VN undertakes Chairmanship of Permanent Representatives to ASEAN

VGP – Viet Nam assumed the role of the Chair of the Committee of Permanent Representatives to ASEAN (CPR) during its recent 16th meeting in Jakarta with ASEAN Secretary General Dato Lim Jock Hoi affirming the ASEAN Secretariat’s readiness to continue working closely with Viet Nam.

In his address ASEAN Secretary General Dato Lim Jock Hoi lauded the CPR and its working groups for drafting documents for ASEAN summits and meetings between ASEAN and partners.

The CPR would successfully carry out priority programmes themed “Cohesive and Responsive” during Viet Nam’s ASEAN Chair Year 2020, he added.

Ambassador and head of the Viet Nam’s Permanent Mission to ASEAN Tran Duc Binh, for his part, hailed Thailand for directing and holding activities celebrating the 10th founding anniversary of the CPR.

He said in its capacity as ASEAN Chair 2020, Viet Nam will work to further strengthen ties between ASEAN and partners, actively raise public awareness of the bloc, and chair CPR’s meetings such as meeting of the East Asia Summit ambassadors, meeting of the ASEAN 3 ambassadors, and ASEAN Secretariat’s meetings on budget, tender and audit.

In 2020, Viet Nam will also chair meetings between the CPR and partner countries in order to review cooperation and draft documents for the ASEAN Summit and ASEAN Foreign Ministers’ Meetings within the framework of the ASEAN 3, the EAS, the ASEAN Connectivity Coordinating Committee, the Governing Council of the ASEAN Institute for Peace and Reconciliation, and the Joint Council of the ASEAN-China Centre.

The CPR was established in 2009, following the entry into force of the ASEAN Charter. Over the last decade, the CPR has continued to discharge its roles and responsibilities covering many issues and multiple layers of the ASEAN structure, in line with the ASEAN Charter and its Terms of Reference.

To promote ASEAN Community building, the CPR has played an important part in the formulation of various ASEAN guidelines and engaged actively with various stakeholders, both internal and external. Another important responsibility of the CPR is to work with the coordinating mechanisms of the three ASEAN Community pillars to deal with cross-pillar issues.

In terms of ASEAN’s External Relations, the CPR has taken advantage of its presence in Jakarta by engaging with external partners, particularly with the Ambassadors of Dialogue Partners, Sectoral Dialogue Partners and Development Partners of ASEAN in Jakarta.

The CPR is also responsible for negotiations of important outcome documents including joint statements and vision statements of the ASEAN Plus One, ASEAN Plus Three (APT) and the East Asia Summit (EAS).

Significantly, the CPR is the main body that provides both substantive and administrative direction to support the work of the ASEAN Secretariat, which is housed in Jakarta./.
