The event was attended by former State President Trần Đức Lương, Politburo member and Head of the CPVCC’s Commission for Popularization and Education Đinh Thế Huynh, leaders of northern provinces of Bắc Kạn, Thái Nguyên, Yên Bái, Lạng Sơn, Hà Giang, and Phú Thọ; and revolutionary veterans, historical witnesses, local and central officials.

During the war of resistance against the French colonialists, Tuyên Quang was the safety zone for the Party Central Committee, the National Assembly, the Government and Fatherland Front and almost all ministries, sectors and central agencies.

The 2nd Party National Congress, which was held from February 11-19, 1951, was the first one in the country and is also the only congress so far held in a locality outside the capital city of Hà Nội.

The congress decided important issues including the guidelines to make the resistance war a complete success./.
