The construction of the 450MW Gas-fed Power Plant Nhơn Trạch 1 was started on March 24, 2007 by PetroVietnam as the investor with the total capital of US$ 420 million. In the morning of April 24, PM Nguyễn Tấn Dũng visited and encouraged all working forces at the construction site to observe the set schedule.

Addressing at the site, PM Nguyễn Tấn Dũng emphasized the importance of power plants in general and the Nhơn Trạch Plant in particular in the cause of national industrialization and modernization. To maintain a high and sustainable economic growth rate (GDP increased by 8-9%), the demand for electricity is high, so the power sector should strive for an annual increase of 20%, said the PM.

Working with PetroVietnam, PM Nguyễn Tấn Dũng asked the Group to ensure the oil and gas productivity in 2007. By analyzing the demand for petrol and oil in the coming years, the Government head encouraged PetroVietnam to set up feasible projects on the oil and gas industry parks in Long Sơn (Bà Rịa–Vũng Tàu) and Nghi Sơn (Thanh Hóa). He also reminded the Group to develop the building of specialized ships and drilling rigs.

In the working session with leaders of Bà Rịa–Vũng Tàu Province, PM Nguyễn Tấn Dũng lauded the province's people and businesses for their achievements in 2006 and the first quarter of 2007. However, the province should take drastic measures to obtain the growth rate of 13-14% this year, said the PM.

According to the PM, the provincial authorities should closely cooperate with the Ministry of Planning and Investment and other competent agencies in supporting investors doing business within the province. The PM also delivered his directives to the implementation of some projects like Long Sơn IP, Long Thành–Vũng Tàu Highway, and pollution treatment in the Thị Vải River
