The master plan targets to supply urban population with clean water in 2025. The demand for clean water of good quality in all urban areas and industrial zones will be met in a stable and economical manner by 2050.

To make this a reality, the Government intends to reasonably tap both surface and underground sources, and gradually reduce exploitation of underground water in urban centers, such as Hà Nội and Hồ Chí Minh City.

There will be specific plans on water supply for provinces and urban areas.

According to the master plan, both domestic and international organizations and individuals have opportunities to bid for construction of water supply works. Preferential incentives will be given to the winners.

Integrated drainage systems will be built to discharge rain water and sewage, especially in urban quarters. By 2025, no city will suffer regular inundation.

Municipal cities have to design and adopt their master plans on drainage systems.

The Government will pour ODA capital on the development of drainage systems, especially in big cities and natural disaster-affected urban centers, while seeking for additional sources from both domestic and foreign individuals and organizations.
