and Education, the news agencies, the ministries, agencies and localities in disseminating this Resolution.
