The two ports, one in Ho Chi Minh City and the other in the northern province of Quảng Ninh, are under the Vietnam Maritime Corporation (VMC).

A Government Office's document dated July 30 indicated that the Deputy PM authorised VMC's management board to supervise the equitisation of the financially-dependent affiliates under the Saigon Port, including the Port Project Construction Company, the Maritime Service and Engineering Company, the Khanh Hoi Maritime Service and Transport Company, the Ship Navigating Company, and the Saigon Port's branch in Dalat.

Once the equitisation process completed, the Saigon Port would operate under the form of a holding company.
