Accordingly, heads of ministries, agencies and localities must take the lead in realizing regulations of the Party and State on anti-corruption and hold responsibilities for corruption cases in their units.

It is necessary to issue a clear, transparent and specific mechanism and an effective supervision mechanism for the staff and officials in charge of supervision, inspection, auditing, investigation, execution, customs, tax and market management to prevent corruption activities during the process of performing public duties.

Each agency and organization is tasked to apply information technology to limit exchanges between public servants and people and businesses as well as strengthen online public services at level three and four.

Hotlines must be publicized on mass media to receive comments and recommendations from people and enterprises on law violation acts of officials, public servants and public employees.

The roles of public-elected bodies, the Viet Nam Fatherland Front and press agencies must be upheld to struggle against corruption behaviors and wrongdoings in public service activities.

Earlier on April 22, 2019, the PM issued Directive No. 10/CT-TTg on promoting the addressing and effectively preventing negative behaviors for people and businesses during the working process.
