The planning scheme for southern Thanh Hóa and northern Nghệ An to 2020 and with visions to 2025 was just approved by the PM.

The region consists of seven districts of Tĩnh Gia, Nông Cống, Như Thanh, Như Xuân (in Thanh Hóa) and Quỳnh Lưu, Nghĩa Đàn and Thái Hòa Town (in Nghệ An), with the natural area of 3,413.4 square kilometers.

This will be a commercial hub and a transshipment center in the northern part of Central Việt Nam, connecting to the surrounding foreign markets.

The region can be developed into a national-level eco-tourism center.

It is estimated that its population by 2015 reaches nearly 1.4 million and 1.8 million ten years later. With 22 new urban quarters, the urbanization rate here will be 34% in 2015 and 53% in 2025.

The region consists of two major economic sub-regions:

The coastal plain with the Nghi Sơn Economic Zone and the Hoàng Mai Industrial Park as the center, where main industries will be promoted, including deep-water port, oil refinery, mechanical manufacturing, building material, steel, thermo-electricity, food processing, fisheries, and bio-technology-using agriculture.

The midlands with the urban quarters of Bãi Trành and Thái Hòa as the center. The major industries here include mining, metallurgy, agro-produce processing, and tourist services.

Priority projects:

- 5 industrial projects: Nghi Sơn Oil Refinery and Petrochemical Complex, Nghi Sơn Shipyard, Công Thanh-Tĩnh Gia Cement Factory, Cement Complex Tân Thắng 2, and Hoàng Sơn Cement Factory.

- 13 infrastructure projects: Nghi Sơn-Hòn Mê Port, Đông Hồi Port, National High 1A upgradation, North-South Expressway, Hồ Chí Minh Road (stage II), coastal road, and some thermo-electricity plants: Nghi Sơn, Quỳnh Lập, and Công Thanh.
