The visit takes place when the relations between Việt Nam and Finland have seen positive progress.

Finland is one of the first countries offering Việt Nam with ODA. So far, the Scandinavian country has provided the recipient country with around US $400 million for poverty reduction, clean water supply, environment, science and technology.
