MoJ, Quang Ninh province lead public administrative reform index

VGP - The Ministry of Justice and the northern province of Quang Ninh ranked first in the Public Administrative Reform (PAR) Index ranking in 2023.

The Government’s Steering Committee for Administrative Reform released the outcomes of the Public Administration Reform Index (PAR Index) and the Satisfaction Index of Public Administration Services (SIPAS) in 2023 in Ha Noi on April 17.

This is the first time since 2012 all localities across the country have had PAR indexes above the benchmark of 80 percent.

Especially, Quang Ninh retained its first place for the sixth time since 2012 by scoring 92.18 percent, followed by Hai Phong with an index of 91.87 percent (four times in a row), Ha Noi with 91.43 percent, Bac Giang 91.16 percent, and Ba Ria-Vung Tau 91.03 percent.

The provinces of Binh Thuan and Soc Trang were at the bottom of the rankings.

Meanwhile, 14 ministries and ministerial-level agencies recorded their PAR Index over 80 percent, including the Ministry of Justice, the State Bank of Viet Nam, the Ministry of Finance, the Ministry of Home Affairs, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Ministry of Construction, the Ministry of Transport, the Ministry of Information and Communications, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Culture, Sports and Tourism, the Ministry of Education and Training, the Ministry of Science and Technology, and the Ministry of Planning and Investment.

The Ministry of Health, the Ministry of Foreign Affairs and the Ministry of Industry and Trade had their indexes below 80 percent.

The average index of ministries and ministerial-level agencies was 84.38 percent, an increase of 0.33 percent from 2022. Ten ministries recorded higher PAR indexes compared to 2022, and seven experienced an index decrease.

The PAR Index provides a practical and objective evaluation on administrative reform efforts at 17 ministries and ministerial-level agencies and the People’s Committees of the 63 cities and provinces.
