11th CPV Central Committee convenes 2nd Plenum

During the week-long event, the participants will discuss and decide the CPVCC’s working program; the working rules of the CPVCC, the Politburo, the CPVCC Secretariat, and the CPVCC Commission for Inspection.

They also consider the orientations for amendments and supplements to the 1992 Constitution and introduction of candidates to key positions of the State agencies and other issues.

In his opening remarks, Party General Secretary and NA Chairman Nguyễn Phú Trọng stressed the importance of the 11th CPVCC’s working program as it will detail the content and orientations of the 11th National Party Congress’ Resolution.

He said the working program should focus on addressing pressing issues along with creating breakthroughs in renovating State-owned enterprises, reforming comprehensively education and training, perfecting the legal framework for land, taking measure to actively adapt to climate change, protecting natural resources, and developing social welfare policies.

Regarding the working rules of the CPVCC, the Politburo, the CPVCC Secretariat, and the CPVCC Commission for Inspection, Party leader Trọng pointed out they must be a further step forward concretizing the Party Statute in order to clarify functions, obligations, rights, and working procedures of the Party’s organs.

Regarding amendments and supplements to the 1992 Constitution, the Party leader stressed the necessity to quickly supplement and amend the Constitution to meet requirements of the new context.

The amendments and supplements to the 1992 Constitution must be conducted scientifically and compactly under the close leadership of the CPVCC, Party leader Trọng requested.

The 2nd Plenum will decide short-listed candidates who will be selected for key positions of the State agencies at the first working session of the National Assembly in late July.
